You can unlock Contracts after unlocking the first Hidden One’s Bureau in Harbiyah. To accept Contracts, open the “Contracts Board” from the Hidden One’s Bureau, hover over a Contract, and click accept.
You can view your active Contracts through the pause menu in the “Investigation” tab and by selecting “Contracts.”
