Following up on the MSI patch last week, Patch 13.9 is coming to League of Legends with more changes.
The MSI patch was released a while back as the teams representing the regions are preparing their trips to the UK to compete for a trophy. There were many small changes in Patch 13.8, barring the Cosmic Drive rework. This was because Riot did not want to upset the apple cart too much and keep things stable, progressing a little forward from Patch 13.7.
Regardless, Patch 13.8 had some nice changes, like buffs to Janna, Kog’Maw, Leona, Lillia, Poppy, and more. There were also nerfs to champions like Jarvan IV, Shadow Kayn, Rakan, Malphite, and Aurelion Sol. The nerfs were targeted as some solo queue outliers and strong pro play picks, while the buffs were to bring make some champions better and potentially make an appearance at MSI 2023.
With that said, Patch 13.9 is coming soon as the list of buffs and nerfs is small, but many adjustments are coming, including the Neeko and Kayle Mini-Rework. Also, the first batch of the Inkshadow Skins will be released, including an MSI 2023 Event. The LoL Dev Team Twitter account posted the patch preview. In the post, it was mentioned that Patch 13.10 would be the biggest patch since the start of the season. So that is something to look forward to.
With that said, let’s move on to talk about Patch 13.9, which is coming soon.

Release Date
League of Legends Patch 13.9 is expected to be released on Wednesday, May 3, 2023.

LoL Patch Notes 13.9
There are not a lot of buffs and nerfs in this patch. However, there are some adjustments, two mini reworks, and a QoL change for Taliyah. According to Riot, this patch is building up to one of the biggest updates in the season. Let’s dive into what we know so far.
Mini-Reworks
Riot is releasing two Mini Reworks in this patch essentially. The Neeko rework is the big one, while the Kayle one is pretty nice. Both of them should have immense value and will change how people can play the champion. Let’s talk about both of these changes.
Kayle
Finally, the Kayle Changes are coming, as everyone was anticipating it to come soon. Now that it’s here, let’s talk about it.
- E – Starfire Spellblade:
- On-hit AP Ratio: 25% >>> 20%.
- Passive Wave Damage: 15 – 35 (based on E rank) >>> 20 – 41 (level 11-18).
- R – Divine Judgement:
- Cast Time: 1.5 seconds >>> 0.5 seconds.
- AoE Delay: 1.5 seconds >>> 2.5 seconds.
- Invulnerable Duration: 2/2.5/3 seconds >>> 2.5 seconds.
- AoE Range: 525 >>> 675/675/775 (based on R rank).
- Damage: 200/350/500 (+80% AP)(+100% bonus AD) >>> 200/300/400 (+70% AP)(+100% bonus AD).
- No Longer Reduces Range When Casting R on Herself.
These changes are not exactly buffs, but it’s going to give a lot of power to Kayle. R cast times and range is being improved while damage has been taken off to compensate for the rest of the changes. Also, other changes were made to her E, which will be pretty nice. How strong or improved Kayle will be is one to watch for in Patch 13.9.
Neeko
- Passive – Inherent Glamour:
- “When Neeko is near a non-epic monster, minion, trap, ward, or plan for two seconds, she stores theirSho’maa. Neeko can click on her bar to become that unit. Clicking on Neeko’s face will return her back to normal. A little “x” will be there to clear the bar to allow another disguise to fill up the bar. Only one unit can be stored at a time.”When Neeko is near a non-epic monster, minion, trap, ward, or plan for two seconds, she stores their Sho’ma. Neeko can click on her bar to become that unit. - Disguise no longer breaks on taking damage. Only breaks when the disguised self dies or when Neeko is crowd controlled.
- Neeko no longer gets more Attack Speed or Movement Speed from disguised targets if their stats are higher than hers.
- Cooldown is fixed to 6 seconds.
- Disguise now breaks if she attacks turrets as a non-champion.
- Q – Blooming Burst:
- Secondary/Tertiary Pop Damage: 40/65/90/115/140 + 20% AP >>> 35/60/85/110/135 + 25% AP.
- Explosions now deal 30/40/50/60/70 bonus damage to monsters.
- W – Shapeshifter:
- After casting, Neeko can reactivate to send the clone to a new location.
- Clone now plays animations and sounds from abilities, Joke, Taunt, Recall, Laugh, and survives until that duration.
