The last Patch of the year is coming, with Riot proceeding towards the preseason.
With the year coming to a close, the last patch of League of Legends is upon us. Unlike other patches, this one is not small, to say the least. Part of the reason, as mentioned by Riot Phroxzon, is to transition well into the Preseason.
Riot is making some systematic changes, as Preseason changes will mostly be on the PBE. With how Ranked will function from next year, all of these Preseason changes will be coming in January with Patch 14.1.
A lot is in store for us in the Preseason, but that is for another day. Now, it is time to look forward to Patch 13.24 as Hwei is joining the fold. Also, there are a ton of buffs coming with few nerfs. Item changes are absent as we are already getting new item changes.
Thus, let’s talk about what Riot has revealed so far.

Release Date
League of Legends Patch 13.24 is expected to be released on Wednesday, December 6, 2023.

LoL Patch 13.24
The biggest part of this Patch is the plethora of buffs and the latest champion, Hwei. So, without further ado, let’s break down all of that.
New Champion Hwei
Hwei is set to be Riot’s 168th champion, as the artistic mid-lane is coming in with a ton of abilities. He will be one of the most unique champions with a plethora of different abilities and combinations to create a ton of variety.
All of Hwei’s Abilities are called Subjects that describe his emotions. One of them is positive, while the other two represent negative emotions. Also, his Passive allows him to mark enemies and detonate said mark for AoE damage. It is pretty cool.
Activating his Q, W, or E triggers his mood and allows Hwei to use a combination of Abilities. So, once you activate one of the three Abilities in a Subject/Mood, it goes back to normal. It also gives him a Wash Brush to get out of the current mood without incurring Ability cost or cooldown if you change your mind. So here is a breakdown of his abilities and his Base Stats.
Base Stats:
- Health: 550 + 104 (per level).
- Health Regeneration: 5.5 per 5 seconds + 0.55 (per level).
- Mana: 445 + 30 (per level).
- Mana Regeneration: 7.5 per 5 seconds + 0.75 (per level).
- Armor: 18 + 4.7 (per level).
- Magic Resistance: 30 + 1.3 (per level).
- Attack Damage: 54 + 3.3 (per level).
- Critical Damage: 175%.
- Movement Speed: 325.
- Attack Range: 550.
- Attack Speed: 0.69.
- Attack Speed Ratio: 0.658.
- Bonus Attack Speed: 2.5%.
Passive – Signature of the Visionary:
Hwei’s Passive is all about hitting your enemies with Abilities. Using Abilities on an enemy for the first time marks them for 4 seconds. During this time, if you hit the enemy with another Ability, the mark will detonate after a short delay. This deals damage to all enemies in range of the detonation. Here are the stats and a screenshot of what it looks like in the PBE server.
- Magic Damage: 35 – 200 (+25% AP).
- Delay: 0.85 seconds.
Q/W/E + R – Wash Brush:
With all the Subjects, there will be a Wash Brush that will exit the current mood so that no costs are incurred. Use this if you change your mind.
Q – Subject: Disaster
Hwei triggers his Subject: Disaster, when he uses his Q first to channel his anger. This mood does Damage, and wave clear for their various combinations. Also, the combination of Q and R will trigger the Wash Brush. Overall, if you want the Damage mood, this is where you go. All the abilities in this Subject share all the cooldown and Mana Cost.
- Cooldown: 10/9/8/7/6 seconds.
- Mana Cost: 100/105/110/115/120 Mana.

Q + Q – Devastating Fire:
Want a fireball? You got it. Hwei paints a fireball and throws it in the target direction. The fireball explodes on the first enemy hit or at the Maximum Range, dealing damage to all enemies in an area.
- Damage: 60/95/130/165/200 (+ 70% AP) (+ 4/5/6/7/8% of target’s Maximum Health).
- Cast Time: 0.25 seconds.
- Ability Range: 800.
- Ability Speed: 2000.
- Monster Damage Cap: 250 Magic Damage.
Q + W – Severing Bolt:
Hwei channels his rage to paint a lightning bolt to strike a target location. This lightning bolt strikes after 1 second and deals magic damage to enemies in the area.
Enemies that are Immobilized or isolated from their enemies take increased damage based on missing Health.
- Magic Damage: 80/100/120/140/160 (+ 30% AP).
- Maximum Damage: 160/225/300/385/480 (+ 60/67.5/75/82.5/90% AP).
- Cast Time: 0.5 seconds.
- Ability Range: 1900.
- Monster Damage Cap: 300 Magic Damage.
- Severing Bolt deals 50% Damage to Minions and non-Epic Monsters.
Q + E – Molten Fissure:
Hwei paints a line that erupts after 0.7 seconds. The eruption creates volcanic shockwaves that create lava and deal damage every second. Enemies are also Slowed on the lava pools. Each lava pool lasts 2.5 seconds.
- Explosion Damage: 20/40/60/80/100 (+ 30% AP).
- Magic Damage Per Second: 20/40/60/80/100 (+ 30% AP).
- Slow: 30%.
- Cast Time: 0.35 seconds.
- Molten Fissure deals 60% damage to Minions and 135% damage against Monsters.
Q + R – Wash Brush:

