Patch 13.17 will be coming at the end of August of 2023 as we are getting more changes.
League of Legends is back to its bi-weekly patch schedule, as we got Patch 13.16 a few days back. The patch is extremely buff heavy as Riot made upgrades to ten different champions. A lot of the buffs were AP Ratio buffs to many different champions, including Supports.
Meanwhile, nerfs were done to Naafiri, Rek’Sai, Tristana, etc. They were doing a lot in their respective roles, especially in Solo Queue. Duskblade of Draktharr got a massive nerf, while other lethality items got a small buff.
With that said, a lot of the info for Patch 13.17 is flooding in early, as we now know that Patch 13.19 will be the Worlds patch. So let’s talk about all the changes that we know will be coming to Patch 13.17.

Release Date
League of Legends Patch 13.17 is expected to be released on Wednesday, August 30, 2023.

LoL Patch 13.17
The Patch Preview has finally been revealed, as the buff, nerf, and adjustment list looks pretty stacked. Riot Phroxzon talked about many of the change philosophies here, with not buffing weak junglers and nerfing stronger ones.
Also, there will be some adjustments to shift to more durable builds for certain champions. Here is what we know so far.
Champion Buffs
There are many buffs coming to Riot, and it was not specified in full. One category of buffs is Durability updates for the Immortal Shieldbow Mythic Item users. The rest are all buffs to bring those champions to some prominence.
Here is the list of champions getting buffs.
Elise
Some interesting changes are coming to Elise, as her AAs in her Spider form are getting some buffs. Also, she will have a longer CC timer with her Cocoon.

- Basic Attacks: 10/20/30/40 (+20% AP) >>> 12/22/32/42 (+20% AP).
- Healing for Basic Attacks: 4/6/8/10 (+8 AP) >>> 6/8/10/12 (+8 AP).

