League of Legends Patch 13.20 Notes: New Changes, Release Date, and More

Patch 13.20 is coming out soon, with this being one of the biggest updates this year.

With the Worlds Patch done and dusted for League of Legends, the dev team is moving on to bigger changes and the Preseason. Patch 13.19 marks the end of the competitive cycle, with Worlds 2023 coming up very soon. That said, Patch 13.19 did not make many sweeping changes.

Initially, it was just the Rek’Sai changes that was the big one in the patch. However, Riot later added Briar and LeBlanc changes to the fold. Other than that, the patch wasn’t that huge in terms of changes.

The same cannot be said for Patch 13.20, as we are already getting huge news about changes coming to this update. K’Sante is set to get huge changes while many other systems are getting sweeping adjustments. That and more is coming in Patch 13.20. Here is all we know so far including the early patch preview by Riot.

Release Date

League of Legends Patch 13.20 is expected to be released on Wednesday, October 11, 2023.

As this is an early patch note, this is what we know so far.

K’Sante Rework 2023

The rework is set to come in this patch and is currently in the PBE server. This is all we know about it so far.

  • Base Stats:
    • Health: 610 >>> 570.
    • Health Growth: 108 per level >>> 115 per level.
    • Armor Growth: 4.7 per level >>> 5.2 per level
  • Passive – Dauntless Instinct:
    • ALL OUT Bonus Damage: 35% (+20% Armor per 100 Bonus Armor) (+20% Magic Resistance per 100 Bonus Magic Resistance) >>> 35% (+0% Armor) (+0% Magic Resistance).
  • Q – Ntofo Strikes:
    • Damage: 50/75/100/125/150 >>> 30/60/90/120/150.
    • Recasting K’Sante’s third Q will now disable Flash during its windup.
  • W – Path Maker:
    • Minimum Charge Time: 0 >>> 0.65 seconds.
    • Mana Cost: 75/80/85/90/95 >>> 60/65/70/75/80.
    • Damage Reduction: 25% (+10% Armor)(+10% Magic Resist)(+1% per 100 Bonus Health) >>> 40 – 65% (based on level).

      • No Longer Has Damage Based on Charging Time.

    • Stun Duration: 0.3 – 0.85 seconds (based on charge time) >>> 1.25 seconds.
    • ALL OUT Bonus:
      • Charge Time Reduction: 0 >>> 0.5 seconds.
      • Damage: 25 – 350 (+50% AD) >>> 0.
      • Resistance: 30% (+12% Armor) (+12% Magic Resist) (+1.2% per 100 Bonus Health) >>> 50 – 75% (based on level).
      • Cooldown Number Change: 24/22/20/18/16 seconds >>> 18/17.5/15/13.5/12 seconds.
  • R – All Out:
    • Non-Wall Damage: 35/70/105 (+20% AD) >>> 70/110/150 (+100% AP).
    • Wall Damage: 150/250/350 (20% AP) >>> 70/110/150 (+100% AP).
    • Bonus AD: 5 (+32.5% Armor) (+32.5% Magic Resist) >>> 15/30/45 (+25% Armor) (+25% Magic Resist).
    • Omnivamp: 10% (0.75% per 100 Bonus Health) >>> 10/12.5/15/17.5/20%.
    • Bonus Attack Speed: 0 >>> 25/30/35/40/45%.
    • Health: 55% Max Health >>> 65% Max Health.
    • Knockback Distance: 350 >>> 300.
    • Casting All Out will now reset Q – Ntofo Strikes’ current stacks

Champion Buffs

Galio

Riot wants to build up on the previous changes of Galio to give him more upside. However, they want to keep his laning weaknesses intact.

  • W – Shield of Durand:
    • Cooldown: 18/17.5/17/16.5/16 seconds >>> 18/17/16/15/14 seconds.
    • Out of Combat Shield Timer: 12 seconds >>> 12/11/8 seconds (level 1/6/11).

Jinx

Some new Jinx buffs are being tested as they are giving her some small but significant changes.

