Riot will be nerfing most of the meta Junglers in Patch 13.4.

The League of Legends Patch 13.4 preview is finally out. And from the looks of it, the patch is shaping up to be one of the biggest Patch of the Season.

After the Social Engineering Attack of January, it seems Riot is finally on track. So with the start of patch 13.4, Riot will now be deploying patches on a regular basis. To make up for the lost time patch, 13.4 will be a pretty big patch.

According to Riot Phroxzon, Patch 13.4 will have “Lots of changes for champions.” Among the changes, the most important one will be the changes to early game snowballing. The meta has been very snowball centric ever since the season started. Even though it is better than tank meta, the snowball meta isn’t very fun and gets stale after some time. So they are taking a look at snowballing as a whole. Other than that, they are also adjusting the power of ranged supports vs. melee support and Jungle pathing.

Additionally, this patch will get the new Astronaut skins for FizzIvernKennenSinged, and Xerath.

Riot Phroxzon, the Lead Designer at the Summoner’s Rift team, recently revealed the upcoming changes for Patch 13.4 on his Twitter page.

Patch 13.4 Nerfs

Here are all the nerfs coming to Patch 13.4,

Champion Nerfs

Azir

  • Base Stats:
    • Mana: 480-937 >>> 330 – 992.
  • W – Arise!:
    • Recharge Cooldown: 9-6 seconds >>> 10-6 seconds.
  • E – Shifting Sands:
    • Damage: 60-180 + 40% AP >>> 60-220 + 55% AP.
  • R – Emperor’s Divide:
    • Damage: 175-475 + 60% >>> 200-600 + 75%

Although Azir isn’t very strong in Solo-Queue, he is a Pick/Ban champion in Professional Play, especially in the easter regions. So, Riot is looking to tone down his power a little.

Amumu

  • Base Stats:
    • Health Growth: 100 >>> 94.
    • Armor Growth: 4.2 >>> 4.0.
  • W – Despair:
    • Damage: 6-14 + 1-2% Maximum Health >>> 6-14 + 1-1.6% Maximum Health.

The Amumu nerfs on Patch 13.3 wasn’t enough, as he remains one of the top Junglers/Supports in Solo-Queue. So he is being nerfed on Patch 13.4 too.

Anivia

  • Base Stats:
    • Health Growth: 96 >>> 92.
    • Armor Growth: 5.2 >>> 4.9.

Anivia has always been a strong champion, but the Rod of Ages and Seraph’s Embrace changes of Patch 13.1 have pushed her over the edge. She currently remains one of the best Mid laners in Solo-Queue with over 53% win rate and a 7.4% ban rate.

Elise

  • Q – Neurotoxin:
    • Spider Form Base Damage: 70/105/140/175/210 >>> 60/90/120/150/180.
  • R – Spider Form/Human Form:
    • Spiderling Base Damage: 10/15/20/25 >>> 8/14/20/26.

One of the biggest beneficiaries of the snowball meta is Elise. She is very strong in the early game and has a great turret dive setup, allowing her to take early leads and snowball out of control. But with Riot cracking down on snowballing, Elise will also be taking a hit.

Jax

  • Base Stats:
    • Health: 685 >>> 665.
    • Health Growth Per Level: 99 >>> 100.
  • E – Counter-Strike:
    • AP Ratio: 100% >>> 70%.
    • Dodging Attacks During Counter Strike increases all damage instead of base damage.
  • R – Grandmaster-At-Arms:
    • On-hit Damage: 80-160 >>> 60-160.
  • Bonus Armor: 25-65 >>> 15-65.
  • Bonus Magic Resist: 15-39 >>> 9-39.

The Jax mini-rework bought a ton of damage to his kit. Since then, Jax has been pretty strong in both Solo-Queue and Professional Play. Riot is therefore taking some of the damage away from him.

Samira

  • Passive – Daredevil Impulse:
  • Bonus Movement Speed per Stack: 3.5% >>> 1-4% (1/6/11/16).
  • R – Inferno Trigger:
    • Lifesteal Effectiveness: 66.6% >>> 50%.

The Patch 13.1B crit item changes were a big buff to Samira. She can now buy Infinity Edge as a second item, allowing her to snowball effectively. So, Riot is toning down her power without making her unplayable.

