Octane has slowly clawed his way back from the bottom of the win rate in Apex Legends to becoming one of the most dominant agents in the current meta in season 8.
Before these massive buffs, Octane was not present in any mid to high-level lobbies in the competitive mode. Following some major buffs starting in season 7, Octane has slowly started to climb up in the encounter win rates in most skill levels.

Right now in season 8, devs at Respawn think he has become too effective. Furthermore, devs think he is pretty trackable meaning he is still easier to shoot at than legends like Horizon. But he has become extremely dominant. So, a slight nerf is likely one the way.

“He’s become extremely dominant (to no one’s surprise) so we’ll need to shave a little power off. I think I found a reasonably fun-neutral way of doing so: I’m currently thinking about increasing the health cost for his Stim but letting you stim again much sooner (there’s currently a 3-4 second delay between the old stim running out and you being able to stim again).”, Respawn dev on Octane.
The nerf may target the way Octane loses health every time he uses his tactical stim ability. Respawn might increase the health cost every time he uses his tactical. However, they might allow players to use the tactical ability with less delay. Therefore in the end it should balance him out.

On the other side of the aisle, both Rampart and Fuse are due for a buff since they are both at the very bottom of the win rate in most skill buckets, according to the devs. Season 9 update might addresses these balancing changes.
