League of Legends 2023 Mid-Season Patch 13.10 Notes

Riot has come in with a bang with a lot of changes for Patch 13.10.

As MSI 2023 started, the patches were shorter to make sure the meta did not shift too much for the tournament. This was intended as Riot did not want to upset the meta a whole lot. The most significant changes were the Neeko and Kayle reworks. Other than that, not a whole lot was in the past two patches. Coming in is Patch 13.10, and it’s a big one for League of Legends.

We already knew of Patch 13.10 being one of the biggest patches of the year, as Riot mentioned during the Patch 13.9 preview that there were going to be many changes coming soon. Soon after, Riot posted a new dev blog featuring many discussions, such as the incoming Ivern Rework, ADC item changes, Jax visual update, and more.

However, no one could have really expected Patch 13.10 to be as cataclysmic since the PBE patch dropped recently. A sweeping number of changes are coming, which includes a lot more than ADC Mythics getting changed. There is a new item coming called Echoes of Helia, the return of Statik Shiv, and more. Lastly, Riot is also making changes to the overall game system.

There is a lot to talk about, and let’s start with laying out all the known changes coming in Patch 13.10. Brace yourselves as it is a big one.

Release Date

League of Legends Patch 13.10 is expected to be released on Wednesday, May 17, 2023.

LoL Patch Notes 13.10

The patch is largely system changes as there are loads of items being adjusted, added, and altered. Along with that will come some champion changes, but the items are highlighted. Without further ado, let’s jump into it.

Champion Buffs

In the current PBE patch, there have been only four champion changes so far, and they are all buffs. These four champions just got some AP ratio buffs to fall in line with all the item changes coming in this patch. Here are the four champion changes.

Akshan

This is just to give Akshan some AP scaling so he can go for a little more of a hybrid build as an option. Nothing too massive, but it is definitely worth experimenting on.

  • Passive – Dirty Fighting:
    • Magic Damage On Third Stack: 10 – 165 (based on level) >>> 10 – 165 (based on level) (+ 60% AP).
    • Shield Value: 40 – 280 (+35% bonus AD) (based on level, scaling linearly) >>> 40 – 280 (+35% bonus AD) (based on level, scaling non-linearly and now mirrors base stats).
  • Q – Avengerang:
    • AP Movement Speed Scaling: 0 >>> 5% per 100 AP.

Kalista

Like Akshan, Kalista is also getting some AP damage.

  • E – Rend:
    • AP Ratio Damage Scaling:
      • First Hit: 0 >>> 20% AP.
      • Second Hit: 0 >>> 20% AP.
    • AP Ratio Scaling For Slow: 0 >>> 5% per 100 AP.

Kindred

More AP scaling buffs as well for Kindred.

  • W – Wolf’s Frenzy:
    • AP Ratio Damage Scaling: 0 >>> 20% AP.
  • E – Mounting Dread:
    • AP Ratio Scaling For Slow: 5% per 100 AP.

Neeko

A buff overall to improve her clear speed and more damage based on AP in her ultimate.

  • Q – Blooming Burst:
    • Bonus Damage to Monsters: 30/40/50/60/70 >>> 35/50/65/80/95.
  • W – Shapesplitter:
    • Bonus Damage to Monsters: 50 >>> 75.
  • R – Pop Blossom:
    • Magic Damage: 150/350/550 (+100% AP) >>> 150/350/550 (+120% AP).

Vayne

Just more AP scaling buff to Vayne’s W – Silver Bolts.

  • Q – Tumble:
    • Bonus Physical Damage on Next Attack: 75/85/95/105/115% AD >>> 75/85/95/105/115% AD (+50% AP).

New Mythic Items

Let’s start with all the shiny new toys now. Firstly, we have the new Mythic items. This will include any item that was changed to a Mythic or newly added to the game. This is the talk of the town right now, so let’s get to it.

Echoes of Helia

The newest item in League of Legends is Echoes of Helia, which will replace Imperial Mandate as a Mythic. While the latter is becoming a Legendary item, Echoes of Helia gives similar vibes to the old Athene’s Unholy Grail. With a brand new item, Supports are going to get a new look for a Mythic.

