League of Legends Patch 13.11 Notes: New Changes, Release Date, and More

Patch 13.11 is coming soon, with the patch preview being released a little while back.

League of Legends has seen their biggest patch of Season 13 thus far a while back. Patch 13.10 has changed the game’s landscape, as players had to adjust how they approach League of Legends. Riot made a lot of changes to items and some to champions. The item changes were designed to bring some variety to the ADC role and some overall buffs and nerfs.

The highlights of Patch 13.10 are the swapping of Mythic Items such as Guinsoo’s Rageblade and Youmuu’s Ghostblade. Also, there was a rework of Duskblade of Draktharr and many other items. There were many system changes as well, such as minions getting faster to lane, unleashed teleport coming into the game faster, and trinkets being changed.

Patch 13.11 is coming soon, as this will follow up on all the Patch 13.10 changes. There are going to be some follow-up changes along with some other balance updates. Also, the Rell mini-rework is coming in Patch 11.

The DRX skins and other goodies will also be released along with the Showcase event. Overall, there are a fair bit of things coming in Patch 13.11. With the new patch preview out, here is what we know so far.

Release Date

League of Legends Patch 13.11 is expected to be released on Thursday, June 1, 2023.

LoL Patch Notes 13.11

There are quite a number of changes coming in Patch 13.11. Many buffs and nerfs to champions and items are coming along with the Rell mini-rework. Let’s start with the Rell mini-rework and move on to the rest of the changes.

Rell Mini-Rework

The Rell Mini-Rework is coming to this patch as Riot is ready to push out the changes. RiotRaptorr revealed the new Rell on Twitter in a massive post about all the changes coming to her.

Since her midscope hit the PBE, there were two updates done before the build for Patch 13.11 was confirmed. Here are all the overall changes coming to Rell in patch 13.11.

Base Stats

Rell is getting some Base Stat changes as her overall Attack Speed will increase early on while the Armor and Magic Resist scaling is being reduced. Also, the movement speed is being very slightly reduced to compensate for her new kit.

  • Attack Speed: 0.55 >>> 0.625.
  • Attack Speed per level: 2% >>> 1.5%.
  • Armor per level: 4.2 >>> 3.
  • Magic Resist per level: 2.05 >>> 1.
  • Movement Speed: 335 >>> 330.

Passive – Break the Mold:

Her Passive now stacks on every ability or basic attack used and also shreds more based on stacks than upfront. A lot more skill expression is introduced to reward players for utilizing the Passive right.

  • Armor/MR Shred:
    • Now stacks up to 5 times.
    • Shred per stack: 10% >>> 2.5%.
    • Duration: 4 seconds >>> 5 seconds.
  • Added: Her Abilities also apply Passive stacks now.
  • Minimum Armor/MR Steal based on level: 5 – 12 >>> 1.25 – 2.5.
  • Added: Rell will keep the resists stolen for the duration regardless of whether the target dies early.
  • Removed: No longer deals bonus On-Hit magic damage.
  • Removed: Hitting a new target no longer refreshes the duration of all targets.

Q – Shattering Strike:

Rell’s Q – Shattering Strike is getting a mechanical change. It now has a mini-stun but no longer heals. There are also some smaller changes like cast time nerfs, cooldown changes, etc. This is to compensate for the new E – Full Tilt and more of a combo with her W and Q. This will be fun to experiment with.

  • Added: Now stuns all targets for 0.75 seconds.
  • Added: Applies Passive and full damage to all targets.
  • Added: Deals 250% damage to jungle camps.
  • Added: 100 unit movement to make Q look better.
  • Removed: Heal on Self and Ally.
  • Range: 680 in front of Rell, 150 behind >>> 520 in front of Rell, 220 behind.
  • Cooldown: 9/8/7/6/5 seconds >>> 11/10.5/10/9.5/9 seconds.
  • Cast Time: 0.35 seconds >>> 0.5 seconds.
  • Shield break is now better and will destroy shields and then stuns, including Morgana’s Black Shield.