- E – Cocoon:
- Stun Duration: 1.6/1.7/1.8/1.9/2 seconds >>> 1.6/1.8/2/2.2/2.4 seconds.
Gnar
Mega Gnar is getting a few buffs to his base damage for Q – Boulder Toss and W – Wallop.
- Q – Boulder Toss:
- Damage: 25/70/115/160/205 (+140% AD) >>> 45/90/135/180/225 (+140% AD).
- W – Wallop:
- Damage: 25/55/85/115/145 (+100% AD) >>> 35/65/95/125/155 (+100% AD).
Lux
Riot has decided to buff Lux for mid lane as they are buffing her Passive damage and Q – Light Binding cooldown. However, to trade it off, Lux’s Mana Regeneration and E – Lucent Singularity damage are taking a slight hit.
- Base Stats:
- Mana Regeneration: 8 Mana per Seconds >>> 7 Mana per Seconds.
- Passive – Illumination:
- Damage: 20 – 190 (+20% AP) >>> 30 – 200 (+25% AP).
- Q – Light Binding:
- Cooldown: 11 seconds (at all ranks) >>> 11/10.5/10/9.5/9 seconds.
- E – Lucent Singularity:
- Damage: 70/120/170/220/270 (+80% AP) >>> 65/115/165/215/265 (+80% AP).
Orianna
Some better HP scaling and W – Command: Dissonance damage for Orianna is coming soon.
- Base Stats:
- Health Growth: 105 Health per Level >>> 110 Health per Level.
- W – Command: Dissonance:
- Damage: 60/105/150/195/240 (+70% AP) >>> 70/120/170/220/270 (+70% AP).
Samira
Just more starting HP for Samira to give her a little bit more survivability.
- Base Stats:
- Health: 600 >>> 630.
Twisted Fate
The only buff coming to Twisted Fate is a buff to the AP Ratio for his Q – Wild Cards.
- Q – Wild Cards:
- Damage: 60/100/140/180/220 (+80% AP) >>> 60/100/140/180/220 (+90% AP).
Tryndamere
A surprising change is coming for Tryndamere as he is getting an Attack Range increase. It is an interesting one and something we will have to monitor going forward.
- Base Stats:
- Attack Range: 125 >>> 175.
Vex
Quite a few changes are coming to Vex, including a QoL update, which is pretty nice. Overall, some interesting changes but nothing too groundbreaking.
- Q – Mistral Bolt:
- Damage: 60/105/150/195/240 (+70% AP) >>> 70/115/160/205/250 (+70% AP).
- W – Personal Space:
- Cooldown: 20/18/16/14/12 seconds >>> 16/15/14/13/12 seconds.
- R – Shadow Surge:
- [QoL Change] Pinging R now mentions the enemies that are in range of the ability.
Zoe
Typically we get the damage changes but Zoe is getting some different ones. Her Health Regeneration is getting a buff while her Sleepy Trouble Bubble is getting a big utility/damage buff.
- Base Stats:
- Health Regeneration: 6.5 Health per Second >>> 7.5 Health per Second.
- E – Sleepy Trouble Bubble:
- Sleep Duration: 2.25 seconds >>> 2.5 seconds.
- Magic Resistance Reduction: 20/22.5/25/27.5/30% >>> 30%.
Champion Nerfs
There are quite a few interesting nerfs coming, mostly to jungle champions. Some changes were removed, like the Evelynn changes. Here are the nerfs in Patch 13.17.
Kayn
Blue Kayn has been really strong in Solo Queue. Now, they are doing a big nerf on the AD Ratio of his W – Blade’s Reach.
- W – Blade’s Reach:
- Physical Damage AD Ratio: 130% bonus AD >>> 110% bonus AD.
Kha’Zix
This champion has been feasting in Solo Queue, as once Kha’Zix gets a lead, he snowballs hard. This time around, the AD Ratio is reducing in his Q
- Q – Taste Their Fear:
- Physical Damage AD Ratio: 115% bonus AD >>> 110% bonus AD.
Kindred
Some much-needed nerfs are coming to Kindred. She is quite strong in Solo Queue and it’s nice to see her nerfs. The nerfs are targeting her E in order to not pick off targets easily. This should stop Kindred from running away with the game after getting a lead.
- E – Mounting Dread:
- Slow: 50% (+ 5% per 100 AP) >>> 30% (+ 5% per 100 AP).
- Health Ratio on Additional Damage: 8% (+ 0.5% per Mark) of target’s missing Health) >>> 5% (+ 0.5% per Mark) of target’s missing Health).
Naafiri
It looks like Naafiri is getting some massive changes now. As new champions go, Riot is putting her in the patches and trying to get a sweet spot for Naafiri to land on.
- Base Stats:
- Health: 650 >>> 635.
- Passive – We Are More:
- Cooldown: 25 – 10 seconds (based on level) >>> 30 – 15 seconds (based on level).
- Packmates:
- [New] Packmates take 100% bonus Damage from champion melee attacks.
- Q – Darkin Daggers:
- Seconds Activation Heal: 45/65/85/105/125 (+40% bonus AD) >>> 45/60/75/90/105 (+40% bonus AD).
- Second Activation minimum Damage: 35/50/65/80/95 (+70% bonus AD) >>> 30/45/60/75/90 (+40% bonus AD).
- Second Activation maximum Damage: 70/100/130/160/190 (+140% bonus AD) >>> 60/90/120/150/180 (+140% bonus AD).
- E – Eviscerate:
- First Hit AD Ratio: 60% bonus AD >>> 50% bonus AD.
- Second Hit AD Ratio: 90% bonus AD >>> 80% bonus AD.
Xerath
Support Xerath is taking a big hit as Riot is trying to move Xerath to the mid lane.
- Base Stats:
- Mana Regeneration: 8 Mana per Second >>> 6.85 Mana per Second.
- Passive – Mana Surge:
- Unit Kill Cooldown Restore: 2 seconds >>> 2.5 seconds.
- W – Eye of Destruction:
- Mana Cost: 70/80/90/100/110 Mana >>> 80/90/100/110/120 Mana.
Champion Adjustments
There are quite a few adjustments here. Most of it is due to adjusting champions to be geared towards build adjustments to more bruiser builds instead of full damage. The only change not fitting this mold is the Blitzcrank adjustments to remove some jungle modifiers and more. Here are all the adjustments.
Aatrox
To stop Aatrox from abusing the Lethality builds, her Passive and W will now deal Magic Damage. This is an interesting pivot and one to watch in the following patch.