  • Build Path: Chalice of Blessing (New) + Bandleglass Mirror + 400 Gold.
  • Gold Cost: 2300.
  • 30 Ability Power
  • 200 Health
  • 15 Ability Haste
  • 125% Base Mana Regeneration
  • Unique – Soul Siphon:
    • Damaging a champion grants a Soul Shard, up to a maximum of 2. Healing and shielding an ally consumes all Soul Shards and restores 20 – 100 (ally level) Health, and deals 30 – 200 (ally level) magic damage per Shard to the nearest enemy champion.
  • Unique – Dissonance:
    • Gain 3 Ability Power per 25% Base Mana Regeneration. Disables Harmony.
  • Mythic Passive: Grants all other Legendary items 5 Ability Haste.

Cry of the Shrieking City

This is the Ornn upgrade version of Echoes of Helia (see above). Only the stats are improved, especially a lot of AP on this version. Everything else such as Unique effect and Mythic Passive are the same.

  • 60 Ability Power
  • 300 Health
  • 20 Ability Haste
  • 225% Base Mana Regeneration

One of the three new Mythics will be the return of some version of the old Guinsoo’s Rageblade. This opens up all the hybrid builds for champions like Kog’Maw, Twitch, Kai’Sa, etc. This item is probably getting the biggest changes compared to the rest, as it is significantly better than its previous version. Here is a list of all the changes.

Guinsoo’s Rageblade

  • New Build Path: Amplifying Tome + Rageknife + Pickaxe + 690 Gold.
  • Gold Cost: 2600 >>> 3200.
  • Attack Damage: 0 >>> 30 AD.
  • Ability Power: 0 >>> 30 AP.
  • Attack Speed: 45% >>> 25% AS.
  • Critical Chance: 20% >>> 0.
  • (New) Unique – Wrath:
    • Attacks apply 30 magic damage On-Hit. Your Critical Strike Chance is converted into up to 150 more (max value).
  • Unique – Seething Strike:
    • Basic attacks grant 8% Attack Speed, stacking up to 4 times for a maximum of 32% Attack Speed. While fully stacked, every third Attack applies your On-Hit effects twice.
  • Mythic Passive: Grants all other Legendary items 5% Armor Penetration and 6% Magic Penetration.

Seething Sorrow

Ornn upgrade version of Guinsoo’s Rageblade.

  • 40 Attack Damage
  • 50 Ability Power
  • 35% Attack Speed

Infinity Edge

The biggest mainstay of ADC’s is being made into a Mythic. In a nutshell, this item is literally being turned into a giant sword to smack someone in the head with. Stats are being improved slightly, with its previous Unique being shifted as a straight-up stat. Also, the new Mythic Passive will give more AD for this build archetype. This will be the usual full crit build for champions that thrive in it.

  • Critical Strike Damage: 0 >>> 35%.
  • No Longer has Unique – Perfection (shifted to base stats for the item).
  • Mythic Passive: Grants all other Legendary items 5 Attack Damage.

Edge of Finality

Ornn upgrade version of Infinity Edge.

  • 100 Attack Damage

Navori Quickblades

Navori Quickblades is one of the three new Mythics for ADC’s now that Kraken Slayer and Immortal Shieldbow have been relegated. The new form will allow champions to keep it’s old use along with a new way to do stack crits. Along with the new mythic passive, this will be the low cooldown, spamming, and crit damage dealing Mythic items.

The stats for the item largely remain the same barring the passives and the new Mythic trait addition.

  • Unique – Impermanence:
    • Abilities deal up to 20% increased damage based on Critical Strike Chance.
  • Mythic Passive:
    • Grants all other Legendary items 5 Ability Haste.

Flicker

Ornn upgrade version of Navori Quickblades.

  • 80 Attack Damage
  • 30 Ability Haste

Youmuu’s Ghostblade

This item is getting quite a tune-up as it transitions to a Mythic Item. Buffs to stats overall, including a new passive. It should be a good overall alternative for all assassins overall and something to spec into for lethality builds.

