League of Legends Patch 13.1B Notes: New Changes, Release Date, and More

Patch 13.1B is coming to League of Legends as some game-changing updates are incoming.

League of Legends is about a few weeks into Season 2023. It was a tumultuous start with a few mishaps Riot made. The cinematic was a letdown, and Riot has since apologized for that and promised bigger and better things coming soon. An example of that is a new game mode coming to League of Legends soon.

Coming back to the updates, Patch 13.1 kickstarted the season. The new ranked season is underway with a bunch of neat changes to it. Also, the Lunar Event is ongoing for the game, along with a special Welcome Event for SEA players.

Some of the changes in Patch 13.1 were the significant Jax updates, the rework of Seraph’s Embrace, and more. There were also skin releases for the Mythmaker skin line. All of these are interesting changes for the start of the year.

Patch 13.2 was bringing a whole lot of game-altering changes as Fighter Item changes are coming. Also, ADCs are getting some updates to help their performances in games along with some buffs and nerfs to other champions, items, and systems.

However, with the cyberattack on the Riot League of Legends and TFT servers, the devs had to change their patch plans. The new PBE Cycle has been delayed and the entirety of Patch 13.2 is not being rolled out. Thus, we have Patch 13.1B, which is coming out with some of the few things, in particularly, the Ahri ASU. Here is what we are getting in Patch 13.1B.

Release Date

League of Legends Patch 13.1B is expected to be released on January 25th, 2023. Season 13 will start with the new Ranked Split around that date.

  • NA: 3:00 AM PT
  • EUW: 5:00 UK time
  • EUNE: 3:00 CET

LoL Patch 13.1B Notes

Patch 13.2 was scheduled to have all of the changes coming in 13.1B. As mentioned earlier, cataclysmic changes are coming to League of Legends in this patch. It is odd for them to drop such changes at the start of all the esports Leagues starting up that can abruptly change the meta.

Since 13.2 did not release, Riot Phroxzon talked about the retooled update in Patch 13.1B and mentioned the methodology of deciding which changes are coming and which are being delayed.

Highlights of the changes are to the Fighter Items, ADC-centric changes, and Grievous Wound updates. Other than that, there are some champion adjustments to keep things in check, such as nerfing Kassadin. Let’s talk about all that’s coming in this patch.

Champion Buffs

Only three champions are getting a buff Orianna, Zoe, and Lillia (Wiwwia for the memes). The Annie changes that were coming to Patch 13.2 has been delayed with an unknown timeframe. Thus, let’s talk about the changes that are coming to Patch 13.1B.

Lillia

Demonic Embrace is taking a hit this patch, so Lillia is getting a buff in response so that she is not too weak in the upcoming patch. Her damage output is being buffed across the board to compensate for the lack of utility that is being removed from Demonic Embrace.

  • Passive – Dream Laden Bough
    • Magic Damage: 5% (+1.2% per 100 AP) of target’s maximum health >>> 5% (+1.5% per 100 AP) of target’s maximum health.
  • Q – Blooming Blows
    • Magic Damage: 35/45/55/65/75 (+40% AP) >>> 35/45/55/65/75 (+45% AP).
    • Outer Edge True Damage: 35/45/55/65/75 (+40% AP) >>> 35/45/55/65/75 (+45% AP).
  • E – Swirlseed
    • Magic Damage: 70/95/120/145/170 (+45% AP) >>> 70/95/120/145/170 (+60% AP).
    • Cooldown: 16 seconds at all ranks >>> 14 seconds.

Orianna

As a champion, Orianna has been in the limelight as she always popped up in pro play. However, for a good chunk of time, she has not been in that position of power in both pro play and solo queue. Thus, a few measured buffs are coming to Orianna.

  • Passive – Clockwork Windup
    • Tik Tok: 10-50 (levels 1,4,7,10,13,16) >>> 10-50 (levels 1-18)(Note: Total Damage is unchanged).
  • Q – Command: Attack
    • Pass Through Damage Reduction: The ball deals 100% damage to the first target hit and damage afterwards is reduced by 10% per enemy hit >>> The ball deals 100% damage to the first target hit and damage afterwards is reduced to 70% to all enemies hit after the first
  • W – Command: Dissonance
    • Mana Cost: 70/80/90/100/110 >>> 70/75/80/85/90.
  • R – Command: Shockwave
    • Magic Damage: 200/275/350 (+80% AP) >>> 250/350/450 (+90% AP).

Zoe

As a burst champion, Zoe is very annoying. Her ability to sleep a champion and burst with a long range ability is iconic to League of Legends. However, that has been happening less and less due to the past Durability Update and more. So, Zoe is getting a bit more burst potential without increasing her base damage numbers.