W – Ferromancy:

There’s quite a bit to unpack with Rell’s W. Overall, the dismounted form is getting more buffs, while the overall Crash Down is getting nerfs in terms of damage, cooldown, and all that.

  • Ferromancy: Mount Up Changes:
    • Removed: Movement speed while mounted.
    • Movement Speed Gained when Mounting Up: 25/30/35/40/45% >>> 30% Rapidly Decaying.
    • Movement Speed Duration: 3.5 seconds >>> 1 second.
  • Dismounted Form Changes:
    • Added: Increases Attack Speed by 15/20/25/30/35%.
    • Added: Increases Attack Range by 75.
    • Movement Speed Reduction: Reduces to 280 >>> Slows by 15%.
    • Bonus Armor/Magic Resist while dismounted: 10% >>> 12%.
    • Removed: Movement Speed cap while dismounted.
  • Ferromancy: Crash Down Changes:
    • Damage: 70/105/140/175/210 >>> 70/100/130/160/190.
    • Shield: 35/60/85/110/135 + 12% Maximum Health >>> 30/55/80/105/130 + 10% Maximum Health.
    • Maximum Slide Distance: 375 >>> 320.
    • AOE Radius Form: 200 >>> 180.
    • Jump Range: 500 >>> 400.
    • Knockup Duration: 1 second >>> 0.75 seconds.
    • Slide Speed: 85% of jump speed >>> 100% of jump speed.
  • Added: Deals 250% damage to jungle camps.

E – Full Tilt:

Her E is completely changing as it will be more about the movement for the new ability. Rell will now passively gain more movement speed while mounted. Also, the Active will allow Rell and an ally to chase after an enemy. The speed is doubled if the ally is bonded.

  • Passive – Mounted Alacrity: Rell gains (10/20/30/40/50%) movement speed while mounted, reduced in combat.
  • Active – Full Tilt:
    • Rell and an Ally charge, gaining movement speed and ramping up to 20% over 3 seconds.
    • This effect is doubled to 40% toward enemies or your bonded Ally.
    • After 1 second, Rell’s next Attack or Shattering Strike explodes in an area for (20/25/30/35/40) (+ 30 AP) + (3% Maximum Health) magic damage.
    • Added: Empowered auto can be used much quicker but does not function as an Auto Attack Reset.
  • Deals 250% damage to jungle monsters.
  • Cooldown: 15 seconds.
  • Mana Cost: 40 Mana.

R – Magnet Storm:

Just the one change where the Passive activates when R is used.

  • Added: Passive now activates when Magnet Storm is used.

Champion Buffs

Seven champion buffs are coming to Patch 13.11, and we already know of some of the changes. Here is a list of champions that will receive some buffs that have not been revealed yet.

Below are the champions we know of that received confirmed buff numbers.

Akali

This will be just a little bit of of a damage buff on her Q – Five Point Strike.

  • Q – Five Point Strike:
    • Damage: 30/55/80/105/130 >>> 40/65/90/115/140.

Azir

His Q cooldown is being decreased while W is getting a bit of a buff.

  • Q – Conquering Sands:
    • Cooldown: 14/12/10/8/6 seconds >>> 12/10.5/9/7.5/6 seconds.
  • W – Arise!:
    • Damage AP Ratio: 55% >>> 60%.
    • Summon Range: 500 >>> 525.

Ivern

There are some QoL changes coming after Riot went back to the drawing board on the midscope.

  • Q – Rootcaller:
    • Jump Logic Adjusted.
  • W – Brushmaker:
    • Added: On-Hit Damage applies to Allies.
    • Added: Enemies in the brush will now be revealed.
  • E – Triggerseed:
    • Added: Refreshes if no enemy hits the shield.

Kalista

This champion is getting a lot of changes. A lot of Base Stat changes along with basic attack changes and E – Rend getting some more spammability.