  • Gold Cost: 3000 >>> 3100.
  • Attack Damage: 55 >>> 60 AD.
  • Ability Haste: 15 >>> 20.
  • Unique Active – Wraith Step:
    • Movement Speed: 20% >>> 25%.
    • During the active, you generate stacks two times faster.
    • Haunt: Gain up to 100 Spectral Shards while moving. Gain 0.4 Movement Speed per stack up to 40 Movement Speed out of combat. While at max shards, gain 8-20 Lethality. Shards will reset 3 seconds after dealing damage to an enemy champion.
  • Mythic Passive: Grants all other Legendary items 7 Attack Damage.

Youmuu’s Wake

Ornn upgrade version of Youmuu’s Ghostblade.

  • 75 Attack Damage
  • 25 Ability Haste
  • 26 Lethality

New Legendary Items

Like the Mythic items, here are all the new Legendary items, both changed or added.

Immortal Shieldbow

Another item is turning into a Legendary as Immortal Shieldbow joins the list. Attack Speed is reallocated to the Unique Passive while attack damage is removed from that. Also, the build path is changing, and the item is becoming more gold-efficient.

  • New Build Path: Pickaxe + Cloak of Agility + Vampiric Scepter + 625 Gold.
  • Gold Cost: 3400 >>> 3000.
  • Attack Speed: 20% >>> 0.
  • Unique Passive – Lifeline:
    • When taking damage that would reduce you below 30% Health, gain a 215 – 500 (based on level) Shield for 3 seconds and gain 30% Attack Speed for 8 seconds.
    • Cooldown: 90 seconds.

Imperial Mandate

Now that Imperial Mandate is Legendary, this will be more popular with many champions. This allows champions like Nami to make another Mythic item to synergize well with this version of Imperial Mandate.

Health has been removed from the item while it gets more AP. Also, the Passive loses damage early in the game. Overall, still has somewhat the same item functionality with weaker stats in some aspects and a new Build Path.

  • Build Path: Fiendish Codex + Bandleglass Mirror + 450 Gold.
  • Gold Cost: 2500 >>> 2300.
  • Ability Power: 40 >>> 55.
  • Health: 200 >>> 0.
  • Unique – Coordinated Fire:
    • Ability Slow and Immobilize Bonus Magic Damage: 45 – 75 >>> 35 – 75.
    • Ally Detonation Damage: 90 – 150 >>> 70 – 150.

Kraken Slayer

Now that this item has been relegated to a Legendary Item, it is more of a tank buster now. The use of the item still remains the same, and is more open to different builds. Furthermore, there is AP ratios in the item now, so that opens it up a lot more. Also, overall stat reductions to make it fall in line as a Legendary Item.

  • New Build Path: Noonquiver + Cloak of Agility + Recurve Bow + 400 Gold.
  • Gold Cost: 3400 >>> 3000.
  • Attack Damage: 65 >>> 40.
  • Attack Speed: 25% >>> 30%.
  • Unique Passive – Bring It Down:
    • Every third Attack applies 20 + 60% total AD + 45% AP bonus magic damage. Additional triggers on the same target within 6 seconds increases this damage by 50% (up to a maximum of 100% increased damage).

Prowler’s Claw

The Active has been overhauled as the item also gets less AD, Ability Haste, and Lethality since it is now a Legendary Item. Cost is slightly reduced, and the build path remains the same.

  • Gold Cost: 3100 >>> 3000.
  • Attack Damage: 60 >>> 55.
  • Lethality: 18 >>> 15.
  • Ability Haste: 20 >>> 15.
  • Unique Passive – Sandstrike:
    • After Dashing, Blinking, or exiting Stealth, your next Attack on a champion deals an additional [85 + 45% bonus (for melee) or 65 + 30% bonus (for ranged)] physical damage with a cooldown of 10 seconds. If dealt by a Melee Champion, this Attack also Slows the target by 99% for 0.5 seconds.

Statikk Shiv

The lightning rod is back as Statikk Shiv has been resurrected. It looks similar to its previous version, giving another item as an option to get attack speed into the build. However, the scaling is AP, so this might be an item that is part of the Guinsoo build archetype.

