Patch 13.21 is set to come soon as it will contain some changes after the huge update last time around.
Riot shook up League of Legends by releasing Patch 13.20, as it contained a ton of big changes. There were the usual buffs and nerfs while Riot started making the huge changes for League of Legends going forward.
The big change in terms of champions was the K’Sante rework. That changed how you play with the bruiser top lane. Next, Riot moved to a ton of changes in terms of systems. Jungle got changed once again with XP, Pets, etc, and was nerfed and adjusted.
Riot also adjusted Runes, Starting and Support Items, and a lot more. Part of this was to reduce snowballing, Jungler impact, and a lot more. In terms of these changes sticking, we will have to see how that goes, given we are getting the impending Item system rework.
According to Riot, the update landed well as games have gotten slower, better fighting pace, and reduced snowball. Jungle changes have done well thus far. However, there are some balance issues. Riot has said they will keep monitoring the role and see how they can make more changes if certain things are off.
That said, Riot is looking towards Patch 13.21, as there are definitely some follow-up changes. Thus, Riot has come out with their Patch Preview; this is all we are getting in this patch.

League of Legends Patch 13.21 is expected to be released on Wednesday, October 25, 2023.

Here are all the changes we know of thus far.
Champion Buffs
Eight Buffs are coming in Patch 13.21, with K’Sante making another appearance in an update. Also, the Kha’Zix buffs were pulled from the patch. Here they all are.
Bel’Veth
Based on this addition, we can safely say that this is some sort of revert or compensation buffs for over nerfing Bel’Veth in Patch 13.21. So Riot is now reducing her E – Royal Maelstrom cooldown for some minor buffs.
- E – Royal Maelstrom:
- Cooldown: 24/22.5/21/19.5/18 seconds >>> 20/19/18/17/16 seconds.
Hecarim
Many of the jungle changes have impacted Hecarim, particularly the Blue pet changes. So, there are some compensation changes with some more AD scaling and W – Spirit of Dread duration.
- Base Stats:
- AD Growth: 3.2 per level >>> 3.7 per level.
- W – Spirit of Dread:
- Duration: 4 seconds >>> 5 seconds
K’Sante
The K’Sante changes have improved the dynamic in terms of being a better champion overall for all players but worse at the Pro Level. For this change, a bunch of bug fixes are coming, as well as a few buffs. Here they are.

- Basic Timer Reset: 0.1 seconds >>> Instant.
- W – Path Maker:
- Maximum Channeling Time: 1 seconds >>> 1.5 seconds.
- E – Footwork:
- ALL OUT Bonus:
- Basic Timer Reset: 0.1 seconds >>> Instant.
LeBlanc
Riot killed LeBlanc Statikk Shiv build, but it left her in too weak of a spot. So, Riot will be buffing her in ways that we don’t come to the Statikk Shiv issue once more.
- W – Distortion:
- Damage: 75/115/155/195/235 (+ 65% AP) >>> 75/115/155/195/235 (+ 75% AP).
- E – Ethereal Chains:
- Second Activation Damage: 80/120/160/200/240 (+ 70% AP) >>> 80/120/160/200/240 (+ 80% AP).
Master Yi
His E is getting a lower cooldown to enable dealing more damage overall.
- E – Wuju Style:
- Cooldown: 18 seconds >>> 14 seconds.
Morgana (Jungle)
Well, Morgana Jungle is going to get more buffs. It will just be more buffs to her W for taking care of those pesky monsters.
- W – Tormented Shadow:
- Damage: 12 – 52 >>> 12 – 56.
- Monster Damage Modifier: 165% >>> 170%.
Tahm Kench
Riot is buffing Tahm Kench for the top lane. More percentage damage is coming from his passive while diving in is more enticing.
- Passive – An Acquired Taste:
- Bonus Magic Damage: 8 – 60 (Level 1-18) >>> 6 – 48 (Level 1-11)
- Health Ratio: 3% bonus Health >>> 5% bonus Health.
- W – Abyssal Dive:
- Cooldown refund: 40% flat >>> 40/42.5/45/47.5/50%.
Varus
His On-Hit damage is increasing while the Hail of Arrows provides more utility.