  • Base Stats:
    • Health Scaling: 100 per level >>> 105 per level.
  • Passive – Get Excited!:
    • (Added) Bonus Attack Speed: 25%, also can stack multiple times.
  • R – Super Mega Death Rocket!:
    • Cooldown: 75/65/55 seconds >>> 70/60/50 seconds.
    • Minimum Damage: 30/45/60 (+15% Bonus AD)(+25/30/35% of Target’s Missing Health) >>> 32.5/47.5/62.5 (+16.5% Bonus AD)(+25/30/35% of Target’s Missing Health).
    • Maximum Damage: 300/450/600 (+150% Bonus AD)(+25/30/35% of Target’s Missing Health) >>> 325/475/625 (+165% Bonus AD)(+25/30/35% of Target’s Missing Health).

Milio

  • Passive – Fired Up:
    • Burn damage now counts as Milio’s damage even when applied through allies, allowing it to interact with a select number of items like Chemtech Putrifier. Burn damage will still grant the ally who applied the debuff the kill, preventing Milio from accidentally confirming kills.
  • E – Warm Hugs:
    • Recharge Timer: 18/17/16/15/14 seconds >>> 17/16/15/14/13 seconds.
    • Shield Strength: 60/85/110/135/160 >>> 60/90/120/150/180.
  • R – Breath of Life:
    • AP Ratio: 30% >>> 50%.

Morgana

RIot is set to make Morgana jungle a thing once more. This will give her W more monster damage, and give her Ultimate more versatility.

  • W – Tormented Shadow:
    • AP Ratio: 14% >>> 17%.
    • Monster Damage: 155% >>> 165%.
  • E – Black Shield:
    • Cooldown: 24/22/20/18/16 seconds >>> 26/23.5/21/18.5/16 seconds.
  • R – Soul Shackles:
    • Bonus Movement Speed: 5/30/55% towards Enemy >>> 10/35/60% in all directions.
    • Stun Duration: 1.5 seconds >>> 1.5/1.75/2 seconds.
    • Damage: 150/225/300 (+70% AP) >>> 175/250/325 (+80% AP).

Ziggs

His Q – Bouncing Bombs are getting a range collision update, so it is easier to land hits on enemies.

  • Q – Bouncing Bombs:
    • Collision Radius: 150 >>> 180.

Champion Nerfs

Akshan

Riot is nerfing his Q – Avengerang while also reducing the damage on his swing.

  • Q – Avengerang:
    • Bonus Movement Speed: 40% >>> 20/25/30/35/40%.
  • E – Heroic Swing:
    • Damage Per Shot: 30/45/60/75/90 (+17.5% Bonus AD) (1 + 0.3 per 100% Bonus Attack Speed) >>> 25/40/55/70/85 (+17.5% Bonus AD) (1 + 0.3 per 100% Bonus Attack Speed)

Bel’Veth

Bel’Veth has been a menace in Solo Queue for the past few patches. Thus, Riot is finally putting some hefty nerfs in.

  • Passive – Death in Lavender:
    • Bonus Attack Speed After Spell Cast: 25 – 50% (based on level) >>> 20 – 40% (based on level).
  • E – Royal Maelstrom:
    • Damage Reduction: 70% >>> 50/55/60/65/70%.
    • Damage: 8/10/12/14/16 (+6% AD) >>> 6/7/8/9/10 (+8% AD).
    • The Damage can now Crit.
    • Minimum On Hit Damage: 6% >>> 8%.
  • R – Endless Banquet:
    • True Form:
      • Void Remora Health: 40/50/60% of Minion’s Maximum Health >>> 20/45/70% of Minion’s Maximum Health.
      • Out of Combat Movement Speed: 25/50/75 >>> 10/45/80.

Kai’Sa

Just a minor Armor change for Kai’Sa in this patch.

  • Base Stats:
    • Armor: 28 >>> 25.

Quinn

Many of her base stats are being changed to provide less Movement Speed and Health and more offensive stats.

  • Base Stats:
    • Health: 603 >>> 565.
    • Attack Damage Growth: 2.4 >>> 2.7.
    • Movement Speed: 335 >>> 330.

Zed

The haste build with Zed has become prevalent and is pretty strong, too. Thus, Riot is nerfing his shadows to stop spamming.