  • Build Path: Noonquiver + Cloak of Agility + Kircheis Shard + 400 Gold.
  • Gold Cost: 3000 Gold.
  • 45 Attack Damage
  • 25% Attack Speed
  • 20% Critical Strike Chance
  • Unique Passive – Energized:
    • Moving and Attacking will generate an Energized Attack.
  • Unique Passive – Electroshock:
    • Your Energized Attack fires chain lightning that applies 60 – 170 (based on level) + 50% AP bonus magic damage. Does 120% bonus damage against minions. Hits 6 – 12 (based on level) targets.

New Epic Items

Two new components are coming to set up new build paths for many Legendary items. Here are the two new ones coming.

Chalice of Blessing

This new component will be part of the new item Echoes of Helia and the new build paths of Redemption and Mikael’s Blessing. This will allow future Support Items to have a component that adds health and base mana regeneration that multiplies.

  • Build Path: Ruby Crystal + Faerie Charm + 250 Gold.
  • Gold Cost: 900.
  • 200 Health
  • 50% Base Mana Regeneration
  • Unique Passive – Harmony:
    • Gain 25% Base Health Regeneration for every additional 25% Base Mana Regeneration.

Lifewell Pendant

Another new Support item component that will grant health, health regeneration, and armor. This will be part of the new build paths of Zeke’s Convergence, Knight’s Vow, Locket of the Iron Solari, and Evenshroud.

  • Build Path: Ruby Crystal + Cloth Armor + 350 Gold.
  • Gold Cost: 1050.
  • 150 Health
  • 25 Armor
  • 5 Ability Haste

Item Buffs

Now that we have talked about the new Mythic, Legendary, and Epic items, it is time to start on all the buffs we are getting in this patch.

Goredrinker

Just the Mythic Passive is being buffed to add more Health per Legendary item.

  • Gold Cost: 3300 >>> 3200.
  • Mythic Passive:
    • Health Increase Per Legendary Item: 50 >>> 75.

Ceaseless Hunger

The Ornn version of Goredrinker is just getting the Mythic Passive change.

  • Mythic Passive:
    • Health Increase Per Legendary Item: 50 >>> 75.

Lord Dominik’s Regard

Magic Damage is being added to hybridize the item.

  • Unique Passive – Giant Slayer:
    • Now does 25% bonus magic damage and physical damage to targets that have greater Health than you.

Mercurial Scimitar

A little more MR to the item while ghosting has been removed from its Active.

  • Magic Resist: 40 >>> 50.

Mortal Reminder

Just a bit of AD is being injected into the item to make it more enticing.

  • Attack Damage: 35 >>> 40.

Rabadon Deathcap

As a surprise change, Rabadon’s is getting a pretty solid buff with more AP gained based on the Passive.

  • Passive – Magical Opus Ability Power Increase: 35% >>> 40%.

Sterak’s Gage

Just some Tenacity and Size is being added to the Passive.

  • Passive – Lifeline:
    • Now Grants 25% Size and 30% Tenacity for 8 seconds when proc’d.

Stridebreaker

Ten AD is being added to the item to make it better.

  • Attack Damage: 50 >>> 60.

Dreamshatter

Extra AD for the Ornn version of Stridebreaker as well.

  • Attack Damage: 60 >>> 70.

The Collector

Only Lethality is being increased for this item as it gives Assassins a bit more oomph.

  • Lethality: 12 >>> 18.

Trinity Force

The item is getting reduced cost along with buffs to AD and Attack Speed. Also, Movement Speed from Passive – Threefold Strike is getting increased duration.

  • Attack Damage: 35 >>> 40.
  • Attack Speed: 30 >>> 35%.
  • Unique Passive – Threefold Strike:
    • Movement Speed Duration: 3 seconds >>> 5 seconds.

Infinity Force

Just like Trinity Force, the Ornn upgraded version is getting a stat buff.

  • Attack Damage: 45 >>> 50.
  • Attack Speed: 40% >>> 45%.
  • Unique Passive – Threefold Strike:
    • Movement Speed Duration: 3 seconds >>> 5 seconds.

Item Nerfs

Zeal

Attack Speed is going down in this component item while Movement Speed is being changed to Stats instead of an Item Passive.