- W – Blighted Quiver:
- On-Hit Magic Damage: 7/12/17/22/27 (+ 35% AP) >>> 7/13/19/25/31 (+ 35% AP).
- E – Hail of Arrows:
- Slow: 25/30/35/40/45% >>> 30/35/40/45/50%.
Champion Nerfs
Six nerfs are coming, as many of these champions have either been over tuned or have been solo queue nightmares. Jinx returns again with nerfs, this time after that change, which turned her into a speedster.
Aurelion Sol
With the game getting slower with better pacing, Aurelion Sol has become stronger without any changes done to him specifically. So, Riot is reducing some of his power by removing some scaling numbers and making it more linear.
- Q – Breath of Light:
- Damage Per Second: 15 – 55 (based on rank) + 30 – 80 (based on level) (+ 60% AP) >>> 45 – 105 (based on rank) (+ 55% AP).
- Burst Damage: 40 – 80 (based on rank) + 20 – 30 (based on level) >>> 60 – 100 (based on rank).
Briar
Briar has been the perfect example of the more you master her, the better you get. So, it has taken a while for players to get to this point. Now, Riot is going to tamper down on that since more players are hitting that curve.
- Base Stats:
- Attack Speed Growth: 2.3% >>> 2%.
- Passive – Crimson Curse:
- Remaning Bleed Heal After Target Dies: 100% >>> 125%.
- W – Snack Attack:
- Damage: 5/20/35/50/65 (+ 5% AD) [+ 10% (+ 4% per 100 bonus AD)] of the target’s missing health >>> 5/20/35/50/65 (+ 5% AD) [+ 10% (+ 3.5% per 100 bonus AD)] of the target’s missing health
Caitlyn
Lethality Caitlyn has been too strong and too popular. So Riot is fine with her having the build, but it is being used way too much. Hence, some nerfs are coming to reduce that popularity at the highest level.
- Passive – Headshot:
- Critical Scaling: 81.25% >>> 85%.
- R – Ace In The Hole:
- Cooldown: 90/75/60 seconds >>> 90 seconds.
- Damage: 300/525/750 (+ 200% bonus AD) >>> 300/500/700 (+ 170 bonus AD).
- Critical Chance Bonus: +35% at 100% >>> +50% at 100%.
Dr. Mundo
Any patch that affects the game length and such buffs up Dr. Mundo, so there are some nerfs coming for him.
- E – Blunt Force Trauma:
- Bonus Attack Damage: 2/2.5/3/3.5/4% Maximum Health >>> 2/2.25/2.5/2.75/3% Maximum Health.
Jinx
After the buffs in Patch 13.20, Jinx feels like he is on steroids. So, Riot is putting some stack nerfs in there so that she does not become a non-stop machine gun.
- Passive – Get Excited:
- Maximum Stacks: Unlimited >>> 5.
- Attack Speed only Stacks on Champion Takedown (Kill/Assist).
- The first Stack can be gained from Epic Monster or Structures.
Rammus
He has been a solo queue menace for a long time now. So, Riot has decided to give him some much-needed nerfs.
- Q – Powerball:
- Damage: 100/125/150/175/200 (+ 100% AP) >>> 80/110/140/170/200 (+ 100% AP).
- W – Defensive Ball Curl:
- Bonus Armor: 35 (+ 40/50/60/70/80% Total Armor) >>> 30 (+ 40/50/60/70/80% Total Armor)
- Bonus Magic Resistance: 35 (+ 40/50/60/70/80% Total MR) >>> 30 (+ 40/50/60/70/80% Total MR)
Champion Adjustments
Three adjustments are coming, with Seraphine getting the big one. Riot Phreak also chimed in on the changes for all three champions.
Riot is trying to balance Seraphine for both Bot Lane and Support while potentially nerfing Mid Seraphine to the ground. Brand and Zyra are just getting some power shift changes, with the Brand ones being particularly low-risk and low-scope. Here is all we know so far.
Brand
Jungle Brand is getting some adjustments as they are increasing his overall defensive stats to jungle better. Meanwhile, they are reducing some stats to make sure Brand does not get too strong in other roles.