  • Base Stats:
    • Health: 574 >>> 600.
    • Health Regen: 3.75 >>> 4.
    • Health Regeneration Growth: 0.55 >>> 0.75.
    • Attack Damage: 66 >>> 61.
    • Attack Damage Growth: 3.75 >>> 3.25.
  • Passive – Martial Poise:
    • Added: Basic attacks no longer miss if a target leaves vision.
    • Damage Dealth On Hit: 90% Total AD >>> 100% Total AD.
  • Q – Pierce:
    • Total AD Ratio: 100% >>> 105%.
  • E – Rend:
    • Physical Damage per extra stack: 10 – 34 >>> 8 – 24.
    • Total AD Ratio per extra stack: 23.2 – 40.6% >>> 25% – 45%.
    • Cooldown: 14/12.5/11/9.5/8 >>> 10/9.5/9/8.5/8.

Reksai

Passive healing is increased while Tremor sense is now detected quicker per tick. Also, keeping track of enemies through Q and other means will be better.

  • Passive – Fury of the Xer’Sai:
    • Burrowed Maximum Healing: 20 – 190 (based on level) >>> 15 – 125 (+ 2 – 12% Maximum Health) (based on level).
  • Q – Queen’s Wrath (Un-Burrowed):
    • Cooldown: 4 seconds >>> 4/3.5/3/2.5/2 seconds.
    • Duration: 5 seconds >>> 3 seconds.
  • Q – Prey Seeker (Burrowed):
    • Reveal Duration: 2.5 seconds >>> 5 seconds.
  • W – Burrow:
    • Tremor Sense: 1.5 seconds >>> 1 second.

Renekton

A bunch of cooldown changes along with increased DPS on his R – Dominus.

  • E – Slice & Dice:
    • Cooldown: 18/17/16/15/14 seconds >>> 16/15/14/13/12 seconds.
  • R – Dominus:
    • Cooldown: 120 seconds >>> 120/100/80 seconds.
    • Damage Per Second: 50 – 150 >>> 60 – 180.

Twisted Fate

W – Pick a Card is getting a small cooldown buff with the number being equalized at all levels.

  • W – Pick a Card:
    • Cooldown: 8/7.5/7/6.5/6 seconds >>> 6 seconds.

Champion Nerfs

There will be a total of five champion nerfs in Patch 13.11. Amumu and Kog’Maw are big outliers after the Patch 13.10 changes. However, the Kog’Maw nerf got pulled in favor of a Runaan’s Hurricane nerf. Jinx and Aphelios have dominated pro play long enough to receive nerfs as well. Here is the list of champion nerfs.

Amumu

His W – Despair is getting a DPS reduction to slow down his clearing speed in the jungle.

  • W – Despair:
    • Damage Per Second: 20 >>> 14.

Aphelios

His Bonus Attack Damage scaling is being nerfed slightly to make him less annoying throughout the game.

  • Passive: The Hitman and the Seer:
    • Q AD Per Rank: 5/10/15/20/25/30 >>> 4.5/9/13.5/18/22.5/27.

Aurelion Sol

The mana cost is increasing early ranks on his E – Singularity as well as the AP ratio being nerfed.

  • E – Singularity:
    • Mana Cost: 60/70/80/90/100 Mana >>> 80/85/90/95/100 Mana.
    • AP Ratio Per Second: 25% >>> 20%.

Jinx

Her Attack Speed scaling is being nerfed to stop her hyper-scaling to scale too hard.

  • Base Stats:
    • Attack Speed Growth: 1.36% >>> 1%.

System Buffs

In the aftermath of the Patch 13.10 changes, there are some items that are not performing well. Here is the list of items that are getting buffs.

Duskblade

The Passive is getting more increased damage along with a higher cap to Max Damage.

  • Unique Passive – Nightstalker:
    • Increased Damage: 0 – 15% >>> 0 – 20%.
    • Health Threshold For Maximum Damage: 20% >>> 30%.