  • Gold Cost: 1050 >>> 1100.
  • Attack Speed: 18% >>> 15%.
  • Movement Speed: 7% >>> 5%.
  • Unique Passive – Zealous Removed.

Item Adjustments

Abyssal Mask

This item is getting a lot of changes as a lot of the stats are being altered. Mana is being removed from the item along with reduced Health and the removal of the Eternity passive. However, Magic Resist is increasing significantly, and the cost is reduced.

  • New Build Path: Kindlegem + Negatron Cloak + 700 Gold.
  • Gold Cost: 3000 >>> 2400.
  • Health: 550 >>> 300.
  • Magic Resist: 40 >>> 60.
  • Mana: 300 >>> 0.
  • (Removed) Unique Passive – Eternity.

Ardent Censer

  • New Build Path: Aether Wisp + Forbidden Idol + 450 Gold
  • Gold Cost: 2300 >>> 2100.
  • Ability Power: 60 >>> 35.
  • Base Mana Regeneration: 100% >>> 75%.
  • Movement Speed: 0 >>> 5%.
  • Unique Passive – Sanctify:
    • Attack Speed Increase: 10% – 30% (based on target level)>>> 15% – 30% (based on target level).
    • Bonus On-Hit Magic Damage Granted: 5 – 20 (based on target level) >>> 15 – 30 (based on target level).

Bloodthirster

A little lifesteal is being added at the cost of changing the Passive. It no longer grants shield and instead gives more AD.

  • Life Steal: 15% >>> 18%.
  • (New) Unique Passive – Engorge: While above 50% Health, gain an additional 10 – 40 (based on level) Attack Damage.
  • (Removed) Unique Passive – Ichorshield.

Chemtech Putrifier

Putrifier is getting some stat line changes which look similar to Ardent Censer and Staff of Flowing Water. However, it will have more Healing and Shielding Power compared to the rest.

  • New Build Path: Oblivion Orb + Forbidden Idol + 500 Gold.
  • Gold Cost: 2300 >>> 2100.
  • Ability Power: 40 >>> 35.
  • Healing and Shielding Power: 8% >>> 10%.
  • Base Mana Regeneration: 100% >>> 75%.

Divine Sunderer

The Passive is getting a few changes with more base AD and lesser healing.

  • Unique Passive – Spellblade:
    • Damage AD Ratio: 125% >>> 160%.
    • Maximum Health Damage Ratio: 6%/3% (Melee/Ranged) >>> 4%/2% (Melee/Ranged).

Duskblade of Draktharr

Duskblade is getting a reworked passive.

  • (Changed)Unique Passive – Nightstalker:
    • Your Abilities deal up to an additional 15% damage based on target’s missing health. When a champion that you have damaged within the last 3 seconds dies, you become Untargetable from non-structures for 1.5 seconds.
    • Any attack or casting abilities stops the Untargetable effect.
    • Ten Seconds Cooldown

Evenshroud

New item build path along with reduced cost and no ability haste.

  • New Build Path: Lifewell Pendant + Null-Magic Mantle + 800.
  • Gold Cost: 2500 >>> 2300.
  • Ability Haste: 20 >>> 0.

Force of Nature

More Health and Less Magic Resist are on the cards for the item. Also, the Passives are changed to give more defensive stats at the cost of a 100 gold increase.

  • Gold Cost: 2900 >>> 3000.
  • Health: 350 >>> 400.
  • Magic Resistance: 70 >>> 60.
  • Unique Passive – Absorb:
    • Maximum Steadfast Stacks: 6 >>> 10.
  • (Changed) Unique Passive:
    • While at 10 Stacks of Steadfast, gain 30 Magic Resist and 10% Bonus Movement Speed.

Galeforce

Some changes are coming for Galeforce as it is getting movement speed while at the cost of less AD and Attack Speed. Also, Active damage is being improved, as well as the Mythic Passive is being changed.

  • New Build Path: BF. Sword + Zeal + Long Sword + 650 Gold.
  • Attack Damage: 60 >>> 55.
  • Attack Speed: 20% >>> 15%.
  • Movement Speed: 0 >>> 7%.
  • Unique Active – Cloudburst:
    • Damage Dealt: 180 – 315 (+ 45% AD) >>> 150 – 350 (+ 45% AD).
    • Target Missing Health Damage: 0 – 50% >>> 0 – 60%.
  • (Changed) Mythic Passive: Grants 5 Attack Damage Per Legendary Item.