Udyr

  • Base Stats:
    • Health Growth: 98 >>> 92.
    • Base Armor: 34>>> 31.
  • Q – Wilding Claw:
    • On-Hit Ratio: 30% bonus AD >>> 25% bonus AD.
  • R – Wingborne Storm:
    • Slow: 25/28/31/34/37/40% >>> 20/23/26/29/31/35%.

Even after the nerfs on Patch 13.1B, Udyr remains one of the top Junglers in Solo-Queue and competitive. So in Patch 13.4, Riot is cracking down on Udyr.

Jarvan IV

  • W – Golden Aegis:
    • Cooldown: 8 seconds >>> 9 seconds.
    • AD Ratio: 80% >>> 70%.

The Jarvan IV buffs on Patch 13.3 may have been a tad too much. So Riot, this patch is toning him down a little.

Maokai

  • Q – Bramble Smash:
    • Damage: 70-270 + 2-3% Maximum Health >>> 70-270 + 2-4% Maximum Health.
  • E – Sapling Toss:
    • Cooldown: 10 seconds >>> 14 seconds.
    • Damage: 55-155 >>> 50-150.
    • AP Ratio: 35% + 4% slow per 100 AP >>> 25% + 1% slow per 100 AP.
    • HP Ratio: 0.9% slow per 100 Health >>> 1% slow per 100 Health.

Maokai is currently the best Jungler and has been for the last couple of patches. He is tanky, has great zone control, does a considerable amount of damage, and is very frustrating to play against. He also has a 53% win rate, a 10% pick rate, and an absurd ban rate of 46%. So, it’s no wonder Riot is nerfing Maokai.

System Nerfs

Spellthief’s Edge

  • Charge Timer Cooldown: 10 seconds to 12 seconds.
  • Base Mana Regeneration: 50% >>> 25%.
  • Frostfang (Upgraded from Spell thief’s Edge):
  • Charge Timer Cooldown: 10 seconds to 12 seconds.
  • Base Mana Regeneration: 75% >>> 50%.
  • Shard of True Ice (Upgraded from Frostfang):
  • Charge Timer Cooldown: 10 seconds to 12 seconds.
  • Base Mana Regeneration: 115% >>> 100%.

Poke supports like Ashe, Heimerdinger, and Lux have been quite strong for the last few patches. Riot is toning them down by targeting the support item mana regeneration.

Spectral Sickle

Charge Timer Cooldown: 10 seconds to 12 seconds.

Spectral Sickle also be taking a hit along with Spellthief’s Edge.

Kill Experience

  • Level 3 Experience: 186 >>> 144.
  • Level 4 Experience: 258 >>> 174.
  • Level 5 Experience: 330 >>> 204.
  • Level 6 Experience: 402 >>> 234.
  • Level 7 Experience: 434 >>> 308.
  • Level 8 Experience: 500 >>> 486.

Level 9-18 EXP unchanged.

Although lowering Kill Experience will affect Laners to a certain degree, the nerf is mainly aimed at Junglers. The loss of Experience will hamper early-game Jungler’s ability to snowball effectively and should encourage farming.

Kill Comeback Experience

  • 16% per level difference between you and the champion killed >>> 20% per level difference beyond the first level between you and the champion killed.
  • Increase Kill Experience by 16/32/48/64%/… (1/2/3/4/… levels behind) >>> Increase Kill Experience by 0/20/40/60%/… (level 1/2/3/4/… levels behind).

As a part of the crackdown on early game Jungle power, Riot is nerfing Kill Comeback Experience.

Treasure Hunter

  • Base Gold: 70 gold >>> 50 gold.
  • Total Gold: 550 gold >>> 450 gold.

Treasure Hunter is probably the best rune in the Domination tree. It helps champions get to their item breakpoint and effectively snowball faster. And with Riot actively trying to tone down snowballing, it’s no surprise this rune is getting hit.

Demonic Embrace

  • Now has a damage cap of 40 damage per tick against monsters.

Demonic Embrace has been the go-to first item for AP Junglers. The item provides a ton of Health and boosts their clear speed quite a bit. So, Riot is toning the item down by capping its passive – Azakana Gaze damage against Jungle monsters.

Release Date

The aforementioned nerfs will be included in Patch 13.4, which will be released on Thursday, Feb 23, 2023.