  • W – Living Shadow:
    • Cooldown: 20/18.5/17/15.5/14 seconds >>> 20/19.25/18.5/17.75/17 seconds.

System Buffs

Blighting Jewel

The price of Blighting Jewel is decreasing to make it a more efficient item. N ow, the low stats can make a good case of being use in it’s component form.

  • Total Price: 1250 Gold >>> 1100 Gold.

Starting Item Changes

Riot is changing up how starting items work, as each champion can now only buy 1 Doran item. Here are all the other changes.

  • Doran Blade:
    • Health: 80 >>> 100.
    • Attack Damage: 8 >>> 10.
  • Doran Ring:
    • Health: 70 >>> 90.
    • Attack Damage: 15 >>> 18.
  • Doran Shield:
    • Health: 80 >>> 110.
    • Health Regeneration: 0 – 40 >>> 0 – 45.
  • Dark Seal:
    • Health: 40 >>> 50.

Support Item Changes

Major Support Item changes are coming, with all of them being buffed across the board.

  • Spellthief’s Edge:
    • Health: 10 >>> 25.
    • Ability Power: 8 >>> 10.
  • Spectral Sickle:
    • Health: 10 >>> 25.
    • Attack Damage: 5 >>> 6.
  • Steel Shoulderguards:
    • Health: 30 >>> 50.
    • Attack Damage: 3 >>> 4.
  • Relic Shield:
    • Health: 30 >>> 50.
    • Ability Power: 5 >>> 7.

Youmuu’s Ghostblade

There is no information about the Youmuu’s Ghostblade buffs at the moment.

System Nerfs

Duskblade of Draktharr

The ability haste and damage amplification is decreasing since Assassin and other champions have been using the item to great effect. A little to great according to Riot. Assassin fans may be a little afraid but Youmuu’s is getting a buff.

  • Ability Haste: 20 >>> 15.
  • Unique – Nightstalker:
    • Damage Amplification: 0 – 18% (0 – 70% Missing Health of Target) >>> 0 – 16% (0 – 70% Missing Health of Target).

Lord Dominik’s Regard

The Damage Amplification is decreasing while Riot is also changing how the item applies it’s damage.

Jungle Adjustments

Anti-Poaching Changes

There will be some changes to stop poaching but we have no details about that yet.

Avatar Changes

All three pets are getting some nerfs and here is all we know so far.

  • Mosstomper (Green Pet):
    • No longer grants Tenacity and Slow Resistance.
  • Gustwalker (Blue Pet):
    • Movement Speed Inside Brush: 45% >>> 30%.
    • Monster Kill Movement Speed: 60% >>> 45%.
  • Scorchclaw (Red Pet):
    • Damage now triggers from either ability or auto attacks.

Camp Changes

There will be more camp changes and we will have to see what they are soon.

Healing

More often than not, players have complained about Junglers having too much Health. So Riot is going to make some changes regarding how much Junglers will be healing.

Minion Experience Penalty

It seems Junglers are getting some nerfs in terms of Minion Experience to further disincentivize taking minions.

Scuttle Crab

There are more changes coming for Scuttle Crab in terms of health and rewards. We will have to see how Riot does that.

Smite

There are quite a bit of Smite changes coming, so here we go again with the Jungle changes.

  • Champion Smite Damage: 20 – 160 (based on level) >>> 40.
  • Area of Effect Damage: 50% >>> 100%.
  • No longer grants damage reduction for Epic Monsters.

Waterwalking

Overall Movement Speed is being changed while Adaptive Force is increasing in the early game.

  • Movement Speed: 25 >>> 10.
  • Adaptive Force: 5 – 30 (based on level) >>> 13 – 30 (based on level).

Anti-Snowball Adjustments

Aery

With so many changes coming to Aery, the rune is going to change a lot in terms of functionality. Here is what we know so far.

  • Damage: 10 – 40 (based on level) (+15% bonus AD) (+10% AP) >>> 10 – 50 (based on level) (+10% bonus AD) (+5% AP).
  • Shield: 30 – 75 (based on level) (+35% bonus AD) (+22.5% AP) >>> 30 -100 (based on level) (+10% bonus AD) (+5% AP).