Typhoon

Some stat buffs for the Ornn upgraded version of Galeforce.

  • Attack Damage: 80 >>> 70.
  • Attack Speed: 35% >>> 30%.
  • Movement Speed: 7 >>> 9%.

Hearthbound Axe

The Epic component of many items are getting some cost adjustments, build path changes, and more AD.

  • New Build Path: Long Sword + Dagger + Long Sword + 100 Gold.
  • Gold Cost: 1000 >>> 1100.
  • Attack Damage: 15 >>> 20.

Hullbreaker

Hullbreaker is getting more stats as more AD and some movement speed are being added at a higher cost and new build path.

  • New Build Path: Pickaxe + Phage + Winged Moonplate + 225 gold.
  • Total Cost: 2800 >>> 3000.
  • Attack Damage: 50 >>> 60.
  • Movement Speed: 0 >>> 5%.

Kircheis Shard

This Epic item is being changed in terms of what stat is given. The build path is being changed to facilitate the transition from Attack Speed to Attack Damage.

  • New Build Path: Longsword + 350 Gold.
  • Attack Speed: 15% >>> 0.
  • Attack Damage: 0 >>> 15.
  • Unique Passive – Jolt:
    • Charged Basic Attack Bonus Magic Damage: 80 >>> 60.

Knight’s Vow

Just like Zeke’s, this item is getting some adjustments with added armor while health and health regeneration are decreasing. The build path is also changing to fit the new item stats, along with a 100 gold decrease. Lastly, the Passive is being changed a little to absorb more damage from a tethered ally, especially when said ally is at low HP.

  • New Build Path: Lifewell Pendant + Crystalline Bracer + 350 Gold.
  • Gold Cost: 2300 >>> 2200.
  • Health: 400 >>> 350.
  • Armor: 0 >>> 25.
  • Ability Haste: 20 >>> 15.
  • Base Health Regeneration: 200% >>> 125%.
  • Unique Passive – Sacrifice:
    • While your Worthy (tethered) ally is nearby, redirect 10% of premitigation damage they take to you and heal for 10% of the damage dealt by your Worthy ally to Champions. If they have less than 30% Health, the damage reduction is increased to 20%.

Locket of the Iron Solari

A new build path, including less cost, no ability haste, and better shielding from Passive, is coming to Locket of the Iron Solari.

  • New Build Path: Lifewell Pendant + Null-Magic Mantle + 800.
  • Gold Cost: 2500 >>> 2300.
  • Ability Haste: 20 >>> 0.
  • Unique Active – Devotion:
    • Shield Strength: 180 – 330 (based on target’s level) >>> 200 – 360 (based on target’s level).

Maw of Malmortius

The only change Maw is getting is a cost reduction. Makes the item a little more cost-efficient. However, the passive got a few nerfs with higher cooldown and a shorter duration of Lifeline being active.

  • Gold Cost: 2900 >>> 2800.
  • Unique – Lifeline:
    • Cooldown: 75 seconds >>> 90 seconds.
    • Shield Duration: 5 seconds >>> 2.5 seconds.

Mikael’s Blessing

Mikael’s is getting pretty big chances as the item is being changed into a more Mana Regeneration-heavy item. While the Purify Active is getting more usability, the MR and Ability Haste is being completely removed. However, more Mana Regen is being introduced, and the item now gives Health. Also, Healing and Shielding Power is being decreased slightly. Lastly, a new build path is being introduced as the item has quite a few stat changes.

  • New Build Path: Forbidden Idol + Chalice of Blessing + 550 Gold.
  • Health: 0 >>> 250.
  • Base Mana Regeneration: 100%.
  • Healing and Shielding Power: 16% >>> 15%.
  • Magic Resist: 50 >>> 0.
  • Unique Active – Purify:
    • Now removes all Crowd Control Debuffs except Knockups and Suppression.
    • Healing: 100 – 180 (based on target’s level) >>> 100 – 250 (based on target’s level)
  • (New) Unique Passive – Harmony:
    • Gain 25% Base Health Regeneration for every additional 25% Base Mana Regeneration.

