There are many gameplay and system changes in Civ 7, and among them is how building settlements works.
In Civ 7, your Settlers build Towns instead of cities when you build a new settlement. This is not just a name change however, and building settlements work quite a bit differently in Civ 7.

How Do Towns Work?

For starters, Towns cannot use Production to create units and buildings, and you’ll have to use Gold to get your towns to produce buildings and units.
Moreover, each Town Converts the Production they output into Gold, which you can then use to improve the town and boost its Production, which again is converted into Gold and so on.
Though they are not cities, Towns will still count towards your settlement limits.
Lastly, once one of your towns reaches a certain population level, you can choose a specialization for them. Specializing a town increases its production of a certain Resource, i.e Food, Science, Happiness, etc.

Fort Town | +5 Healing to Units and +25 Health to Walls in this Town. |
Urban Center | +1 Culture and Science on Quarters in this Town. |
Farming Town | +1 Food on Farms, Pastures, Plantations, and Fishing Boats. |
Mining Town | +1 Production on Camps, Woodcutters, Clay Pits, Mines, and Quarries. |
Religious Site | +2 Happiness and +1 Relic Slot on Temples in this Town. |
Hub Town | +2 Influence per Settlement Connected to this Town. |
Trade Outpost | +2 Happiness to each Resouce tile in the Town and +5 Trade Route range. |
Converting Towns to Cities

You can also convert your Towns to Cities using Gold. This will allow your Settlements to use Production to produce units and buildings, which is cheaper than using Gold.
Converting Towns to Cities cost more based on the number of cities you already have in your civilization and cost less based on the size of the town.
