Rammus, Briar, and Jinx are finally getting nerfed in Patch 13.21.
The Patch 13.21 preview for League of Legends is out, and from the looks of it, it’s going to be yet another massive patch.
The previous patch, Patch 13.20, was one of the biggest patches of Season 13. The patch had massive Jungle changes, Starting & Support item changes, Dragon changes, and overall changed the pace of the game. For Patch 13.21, we are getting even more follow-up changes.
First of all, Riot is buffing Jungle again as AD champions like Kha’Zix, Bel’Veth, and Hecarim were underperforming quite heavily. They are also giving Jungle-specific buffs to champions like Brand and Zyra.
On the nerfs side, Briar and Rammus, two of the strongest Junlgers, are getting nerfed. Also, Jinx, Aurelion Sol, and Caitlyn are getting slight nerfs as well. Moreover, popular Rune choices such as First Strike and Phase Rush are getting their power lowered.
But, most importantly, the Cafe Cuties are making a return in Patch 13.21.

Patch 13.21 Nerfs
Here are all the nerfs coming in the patch,
Champion Nerfs
Aurelion Sol
- Q – Breath of Light:
- Damage Per Second: 15 – 55 (based on rank) + 30 – 80 (based on level) (+ 60% AP) >>> 45 – 105 (based on rank) (+ 55% AP).
- Burst Damage: 40 – 80 (based on rank) + 20 – 30 (based on level) >>> 60 – 100 (based on rank).
Aurelion Sol has been one of the biggest benefactors of the recent Patch 13.20 anti-snoballing mechanics. Thanks to the changes, he can now farm up reliably and become the late-game monster he was designed to be.
That said, in his current state, he is a tad too strong, so Riot is nerfing him a bit in PAtch 13.21.
Briar
- Base Stats:
- Attack Speed Growth: 2.3% >>> 2%.
- Passive – Crimson Curse:
- Remaning Bleed Heal After Target Dies: 100% >>> 125%.
- W – Snack Attack:
- Damage: 5/20/35/50/65 (+ 5% AD) [+ 10% (+ 4% per 100 bonus AD)] of the target’s missing health >>> 5/20/35/50/65 (+ 5% AD) [+ 10% (+ 3.5% per 100 bonus AD)] of the target’s missing health
Briar was considered to be a reasonably weak champion after release. But as time passed, players got better at her, and now she is considered one of the top Junglers in the game.
Caitlyn
- Passive – Headshot:
- Critical Scaling: 81.25% >>> 85%.
- R – Ace In The Hole:
- Cooldown: 90/75/60 seconds >>> 90 seconds.
- Damage: 300/525/750 (+ 200% bonus AD) >>> 300/500/700 (+ 170 bonus AD).
- Critical Chance Bonus: +35% at 100% >>> +50% at 100%.
Lethality Caitlyn was always good, but the recent streak of Caitlyn buffs to her Attack Speed build made her other build, Lethality build, even better. Thus, the Lethality Caitlyn build is getting nerfed.
Dr. Mundo
- E – Blunt Force Trauma:
- Bonus Attack Damage: 2/2.5/3/3.5/4% Maximum Health >>> 2/2.25/2.5/2.75/3% Maximum Health.
Patch 13.20 may have benefitted Dr. Mundo a tad too much. Thus, Riot is toning his power level down a little.
Jinx
- Passive – Get Excited:
- Maximum Stacks: Unlimited >>> 5.
- Attack Speed only Stacks on Champion Takedown (Kill/Assist).
- The first Stack can be gained from Epic Monster or Structures.
The Patch 13.20 buffs to her stacks were a bit of an overkill. It made her a menace in team fighting. If she managed to somehow get a reset, she would wipe out all the enemies, thanks to the massive attack speed steroid she gets from her passive. That’s why Riot is capping her passive stacks to Five.
Rammus
- Q – Powerball:
- Damage: 100/125/150/175/200 (+ 100% AP) >>> 80/110/140/170/200 (+ 100% AP).
- W – Defensive Ball Curl:
- Bonus Armor: 35 (+ 40/50/60/70/80% Total Armor) >>> 30 (+ 40/50/60/70/80% Total Armor)
- Bonus Magic Resistance: 35 (+ 40/50/60/70/80% Total MR) >>> 30 (+ 40/50/60/70/80% Total MR)
Rammus has been pretty strong for the last couple of patches, but the Patch 13.20 Jungle changes made him even stronger. He currently stands atop the Jungle Meta with a 53% win rate and a 10% Ban rate.
System Nerfs
First Strike
- Bonus True Damage: 8% >>> 7%.
First Strike is benefiting disproportionately, thanks to the longer game time. So Riot is toning it down a bit.
Phase Rush
- Melee Bonus Movement Speed: 30 – 60% (based on level) >>> 25 – 50% (based on level).
Compared to other rune choices, Phase Rush is pretty strong. Thus, it is also getting nerfed.
Release Date
The aforementioned nerfs will hit live servers on Patch 13.21, which will be released on Wednesday, Oct 25, 2023.