Moonstone Renewer

Cost and Ability Power is being reduced, as well, as the Passive is being reworked. Mythic Passive is also replaced with another effect.

  • New Build Path: Bandleglass Mirror + Kindlegem + 550 Gold.
  • Gold Cost: 2500 >>> 2300.
  • Ability Power: 40 >>> 35.
  • (Changed) Unique Passive – Starlit Grace:

  • (Changed) Mythic Passive: Grants 5 Ability Haste Per Legendary Item.

Phantom Dancer

The build path for Phantom Dancer is changing one small stat change. Also, the price of the item is increasing, and the Unique Passive is easier to trigger.

  • New Build Path: Hearthbound Axe + Zeal + 600 Gold.
  • Gold Cost: 2600 >>> 2800.
  • Attack Speed: 25% >>> 30%.

Radiant’s Virtue

Plenty of small stat changes along with a crucial Passive change as an adjustment. Also, item cost is being reduced significantly.

  • New Build Path: Aegis of the Legion + Giant’s Belt + 600 Gold
  • Gold Cost: 3200 >>> 2700.
  • Health: 400 >>> 350.
  • Ability Haste: 20% >>> 10%.
  • Unique Passive – Guiding Light:
    • Maximum Health Increased When Transcended: 15% >>> 12.5%.
    • Healing: 3.3% maximum health over 3 seconds after Transcending >>> 2.5% maximum health over 3 seconds after Transcending.
  • Mythic Passive: Now Grants 75 Health Per Legendary Item instead of 100 Health.

Rageknife

This is being remade to fit the new Guinsoo’s Rageblade. Thus, it is getting significant changes in terms of more passive, higher gold cost and a build path.

  • New Build Path: Dagger + Dagger + 600 Gold.
  • Gold Cost: 800 >>> 1200.
  • Unique Passive – Wrath:
    • Grants 20 Magic Damage On-Hit.
  • Unique Passive – Seething Strike:
    • Attacks grants 5% Attack Speed, stacking up to 3 times for a maximum of 15% Attack Speed.

Rapid Firecannon

A new recipe and increased cost to compensate for the increased stats and changed Passive.

  • New Build Path: Long Sword + Zeal + Kircheis Shard + 850 Gold.
  • Gold Cost: 2500 >>> 3000.
  • Attack Damage: 0 >>> 30.
  • Attack Speed: 35% >>> 15%.
  • Unique Passive – Sharpshooter:
    • Energized Attack Bonus Magic Damage: 120 On-Hit >>> 60 – 140 (based on level).

Recurve Bow

A little attack speed is taken off while the On-Hit damage is being changed to magic. Also, gold cost is decreasing.

  • New Build Path: Dagger + 400 Gold.
  • Gold Cost: 1000 >>> 700.
  • Attack Speed: 25% >>> 15%.
  • Unique Passive – Steeltipped:
    • On-Hit Damage: Bonus Physical Damage >>> Magic Damage.

Redemption

This item is also getting similar stat lines to Mikhael’s Blessing, but it fits another active ability niche. Ability Haste is being removed, more Health is added, more Mana Regen, and a new Build Path.

  • New Build Path: Forbidden Idol + Chalice of Blessing + 550 Gold.
  • Health: 200 >>> 250.
  • Base Mana Regeneration: 100%.
  • Healing and Shielding Power: 16% >>> 15%.
  • Unique Active – Intervention:
    • Healing: 180 – 340 (based on target level) >>> 200 – 400 (based on target level).
  • (New) Unique Passive – Harmony:
    • Gain 25% Base Health Regeneration for every additional 25% Base Mana Regeneration.

Runaan’s Hurricane

Some On-Hit damage is being put into this time to make it a pretty solid Legendary item for the Guinsoo build path.

