League of Legends Patch 13.8 Notes: New Changes, Release Date, and More

MSI is approaching as Patch 13.8 is fixing a few small issues.

So far, Riot has tried their best to address the strong champions in League of Legends. However, they seem to have been a little late to the party for some nerfs, such as the Olaf one, who came in fairly late. Going forward, Riot will need to do a better job at nerfing the right champions in the right patch.

Patch 13.7 aimed to shake up the whole jungle meta in pro play, with nerfs to all the top-tier junglers and other champions. The nerf list was definitely long for that patch. While Pro Play has not hit this patch quite yet, we really have no idea how Patch 13.7 will affect pro play.

Thus, in Patch 13.8, there are more buffs coming than nerfs. This will be the MSI patch, and a lot of how pro play will look depends on when the teams get to London for their scrims and such. Since most of pro play is still going on Patch 13.5 or 13.6, the meta is sure to change to a certain degree.

Hence, let’s talk about all the changes coming in Patch 13.8 as we approach the first international event of the year. Riot Phroxzon has also shared the preview for the patch.

Release Date

League of Legends Patch 13.8 is expected to be released on Wednesday, April 19, 2023.

  • EUW: 5:00 UK time
  • EUNE: 3:00 CET

LoL Patch Notes 13.8

The buff match on this one is longer than the last patch. Nerfs are fewer, and it looks like Riot is trying to insert more champions into the meta than remove them directly. So, here is the list of changes coming in Patch 13.8.

Champion Buffs

There are ten buffs coming in this patch. It was supposed to be eleven, but the Zoe changes were pulled as there will be more work done on it, according to Riot Phroxzon. Riot is definitely trying its best to get more champions into the meta. As per Riot Phroxzon, these buffs mostly add more junglers into the meta, along with some other buffs across the board.

The most notable ones on the list are Alistar buffs again and a follow-up Kha’Zix buff. It’s a fairly comprehensive list of buffs across the board. Here are all the changes coming to the different champions in Patch 13.8.

Alistar

Even with all the buffs to Alistar in the past patches, they were not enough. This time around, his R – Unbreakable Will is getting a duration buff to keep him tankier during the activation of the ability.

  • R – Unbreakable Will:
    • Duration: 7 seconds >>> 8.5 seconds.

Ezreal

A little base AD is being added without upsetting the apple cart too much.

  • Base Stats:
    • Attack Damage: 60 AD >>> 62 AD.

Garen

In contrast to Ezreal, Garen is getting more base AD and armor to survive and thrive in the top lane.

  • Base Stats:
    • Attack Damage: 66 AD >>> 69 AD.
    • Armor: 36 >>> 38.

Janna

The Storm’s Fury is getting some decent buffs as her W – Zephyr and E – Eye of the Storm are getting buffs.

  • W – Zephyr:
    • Magic Damage: 70/100/130/160/190 (+ 50% AP) >>> 80/110/140/170/200 (+ 60% AP).
  • E – Eye of the Storm:
    • Shield Decay Delay: 1.25 seconds >>> 2.5 seconds.

Kha’Zix

This is a follow-up buff from the last patch to buff his Q – Taste Their Fear.

  • Q – Taste Their Fear:
    • Damage: 60/85/110/135/160 (+ 115% bonus AD) >>> 70/95/120/145/170 (+ 115% bonus AD).

Kog’Maw

This time around, Kog’Maw is getting a bunch of changes, starting with more damage when he dies and more utility on his kit. However, it is sad that Kog’Maw AD has not really gotten enough buffs.

  • Passive – Icathian Surprise:
    • Damage: 125 – 550 (level 1-18) >>> 140 – 650 (level 1-18).
  • Q – Caustic Spittle:
    • Cooldown: 8 seconds >>> 7 seconds.
  • E – Void Ooze:
    • Mana Cost: 60/70/80/90/100 Mana >>> 40/55/70/85/100 Mana.
    • Slow: 20/28/36/44/52% >>> 30/35/40/45/50%.