Comet

It is a nerf overall despite the changes for Comet looking like adjustments. Overall, the base damage is increasing while the damage scaling is decreasing.

  • Damage: 30 – 100 (based on level) (+35% bonus AD) (+20% AP) >>> 30 – 130 (based on level) (+10% bonus AD) (+5% AP).

Conqueror

Bruisers and other champions have been benefiting from Conqueror a lot. Thus, Riot is coming with some nerfs to adjust the scaling and offensive stats the rune gave.

  • AD Granted Per Stack: 1.2 – 2.7 (based on level) >>> 1.08 – 2.52 (based on level).
  • AP Granted Per Stack: 2 – 4.5 (based on level) >>> 1.8 – 4.2 (based on level).

Dark Harvest

Damage on Dark Harvest is getting similar changes to Arcane Comet. Overall a nerf, despite looking like adjustments.

  • Damage: 20 – 60 (based on level) (+25% bonus AD) (+15% AP) >>> 20 – 80 (based on level) (+10% bonus AD) (+5% AP).

Death Timer Changes

Riot is adjusting the Death Timer so that the game can go faster. However, it is always tricky to mess with this. Hence, Riot is simply changing the early to mid-game Death Timers while the mid to late-game numbers remain the same.

Dragon Changes

All the Dragons are getting changes with the single Drake buffs are being nerfed, while the Soul numbers are going the other way.

  • Cloud Dragon Changes:
    • Slow Resistance and Movement Speed Buff (per Stack): 7% >>> 5%.
    • Soul Movement Speed: 15% >>> 20%.
  • Hextech Dragon Changes:
    • Haste and Attack Speed Buff (per Stack): 7.5% >>> 5%.
    • Soul Slow Effect: 40%/30% (Melee/Ranged) >>> 45%/35% (Melee/Ranged).
  • Infernal Dragon Changes:
    • Ability Power/Attack Damage Buff (per Stack): 5% >>> 3%.
    • Soul Base Damage: 80 >>> 100.
  • Mountain Dragon Changes:
    • Bonus Resistances Buff (per Stack): 8% >>> 5%.
    • Soul Base Shield Strength: 180 >>> 220.
  • Ocean Dragon Changes:
  • Regeneration Per Stack: 2.5% Missing Health >>> 2% Missing Health
  • Soul Base Healing: 130 Health >>> 150 Health.
  • Soul Base Mana Restoration: 80 Mana >>> 100 Mana.

Electrocute

Very similar to all the other rune changes, as Electrocute is getting the same treatment.

  • Damage: 30 – 180 (based on level) (+40% bonus AD) (+25% AP) >>> 30 – 220 (based on level) (+10% bonus AD) (+5% AP).

First Strike

Bonus damage done by First Strike is being reduced.

  • Bonus True Damage: 9% >>> 8%.

Fleet Footwork

  • Healing: 10 – 100 (based on level) (+30% bonus AD) (+20% AP) >>> 10 – 140 (based on level) (+10% bonus AD) (+5% AP).

Lethal Tempo

With these new changes, Lethal Tempo will be doing less for Melee Champions. Ranged stats and scaling still remain the same.

  • Melee Attack Speed: 10 – 15% (based on level) >>> 10 – 14% (based on level).

Press The Attack

While being an adjustment, the overall damage is still reducing with the scaling going down. However, there is a bit being given back.

  • Damage: 40 – 180 (based on level) >>> 40 – 220 (based on level).
  • Damage Amplification: 12 – 8% (based on level) >>> 8%.

Taste of Blood

Another rune that is getting some overall nerfs.

  • Healing: 16 – 30 (based on level) (+15% bonus AD) (+8% AP) >>> 16 – 40 (based on level) (+10% bonus AD) (+5% AP).

Turret Plates

The snowball nature of Turret Plates is taking a bit of a hit as the gold earned is being reduced.

  • Gold Earned Per Plate: 175 Gold >>> 125 Gold.

The Coven skin lines are coming with the first Legendary from Nami. Here are all of them coming in Patch 13.20.
