LeBlanc changes have finally arrived in Patch 13.19.
LeBlanc has been one of the most problematic champions for the last couple of months. Since the mid-season patch and the reintroduction of the item Statikk Shiv, she has been terrorizing both Solo-Queue and Professional Play.
Due to the stats and Wave Clear Statikk Shiv provided, LeBlanc became one of the strongest champions in the game. She was so strong that Riot nerfed her multiple times. The nerfs were somewhat effective and stopped her reign of terror for a while.
But recently, players discovered another build that is even more problematic than the AP Statikk Shiv build. The build in question is AD LeBlanc. It still utilizes Statikk Shiv, but it also makes use of Hullbreaker and Trinity Force as its Mythic Item. The build transforms LeBlanc from an AP burst mage to an AD split pusher capable of taking towers in seconds. Because of how strong the build is, even Pro Players have been practising AD LeBlanc in preparation for Worlds 2023.
That said, Riot was not too happy about the current state of LeBlanc and announced they would make some drastic changes. And now the changes are finally here.

Here are all the changes introduced to LeBlanc in Patch 13.19,
- Attack Speed Ratio: 0.625 ⇒ 0.4
- Attack Speed Growth: 1.4% ⇒ 2.2%
- Attack Damage Growth: 3.5 ⇒ 2.7
- Mana Growth: 55 ⇒ 25
- Mana Regeneration Growth: 1 ⇒ 0.8
W – Distortion
- Magic Damage: 75/115/155/195/235 (+60% AP) ⇒ 75/115/155/195/235 (+65% AP)
E – Ethereal Chains
- Magic Damage from Initial Cast: 50/70/90/110/130 (+30% AP) ⇒ 50/70/90/110/130 (+35% AP)
Leblanc’s Attack Speed Growth and Ratio are decreasing by a decent amount. Her Attack Damage Growth is decreasing as well. These nerfs, in conjunction, should significantly nerf AD LeBlanc.
Additionally, Her Mana Growth and Mana Regeneration are also taking a hit, which will force her to buy Lost Chapter.
Riot is buffing her W – Distortion and E – Ethereal Chains’ initial cast AP ratio to compensate for the nerfs by 5%.
Overall, these are massive nerfs to Leblanc’s kits. But, on the bright side, we won’t have AD LeBlanc terrorizing Solo-Queue anymore.