Akshan
This looks like a compensation for the old Immortal Shieldbow but Riot put a nerf in there to balance it out.
- Base Stats:
- Health Growth: 104 Health per Level >>> 107 Health per Level.
- Armor Growth: 4.2 Armor per Level >>> 4.7 Armor per Level.
- Attack Damage Growth: 3.5 AD per Level >>> 3 AD per Level.
Blitzcrank
There are a massive number of changes coming to Blitzcrank. Jungle is getting nerfed while many other changes are coming in. Here they are as follows.
- Base Stats:
- Health: 633 >>> 650.
- Magic Resist: 28 >>> 32.
- Attack Speed: 0.65 >>> 0.625.
- Attack Speed Ratio: 0.7 >>> 0.625.
- Passive – Mana Barrier:
- Shield Value: 15 – 45% maximum Mana (based on level) >>> 30% maximum Mana (at all levels).
- W – Overdrive:
- Mana Cost: 85 Mana >>> 75 Mana.
- Bonus Attack Speed: 30/43/56/69/82% >>> 30/40/50/60/70%.
- On-Hit Damage Removed
- E – Power Fist:
- Mana Cost: 40 Mana >>> 25 Mana.
- AD Ratio: 75% >>> 100%.
- Bonus Monster and Minion Damage: 250% AD (+ 150% AP) >>> 0.
- R – Static Field:
- Passive:
- Now deals additional 2% maximum Mana damage.
- Passive:
Hecarim
Some interesting changes are coming to Hecarim. A lot of Mana regeneration and Mana cost changes are coming. Also, the Omnivamp on his W – Spirit of Dread is getting reduced massively.
- Base Stats:
- Mana: 277 >>> 280.
- Mana Growth: 60 Mana Per Level >>> 40 Mana Per Level.
- Mana Regeneration: 6.6 Mana Per Second >>> 7 Mana Per Second.
- Mana Regeneration Growth: 0.6 Mana Regeneration Increase Per Level >>> 0.8 Mana Regeneration Increase Per Level.
- Q – Rampage:
- Mana Cost: 30 >>> 28/26/24/22/20.
- W – Spirit of Dread:
- Mana Cost: 50/60/70/80/90 >>> 50/55/60/65/70.
- Omnivamp: 25% (+2% per 100 Bonus AD) >>> 20% (no scaling).
Quinn
Quinn is being given more Health per Level while her damage is being reduced later on in the game for multiple abilites.
- Base Stats:
- Health Growth: 99 Health per Level >>> 107 Health per Level.
- Q – Blinding Assault:
- Damage: 20/45/70/95/120 >>> 20/40/60/80/100.
- E – Vault:
- Damage: 40/70/100/130/160 >>> 40/65/90/115/140.
Vi
A bunch of changes are coming to Vi as more HP, higher Passive cooldown refund, and others.
- Passive – Blast Shield:
- Shield Value: 10% Maximum Health >>> 12% Maximum Health.
- Cooldown Refund For W use: 3 seconds >>> 4 seconds.
- E – Relentless Force:
- Cooldown: 14/12.5/11/9.5/8 seconds >>> 12/11/10/9/8 seconds.
- R – Cease and Desist:
- Damage: 150/325/500 (+110% bonus AD) >>> 150/275/400 (+90% bonus AD).
Xin Zhao
The healing on Xin Zhao is getting a Maximum Health change to prevent lethality builds.
- Passive – Determination:
- Healing: 6 – 74 (+10% total AD)(+65% AP) >>> 3/3.5/4% Maximum Health (Levels 1/6/11).
System Buffs
Three Bruiser items are getting some pretty big buffs, along with some changes to Immortal Shieldbow. To note, none of the Bruiser items were listed in the preview, but they are still in the PBE patch.
Ceaseless Hunger
As the Goredrinker changes, the Ornn version is getting some Health and AD changes.
- Health: 450 >>> 600.
Dreamshatter
Similar to Ceaseless Hunger, Dreamshatter (Ornn version of Stridebreaker) is getting the exact same changes.
- Health: 450 >>> 600.
Goredrinker
A recipe change is coming along with a Health increase at the cost of some AD.
- New Build Path: Ironspike Whip + Phage + Kindlegem + 200 Gold.
- Health: 300 >>> 400.
Immortal Shieldbow
There is a buff coming to start from better early-game shield numbers. Here are the changes.
- Unique – Lifeline:
- Shield Value: 215 – 500 (level 11 – 18) >>> 290 – 500 (level 11 – 18).
Stridebreaker
Similar to Goredrinker, Stridebreaker is getting the same changes to Health and AD.
- Health: 300 >>> 375.
System Nerfs
There are going to be some nerfs, not ones that were reported early. Jungle changes have been reverted while more items and runes changes were added. There may also be more in tomorrow’s preview. Here they all are.
Bloodthirster
The benchmark for Bloodthirster is increasing so that ADCs don’t abuse the item.
- Unique – Engorge:
- Health Threshold: 50% >>> 70%.
Evenshroud
It seems Evenshroud is giving too much damage, so they are reducing it. Definitely because Yone players are building it now, even in pro play.
- Unique – Coruscation:
- Bonus Damage: 10% >>> 7%.
Future’s Market
Changes are coming to Future’s Market as it is being nerfed early, but it scales a lot better. Here are the changes.
- Base Debt: 145 Gold >>> 100 Gold.
- Debt per Minute Added: 5 >>> 8.
Statikk Shiv AP Ratio
So it seems the AP Ratio nerf is for teamfights and targeting champions.
- Unique – Electroshock:
- Damage: 100 – 180 (+30% AP) >>> 100 – 180 (+15% AP).
System Adjustments
A few System adjustments are coming as Duskblade is losing its invulnerability, Catchup XP changes, and more.
Catchup XP Rounding
Riot is rounding catchup XP to make it more approachable to all players.
- Jungle catchup XP level difference: Always rounds up >>> Rounds normally.
Dragon
The patience bar is being updated to be more consistent and in line with other jungle monsters.
- Now Displays A Patience Bar
- Updated to be more consistent with other jungle monsters.
Duskblade
The invulnerability is being removed as players rejoice this decision.
- No longer invulnerable to damage while untargetable.
Spear of Shojin
A bunch of changes are coming as the recipe is changing and other stats are being adapted.
- New Build: Caufield’s Warhammer + Pickaxe + Kindlegem + 525 Gold.
- Health: 350 >>> 500.
- Attack Damage: 65 >>> 60.
- Unique – Dragonforce:

Cosmic Skins are returning to League of Legends as we are getting new ones, including a special variant called Dark Cosmic Erasure Jhin. Here are all the skins coming in Patch 13.17.