  • New Build Path: Zeal + Recurve Bow + 1000 Gold.
  • Gold Cost: 2600 >>> 2800.
  • Attack Speed: 45% >>> 40%.
  • (New) Unique Passive – Peck:
    • Attacks apply 30 magic damage On-Hit.
  • Unique Passive – Wind’s Fury:
    • When Attacking, bolts are fired at up to 2 enemies near the target, each dealing 50% Physical Damage. Bolts Apply On-Hit Effects and can Critically Strike.

Staff of Flowing Water

AP is being reduced while the item is getting a bit of movement speed. Also, the Passive is being made stronger, and the build path is changing.

  • New Build Path: Aether Wisp + Forbidden Idol + 700 Gold.
  • Gold Cost: 2300 >>> 2100.
  • Ability Power: 50 >>> 35.
  • Base Mana Regeneration: 100% >>> 75%.
  • Movement Speed: 0 >>> 5%.
  • Unique Passive – Rapids:
    • Ability Power Gained: 25 – 45 (based on level) >>> 35 – 55 (based on level).

Stormrazor

Item cost is increasing, as well as a change in Build Path. Also, more AD is being added, as well as a new Passive at the cost of another.

  • New Build Path: Noonquiver + Cloak of Agility + Kircheis Shard + 400 Gold.
  • Gold Cost: 2700 >>> 3000.
  • Attack Damage: 45 >>> 55.
  • (Removed) Unique Passive – Paralyze.
  • (New) Unique Passive – Bolt:
    • Your Energized Attack applies 25 + 65% AD + 50% AP bonus magic damage and grants 45% Movement Speed for 1 second.

Zeke’s Convergence

A new build path that gives the item different stats compared to before. Mana is being removed while Base Health Regeneration is being added. Also, armor is being decreased while health is increasing, and the item is being made more gold efficient for the lack of stats.

  • New Build Path: Kindlegem + Lifewell Pendant + 350 Gold.
  • Gold Cost: 2400 >>> 2200.
  • Health: 250 >>> 350.
  • Armor: 35 >>> 25.
  • Base Health Regeneration: 0 >>> 125%.
  • Mana: 250 >>> 0.

System Changes

Riot is coming up with quite a few system changes that TheTruexy has shared.

Fountain Changes

The Fountain is getting a change as the mana regeneration is being increased to allow faster timings to go back to the action.

  • Mana Regeneration per 0.25 seconds: 2.1% Max Mana >>> 3.1% Max Mana.

Homeguard

Well, Homeguard is getting a change in a long time to have faster returns to lanes.

  • Normal Homeguard Star Time: 20 minutes >>> 14 minutes.

Jungle Plants

The spawn timers for blast cones are being pushed back, which will reduce ganks and movement around the map.

  • Blast Cone (over the river walls) Initial Respawn: 5:00 – 5:30 minutes >>> 9:00 – 9:30 minutes

Minions

It has been a while since we saw minion changes. Now we get to the minions getting a few changes as the wave timers for the early game will be synced up to not give mid lane too much roaming priority.

  • Except for the first minion spawns, mid lane minions will meet at the same time as side lanes.
    • This means side lane minions are going to be faster.
    • Also, this is only applicable for the first 14 minutes of the game.
  • Minions that have targeted an enemy tower will ignore “calls for help” signals to target enemy champions.

Oracle Lens

Oracle is getting a change as it will now have two charges instead of the one with a cooldown for a refill.

  • Now has two charges of Sweeping Drones.
    • New Drone generates every 160 – 100 seconds (based on level).
    • Five-second cooldown as a buffer before multiple drone use.
  • Drones only last for 6 seconds instead of 10 seconds.
  • Range now scales from 600 – 750 based on level.

Turrets

Resistances of Turret plates are increasing to stop consecutive takes of turrets within 20 seconds to prevent too much snowballing. This should not affect Rift Herald initial charge.

  • Plate Rushdown Resistances (20 seconds after taking a plate): 0-180 (based on number of champions) >>> 45-225 (based on number of champions).

Unleashed Teleport

The activation of Unleashed Teleport is being brought earlier to allow more roaming around the map. This is to compensate for all the other changes in the patch.

  • Upgrade Time: 14 minutes >>> 10 minutes.

Skins

There will be three Snow Moon skins coming for Varus, Morgana, and Ahri.