W – Subject: Serenity
Hwei channels his inner calm and enters Serenity. He creates protection, empowers allies in fights, and deals with a calm mind. This is the mood to use to support your allies the best you can. Here is the Cost and Cooldown of all the abilities in this mood.
- Cooldown: 18/17.5/17/16.5/16 seconds.
- Mana Cost: 90/95/100/105/110 Mana.
Here are the three Ability combinations for Subject: Serenity.
W + Q – Fleeting Current:
Hwei paints a current of water in a line for 6 seconds. This applies extra Movement Speed to himself and his allies.
- Bonus Movement Speed: 20/22.5/25/27.5/30% (+ 0.02% AP).
- Duration: 4/4.5/5/5.5/6 seconds.
- Cast Time: 0.25 seconds.
W + W – Pool of Reflection:
Hwei paints a pool that protects allies in the area for 3 seconds. Allied champions gain an immediate shield while staying inside the area, which also grants a higher shield value up to the maximum amount.
- Initial Shield Strength: 40/50/60/70/80 (+ 12.5% AP).
- Total Maximum Shield: 80/100/120/140/160 (+ 60% AP).
- Cast Time: 0.3 seconds.
- Shield Strength is reduced by half for Allies.
W + E – Stirring Lights:
Hwei creates orbs around him that buff his next basic Attack and Ability to hit within 9 seconds. This does extra Damage and restores some Mana.
- Additional Damage: 25/35/45/55/65 (+20% AP).
- Total Mana Restoration: 135/150/165/180/195 Mana.
- AoE Spells deal 50% bonus Damage to Minions and Monsters.
- Only basic attacks can apply or detonate Signature of the Visionary from Stirring Lights.
W + R – Wash Brush:

