League of Legends Preseason Patch 10.24 Changes: Eclipse Nerf, Samira Nerf, Kraken Slayer Buff, and More

The second patch of the 2021 preseason, patch 10.24, is going to focus mainly on the items while Kayle, Samira, and Hecarim are set to receive nerfs as well.

League of Legends’ preseason patch introduced new item classes, item overhaul, updated shop, and some meta defining changes. With all these new changes getting pushed into one patch, it was pretty much confirmed that players would have to encounter a lot of “broken” and “overpowered” things.

Even Riot Games acknowledged that saying “The first patch of preseason is definitely a stabilization period. We know there will be OP champs, OP items, bugs that slipped through, and a few rough edges.”

And League players are indeed encountering “broken” things in the preseason. Patch 10.23 is currently dominated by the Tanks and Assassins while Mages and Enchanters are struggling the most.

Riot however has pushed two hotfixes already. In the first hotfix, they nerfed Viktor, Eclipse, Liandry’s Anguish, Lichbane, and few other things. Plus in the second hotfix, they nerfed all the broken tank items.

Now, League of Legends’ lead gameplay designer Mark “Scruffy” Yetter has previewed the second preseason patch 10.24 to balance the new items even further.

According to Riot Scruffy, the main goals of this patch 10.24 is to focus “mainly on items still, bringing classes and outlier items closer.” They are also reducing burst from item procs and actives on the AP lines.

The second patch of the 2021 preseason, patch 10.24 is scheduled to go live on Tuesday, Nov 24, 2020.

Ludens Tempest

  • Damage: 100 (+15% AP) >>> 100 (+10% AP)
  • Movement Speed: 30% >>> 15%

Liandries Anguish

  • DoT damage: 15 (+2.5% AP) (+1% target HP) >>> 15 (+1.5 AP) (+1% target HP)

Night Harvester

  • Damage Proc base: 175-250 >>> 125-200

Riftmaker

  • Damage Amp: 3% per sercond (max 15) >>> 2% per second (max 10)

Hextech Rocketbelt

  • Base Rocket Damage: 200-300 >>> 175-250
  • Movement Speed boost: 75% >>> 50%

Lich Bane

  • Spellblade AP Ratio: 50 >>> 40%

Demonic Embrace

  • DoT damage: 1.5% >>> 1.25% max HP per second

Nashors Tooth

  • On Hit Ratio: 25% >>> 20% AP

Eclipse

  • Cooldown: 6s >>> 8s

Blade of the Ruined King

  • Cost: 3100 >>> 3200g
  • Attack speed: 30% >>> 25%
