Riot has decided to bring more changes to Jinx to tune down the overwhelming power from her passive in the upcoming LoL patch 13.21.
Jinx was in a terrible state in patch 13.19 of League of Legends, with a 48.4% win rate across all ranks. Naturally, her pick rate was also low, at 10.7%, making her one of the worst ADCs in that meta. Keeping in mind all the changes to Jungle and items targeted towards the preseason, Riot had to make Jinx viable again. And they did so in the patch 13.20. But it turns out the buff was a little too much. Jinx became a monster due to her passive stacks off of takedowns and turrets.
While her kit revolves around unleashing attack speed steroids to dish out enormous, consistent damage in team fights, her ability to zero in on turrets within a few seconds heavily skews the balance of any match in her favor. A jump to a 50.8% win rate in one single patch speaks loudly on that matter. Her pick rate also skyrocketed to 38.2%, further elucidating the powerhouse she has become.
Therefore, Riot had to alleviate this ridiculous power spike and normalize her kit to maintain the balance of the game.

Jinx Changes in LoL Patch 13.21
Passive: Get Excited!

It was surprising that Riot took this long to realize that giving jinx even a theoretical possibility to reach unlimited stacks would be a bad idea. Because we all know how the players can find creative ways to go beyond expectations. No wonder people would figure out ways to reach abnormal amounts of stacks. Each stack gives Jinx a 25% bonus attack speed. Without having any cap on it was surely not the best decision. But at least they have resolved that now.
However, it is worth mentioning that most people couldn’t go beyond 5 stacks anyway because there is a 6-second duration before you lose the stacks. Hence, putting a cap on the number of stacks will only eliminate those extreme cases, although that’s necessary, as mentioned earlier.
The more important change is the second one. This prevents Jinx from getting multiple stacks off of towers and epic monsters. Suppose your enemy team has a jinx, and you, unfortunately, lose a team fight near the inhibitor turrets.
In patch 13.20, such a scenario would allow her to take down all 3 turrets and inhibitors and potentially the nexus by sheer dint of her stacks from the infrastructures. This was the most terrifying aspect of her buff in 13.20. With that gone, Jinx will only get 1 stack in those scenarios, making her more tolerable.
Patch 13.21 Release Date
Patch 13.21 is nearly upon us, with its official date being scheduled for the 25th of October, 2023.