E – Subject: Torment
Anger and Calmness have been covered, and now we move on to Hwei’s Despair. Subject: Torment causes Damage and Status Effects as he fears, roots, and slows enemies. Here are the basic Cooldown and Mana Cost of the three Abilities in the Subject.
- Cooldown: 17/16/15/14/13 seconds.
- Mana Cost: 50/55/60/65/70.
E + Q – Grim Visage:
Hwei paints a projectile and launches it towards a direction. The first enemy (Champions) that gets hit suffers Magic Damage and causes the target to flee for 1 second.
- Damage: 60/90/120/150/180 (+ 70% AP).
- Cast Time: 0.25 seconds.
E + W – Gaze of the Abyss:
In this one, Hwei paints an Abyssal Eye at a location. This grants vision and locks onto the nearest visible enemy Champion. After a short delay, the eye fires at the locked-on champion and roots the first Enemy in its path for a duration. Also deals some Magic Damage.
- Damage: 60/90/120/150/180 (+ 70% AP).
- Root Duration: 1.25/1.5/1.75/2/2.25 seconds.
- Cast Time: 0.25 seconds.
- Effect Radius: 350
- The delay and lingering duration depend on the travel time of the Eye.
E + E – Crushing Maw:
Hwei paints a jaw that crushes enemies and deals Magic Damage. Also, the enemies are pulled towards the center and slowed for an amount that decays fast.
- Damage: 60/90/120/150/180 (+ 70% AP).
- Slow: 40/47.5/55/62.5/70%.
- Cast Time: 0.35 seconds.
E + R – Wash Brush:
Look at the Wash Brush above.
R – Spiraling Despair:
Hwei channels his inner despair and flings it toward a target as a vision. This despair sticks to a target for 3 seconds and then starts expanding, dealing Magic Damage per second and stacking Despair on all enemies in the area.
The Despair stacks every on.25 seconds and slows enemies by 10% for every stack of despair. One the 3 seconds are up, the vision explodes and deals a huge amount of damage to all enemies inside the zone.
- Damage: 200/300/400 (+80% AP).
- Damage Per Second: 10/20/30 (+10% AP).
- Cooldown: 140/115/80 seconds.
- Cast Time: 0.25 seconds.
- Projectile Width: 80.
Champion Buffs
Riot is going ham on this update, as Patch 13.24 will have 11 buffs. Yes, you heard me, it is 11 buffs. It seems like Riot is pulling out all the stops to get changes for the preseason and moving forward next year. Here are all the planned buffs.
Azir
After the Azir changes in Patch 13.23, it went a bit too far. Now, Riot is scaling back some of that Sand Soldier Damage.
- W – Arise!:
- Magic Damage: 0 – 77 (based on level) (+ 50/65/80/95/110) (+ 55% AP) >>> 0 – 77 (based on level) (+ 50/67/84/99/118) (+ 55% AP).
Braum
Riot is giving Braum some Mana Regeneration and knock up duration adjustments.
- Base Stats:
- Mana Regeneration: 6 Mana per 5 seconds >>> 7 Mana per 5 seconds.
- R – Glacial Fissure:
- Minimum/Secondary Knockup Duration: 0.3 seconds >>> 0.6 seconds.
Galio
Cooldown for Galio’s Q is reduced for better spammability later in the game.
- Q – Winds of War:
- Cooldown: 12/11.5/11/10.5/10 seconds >>> 12/11/10/9/8 seconds.
Gragas
After a long time, Gragas makes an appearance in a Patch. Riot is buffing his Passive a little with a scaling cooldown that decreases based on level.
- Passive – Happy Hour:
- Cooldown: 12 seconds >>> 12/10/8/6 seconds.
K’Sante
According to Riot, they went a bit too far with the K’Sante nerfs. Thus, Riot is putting a bit back while keeping the direction for the champion the same.
- W – Path Maker:
- Mana Cost: 60/65/70/75/80 >>> 40/45/50/55/60.
- Damage: 20/40/60/80/100 (+ 50% AD) (+ 30% bonus Armor) (+ 30% bonus Magic Resistance) (+ 6/7/8/9/10% of target’s Maximum Health) >>> 20/40/60/80/100 (+ 50% AD) (+ 50% bonus Armor) (+ 50% bonus Magic Resistance) (+ 6/7/8/9/10% of target’s Maximum Health).
Leona
Resistances on Leona’s W are increasing while her Solar Flare damage is increasing. Pretty nice.
- W – Eclipse:
- Bonus Armor: 20/25/30/35/40 (+ 20% bonus Armor) >>> 20/27.5/35/42.5/50 (+ 20% bonus Armor).

- R – Solar Flare:

Lucian
Relentless Pursuit is getting a cooldown reduction to give Lucian more safety or aggression, whichever floats your boat.
- E – Relentless Pursuit:
- Cooldown: 22/20/18/16/14 seconds>>> 19/17.75/16.5/15.25/14 seconds.
Mordekaiser
Riot is buffing Mordekaiser by giving his Q more of an oomph, while his Ultimate is harder to dodge out of.
- Q – Obliterate:
- Damage: 5 − 139 (based on level) (+75/95/115/135/155) (+ 60% AP) >>> 5 − 139 (based on level) (+75/95/115/135/155) (+ 70% AP).
- R – Realm of Death:
- Casting R reveals his target at the start of the cast.
Qiyana
Riot is giving Qiyana more starting and scaling Mana.
- Base Stats:
- Mana: 320 + (50 per level) >>> 375 + (60 per level).
Talon
Riot is adding a little fix to make Talon’s Q always reset auto attacks.
- Q – Noxian Diplomacy:
- Ranged Q reset Auto Attacks.
Zeri
Base Attack Damage scaling is being increased while her W damage is also being improved.
- Base Stats:
- AD Growth: 1.3 AD per level >>> 2 AD per level.
- W – Ultrashock Laser:

Champion Nerfs
There will be two nerfs as Briar is a constant feature in the patches. Ivern is the 2nd nerf of this patch.

Riot is giving Briar more nerfs. She can’t seem to catch a break. There is a lot coming, so here it is.

His Health is reducing while the slow on his E is getting reduced.

Champion Adjustments
Vel’Koz
Riot is giving a bunch of bug fixes to W and E, with some more E changes coming in the future. The exact bug fixes are unknown.
Skins
The Winterblessed Skins are coming this year, as Camille is getting a Prestige skin while Senna gets another Legendary cosmetic. Also, Crystalis Motus Ashe is coming in Patch 13.24. Here are all the skins.