Leona

Her W is being buffed to offer more defense and damage.

  • W – Eclipse:
    • Bonus Magic Resist and Armor increase.
    • Magic Damage: 45/80/115/150/185 (+ 40% AP) >>> 55/90/125/160/195 (+ 40% AP).

Lillia

She is getting some jungle-specific buffs to clear camps quicker and stay healthy.

  • Passive – Dream-Laden Bough:
    • Monster Damage Cap: 50-150 >>> 70-150.
    • Monster Healing: 24-75 + 5.4% AP >>> 39-54 + 15% AP.
    • Champion Healing: 6-120 + 18% AP >>> 6-90 + 30% AP.

Nidalee

More armor is being given to Nidalee to deal with those AD counterparts.

  • Base Stats:
    • Armor: 28 AD >>> 32 AD.
    • Armor Growth: 4.7 >>> 5.

Poppy

More HP damage on her Q – Hammer Shock and more resistances on W – Steadfast Presence.

  • Q – Hammer Shock:
    • Damage: 40/60/80/100/120 (+ 90% bonus AD) (+ 8% of target’s maximum health) >>> 40/60/80/100/120 (+ 90% bonus AD) (+ 9% of target’s maximum health).
  • W – Steadfast Presence:
    • Bonus Resistances: 10% >>> 12% (Doubled to 24% when 40% HP or below).

Champion Nerfs

It will be five nerfs in this patch, as Malphite is finally getting nerfed. Also on the list are nerfs to Aurelion Sol, Jarvan and Rakan. Jarvan got very high in priority in the recent patch, and Rakan has been a menace in pro play. Shadown Kayn got added later to the list for solo queue performance. Thus, here is the list of nerfs.

Aurelion Sol

The Celestial Dragon is taking some hits on the defensive front, reducing his Health and Armor Growth a little.

  • Base Stats:
    • Health Growth: 95 Health >>> 90 Health.
    • Armor Growth: 4.7 >>> 5.

Jarvan IV

Just a little nerf on his Q – Dragon Strike and AD growth.

  • Base Stats:
    • Attack Damage Growth: 3.4 >>> 3.
  • Q – Dragon Strike:
    • Damage: 90/130/170/210/250 (+ 140% bonus AD) >>> 80/120/160/200/240 (+ 140% bonus AD).

Kayn (Shadow)

Shadow form for Kayn is taking some nerfs, as that form has been causing a lot of trouble in solo queue.

  • E – Shadow Step:
    • Cooldown: 8 seconds >>> 9 seconds.
    • Bonus Movement Speed: 80% >>> 70%.

Malphite

Being the top tank pick for pro play and solo queue, Malphite is finally getting nerfed. His W – Thunderclap is getting a damage and armor shred reduction.

  • W – Thunderclap:
    • First Auto Attack Base Damage: 30-90 >>> 30-70.
    • Cleave Armor Ratio: 20% >>> 15%.

Rakan

A little armor is being injected into his kit.

  • Base Stats:
    • Armor: 32 >>> 30.
    • Armor Growth: 5.1 >>> 4.9.

System Adjustments

There is no item or runes buff/nerfs this time. However, Cosmic Drive is getting a significant change, as it was already revealed by Spideraxe a while back. Here are the changes coming to Cosmic Drive.

Cosmic Drive

  • Ability Power: 90 >>> 100,
  • New passive: Dealing damage generates a stack of 2.5% MS every 1.5 seconds for the next 5 seconds, up to 10% at 4 stacks. At max stacks, gain an additional 10% MS (20% total).

Skins

The Dawnbringer and Nightbringer skins are coming in this patch, as four new skins are being added to the game. They are Dawnbringer Renekton, Dawnbringer Vayne, Nightbringer Jarvan IV and Nightbringer Nasus. Also, A Mythic Chroma of Dawnbringer Riven is also coming in Patch 13.8.