Kraken Slayer

The damage numbers are going up while the damage type is being changed to Physical.

  • Damage Type: Magic >>> Physical.
  • Unique Passive – Bring It Down:
    • Damage: 20 (+ 60 AD) (+ 45% AP) >>> 35 – 85 (based on level) (+ 65 AD) (+ 60% AP).

Moonstone Renewer

The Moonstone Renewer is getting some more healing to get it back into consideration to be used for Enchanters.

  • Unique Passive – Starlit Grace:
    • Chain Healing: 20 – 35% (based on level) >>> 20 – 40% (based on level).
    • Single Target Healing: 15 – 25% (based on level) >>> 15 – 30% (based on level).

Navori Quickblades

The overall item did not do very well after being upgraded to a Mythic. Ability haste has not been that useful, so it is being reduced as a stat and removed from the Mythic Passive. This will be replaced with more AD, which could help more when the AD reaches full build.

  • Attack Damage: 60 >>> 65.
  • Ability Haste: 20 >>> 15.
  • Mythic Passive: 5 Ability Haste per Legendary Item >>> 5 Attack Damage per Legendary Item.

Statikk Shiv

The damage on Statikk Shiv is increasing for both minion and non-minion damage.

  • Unique Passive – Electroshock:
    • Energize Non-Minion Damage: 60 – 170 (based on level) >>> 80 – 190 (based on level).
    • Energize Minion Damage: 220% >>> 250%.

System Nerfs

A similar number of items nerfs are coming as stuff like Echoes of Helia, Stormrazor, and Youmuu’s Ghostblade are too strong after the changes. Here is the list of nerfs.

Ardent Censer

The Attack Speed granted by Ardent Censer was too much, so a fair bit of it is being taken off. This will contribute to nerfing Kog’Maw without directly nerfing him.

  • Unique Passive – Sanctify:
    • Bonus Attack Speed To Ally: 15 – 30% (based on level) >>> 20%.

Echoes of Helia

Since the introduction of Echoes of Helia, this item has become a menace. Every enchanter is making it including some junglers. Riot is coming down on it and may do more nerfs in the future.

  • Unique Passive – Soul Siphon:
    • Healing Per Shard: 20 – 100 (level 1-18) >>> 20 – 100 (level 6-18).
    • Damage Per Shard: 30 – 200 (level 1-18) >>> 30 – 180 (level 6-18).

Galeforce

After the changes to Galeforce, it has been doing too much Critical and execute damage.

  • Unique Active – Cloudburst:
    • Damage: 150 – 350 (based on level) (+ 250% Critical) >>> 150 – 350 (based on level) (+ 200% Critical).
    • Maximum Execute Damage: 160% >>> 150%.

Runaan’s Hurricane

Just a fair bit of On-Hit damage being taken off.

  • Unique Passive – Peck:
    • On-Hit Damage: 30 >>> 15.

Stormrazor

Some AD nerfs along with Energized damage being reduced.

  • Attack Damage: 55 >>> 50.
  • Passive – Energize:
    • Damage: 25 + 65% Total AD >>> 15 + 60% Total AD.

Youmuu’s Ghostblade

Some ability haste is being taken off along with some Passive changes. The stacking mechanic is losing a fair bit of bonus lethality and requires more effort to gain stacks.

  • Ability Haste: 20 >>> 15.
  • Unique Passive – Haunt:
    • Bonus Lethality: 8 – 20 (based on level) >>> 3 – 12 (based on level).
    • Distance Travelled To Gain A Stack: 45 >>> 55.

Skins

The DRX skins are coming in Patch 13.11 on June 2, Friday, 2023. For Worlds 2022 celebrations, the DRX skins were chosen by the players themselves. All the DRX skins are DRX Aatrox, DRX Akali, DRX Ashe, DRX Caitlyn, DRX Kindred, and DRX Maokai. Also, a Prestige version will be coming for Aatrox as well as a DRX Ward.