- Empowered Attack deal 50 bonus damage to monsters.
- E – Tangle Barbs
- Damage: 80/115/150/185/220 + 60% AP >>> 70/105/140/175/210 + 65% AP.
- R – Pop Blossom:
- After channeling, Neeko jumps into the air, suspending all nearby enemies.
- After 0.6 seconds, Neeko crashes down to the ground with all the suspended enemies, dealing damage and stunning them for 1.25 seconds.
- No longer shields
- Damage: 200/425/650 (+130% AP) >>> 150/350/550 (+100% AP).
- Cooldown: 90 seconds >>> 120/105/90 seconds.
This is a handful to dissect, considering there are so many changes coming at the same time. It’s not just her passive changing, which allows her to disguise herself into many things. Overall there are a lot of changes for Neeko players to explore soon.
Champion Buffs
Only five buffs are coming to this patch. An Aatrox buff always causes a little concern considering his track record in multiple metas. That will be one to look at soon, and the rest of the buffs to Amumu, Swain, Trundle, and Volibear. Most of these buffs look to be helping struggling champions in the current meta. Thus, here is the full list of buffs coming in Patch 13.9.
Aatrox
The damage ratio based on maximum health is being increased on his Passive while his Ultimate will gain more movement speed.
- Passive – Deathbringer Stance:
- Damage Ratio Based on Target’s Maximum Health: 4-10% (based on level) >>> 4-12% (based on level).
- R – World Ender:
- Bonus Movement Speed: 50/65/80% >>> 60/80/100%.
Amumu
His W – Despair is getting a few changes. The base damage is going to be fixed and percentage health damage will be increasing.
- W – Despair:
- Base Damage: 12-28 >>> 20.
- Percentage Health Damage: 1/1.15/1.3/1.45/1.6% >>> 1/1.25/1.5/1.75/2%.
Swain
His Q – Death’s Hand is getting more base damage and bonus damage per bolt.
- Q – Death’s Hand:
- Base Damage: 60/80/100/120/140 (+38% AP) >>> 65/85/105/125/145 (+40% AP).
- Bonus Damage Per Bolt: 12/22/32/42/52 (+8% AP) >>> 15/25/35/45/55 (+10% AP).
Trundle
Some Base Stats are changing with more attack speed and mana at level 1.
- Base Stats:
- Base Attack Speed: 0.6 >>> 0.67.
- Base Mana: 281 >>> 340.
Volibear
His W – Frenzied Maul is getting more percentage Health Damage ratio and percentage Missing Health Healing Ratio.
- W – Frenzied Maul
- Percentage Health Damage Ratio: 5% >>> 6%.
- Percentage Missing Health Healing Ratio: 7/8.5/10/11.5/13% >>> 8/10/12/14/16%.
Champion Nerfs
Moving on to nerfs, there are only two of them coming to this patch. Finally, Jinx is getting a nerfs, although a little late for MSI 2023. Also, Sion nerfs are coming as well. So the list is fairly small and is as follows.
Jinx
Her AD increase per level is being reduced to stop her from scaling too well.
- Base Stats:
- AD Growth: 3.4 >>> 3.15.
Sion
The Passive is taking a hit as Sion will not get as much value after dying.
- Passive – Glory in Death:
- Health Loss: 2-19 (1+1 per level) >>> 2.3-24.4 (1-1.3 per level).
Champion Adjustments
Other than the two reworks, there will be two other adjustments, including a QoL change on Taliyah. Here is the list of adjustments.
Bel’Veth
Her clear speed is being increased with more monster damage on her Q. However, her overall AD increase per level is taking a hit. So more scaling but faster clears.
- Base Stats:
- AD Growth: 1.7 >>> 1.5.
- Q – Void Surge:
- Modified Monster Damage: 120% >>> 140%.
Taliyah
The QoL fix is going to change the lockout threshold for casting her ult.
- R – Weaver’s Wall:
- Cooldown Lockout: On taking/dealing damage >>> On taking damage.
System Buffs
Lastly, there will be an item buff regarding Lich Bane. Here are the Lich Bane changes.
Lich Bane
The Ability Power on the item is increasing.
- Ability Power: 75 >>> 85.
Skins
As for skins, the first part of the Inkshadow skins will be coming in this patch. Here are all the skins coming in Patch 13.9.