- Base Stats:
- Health: 590 >>> 570.
- Armor: 22 >>> 27.
- Attack Speed: 0.625 >>> 0.681.
- Health Growth: 102 per level >>> 105 per level.
- Armor Growth: 4.7 per level >>> 4.2 per level.
- Attack Speed Growth: 1.36% per level >>> 2% per level.
- Passive – Blaze:
- Monster Modifier: 120% >>> 250%.
- E – Conflagration:
- Damage: 70/95/120/145/170 (+ 55% AP) >>> 65/90/115/140/165 (+ 55% AP).
Seraphine
Huge Seraphine changes are coming as she is getting a bunch of adjustments. Here they all are.
- Base Stats:
- Base Mana: 440 >>> 360.
- Mana Growth: 40 per level >>> 50 per level.
- Base Mana Regeneration: 8 >>> 11.5.
- Mana Regeneration Growth: 1 per level >>> 0.4 per level.
- Health Growth: 104 per level >>> 90 per level.
- Base Armor: 19 >>> 26.
- Q – High Note:
- Damage: 55/70/85/100/115 (+ 45/50/55/60/65% AP) >>> 55/80/105/130/155 (+ 50% AP).
- Cooldown: 10/8.75/7.5/6.25/5 seconds >>> 9/8/7/6/5 seconds.
- W – Surround Sound:
- Cooldown: 28/26/24/22/20 seconds >>> 28/25/22/19/16 seconds.
- Mana Cost: 50/60/70/80/90 >>> 80/85/90/95/100.
- Shield Strength: 50/70/90/110/130 (+ 25% AP) >>> 50/75/100/125/150 (+ 25% AP).
- Heal Per Ally: 5/5.5/6/6.5/7% (+0.4% per 100 AP) of target’s Missing Health >>> 3/3.5/4/4.5/5% of target’s Missing Health.
- E – Beat Drop:
- Damage: 60/80/100/120/140 (+ 35% AP) >>> 60/95/130/165/200 (+ 35% AP).
- Mana Cost: 60/70/80/90/100 >>> 60/65/70/75/80.
Zyra
Riot is trying to push Zyra jungle a bit as she is getting some damage adjustments to promote that playstyle.
- Base Stats:
- Attack Speed: 0.625 >>> 0.681.
- Passive – Garden of Thorns:
- Damage: 20 – 100 (based on level) (+ 15% AP) >>> 20 – 88 (based on level) (+ 18% AP).
- Q – Deadly Spines:
- Damage: 60/95/130/165/200 (+ 60% AP) >>> 60/100/140/180/220 (+ 65% AP).
- E – Grasping Roots:
- Damage: 60/105/150/195/240 (+ 50% AP) >>> 60/95/130/165/200 (+ 60% AP).
System Nerfs
No System buffs this time but nerfs are coming. Riot has targeted two runes, First Strike and Phase Rush, as they will receive some nerfs. Here are the changes.
First Strike
With games being slightly longer, First Strike is providing too much value. So Riot is putting in more nerfs because of that.
- Bonus True Damage: 8% >>> 7%.
Phase Rush
With the Rune changes in Patch 13.20, Phase Rush has gotten stronger so Riot will be reducing some of that strength.
- Melee Bonus Movement Speed: 30 – 60% (based on level) >>> 25 – 50% (based on level).
System Adjustments
The only thing set to get adjustments is Hullbreaker. Here is what we know.
Hullbreaker
According to Riot, Hullbreaker provides “too sharp of an output,” and Riot will be looking to balance that out. The item will remain similarly strong, but this is all about reducing the steepness of the curve.
- Melee Bonus Armor: 10 – 75 (based on level) >>> 10 – 60 (based on level).
- Ranged Bonus Armor: 5 – 37 (based on level) >>> 5 – 30 (based on level).
- Melee Bonus Magic Resistance: 10 – 75 (based on level) >>> 10 – 60 (based on level).

Skins
This time around, the new Cafe Cuties skins are coming out, featuring Rumble, Poppy, Lulu, and Jinx. Also, Coven Syndra was delayed, and an updated version of it is coming out in this patch, too.