  • E – Sleepy Trouble Bubble
    • Putting the Trouble in the Bubble: Enemies inflicted with sleep from Zoe’s Sleepy Trouble Bubble now have their Magic Resist reduced by 20/22.5/25/27.5/30%. (Note: This debuff disappears when the target is woken up.)

Champion Nerfs

There are more nerfs coming to champions as champions like Kassadin are running rampant in Solo Queue. Hopefully, the nerfs will come in and stabilize the game. Here are the following champions slated to receive nerfs.

Gangplank

Since a lot of crit items are getting buffed, Gangplank is taking a heat so he doesn’t become too strong.

  • Base Stats
    • AD Growth: 4 >>> 3.7.
  • E – Powder Keg
    • Bonus Damage on Critical Strikes: 10% >>> 5%.

Heimerdinger

Heimerdinger has been an oppressive support pick since Worlds 2022. Hence, Riot has finally come in to take that power to allow some counterplay.

  • Q – H-28G Evolution Turret
    • Turret Health: 175-700 (based on level) (+5%-40% (based on level) AP) >>> 130-640 (based on level) (+5%-45% (based on level) AP)
  • W – Hextech Micro-Rockets
    • Initial Magic Damage: 50/75/100/125/150 (+45% AP)>>> 40/65/90/115/140 (+55% AP)

Kassadin

Since the Rod of Ages and Seraph’s Embrace reworks, Kassadin has become really strong in the current patch. Patch 13.1 aims to address that to tamper some of that power. For now, it’s a small hit to his E to keep him in check.

  • E – Force Pulse
    • Cooldown: 21/19/17/15/13 seconds >>> 21/20/19/18/17 seconds.

Kindred

Since ADC items are getting some love, so Kindred is getting some pre-emptive nerfs to stop the champion from getting too strong from the upcoming update.

  • Q – Dance of Arrows
    • Physical Damage: 60/85/110/135/160 (+75% Bonus AD) >>> 50/75/100/125/150 (+75% Bonus AD).

Lucian

One of the most dominant ADC’s in pro play is getting nerfs in a patch that is giving ADC’s more power. This was a long time coming as Lucian was that strong. So, the stats as a whole are being adjusted to diminish his strengths.

  • Base Stats
    • Base Mana: 349 >>> 320.
    • Mana Growth: 38 >>> 43.
    • Base Mana Regeneration: 8.18 >>> 7.
    • Mana Regeneration Growth: 0.7 >>> 0.8.

Maokai

Maokai has been the top jungle pick in Patch 13.1 with the new jungle pets and the Demonic Embrace build. Now, with both the champion and the item getting nerfed, we should see Maokai a fair bit weaker going forward.

  • Q – Bramble Smash
    • Bonus Damage to Monsters: 120/140/160/180/200 >>> 100/120/140/160/180.
  • E – Sapling Toss
    • Magic Damage: 55/80/105/130/155 (+6% bonus health) (+40% AP) >>> 55/80/105/130/155 (+5% bonus health) (+35% AP)
    • Empowered Sapling Magic Damage: 110/160/210/260/310 (+12% bonus health) (+80% AP) >>> 110/160/210/260/310 (+10% bonus health) (+70% AP).

Nami

Lucian’s laning partner, Nami has been just as oppressive. Hence, there are some nerfs coming towards her.

  • W – Ebb and Flow
    • Magic Damage: 70/110/150/190/230 (+50% AP) >>> 60/100/140/180/220 (+55% AP).
  • E – Tidecaller’s Blessing
    • Bonus Magic Damage per Hit: 25/40/55/70/85 (+20% AP) >>> 20/35/50/65/80 (+20% AP).

Ryze

Just like Kassadin, Ryze got much stronger after the AP item changes. With his new damage output, Ryze has become too strong and Riot is now reducing the amount of damage accrued through the new items.

  • Base Stats
    • Magic Resistance: 36 >>> 32.
  • Passive – Arcane Mystery
    • Increased Maximum Mana: 10% per 100 AP >>> 6% per 100 AP.

Udyr

Since the rework, Udyr has been way too strong and versatile in League of Legends. The last Udyr update made his R too strong so that is being nerfed along with his Q.

  • Q – Wilding Claw
    • Bonus Physical Damage: 3/4/5/6/7/8% (+5% per 100 bonus AD) >>> 3/4/5/6/7/8% (+4% per 100 bonus AD).
    • Bonus Attack Speed: 20/30/40/50/60/70% >>> 20/32/44/56/68/80%.
  • R – Wingborne Storm
    • Base Damage per Tick: 10/20/30/40/50/60 >>> 10/19/28/37/46/55.

Yuumi

This might finally be the nail in the coffin for Yuumi after all these nerfs. This time around, her passive and other abilities are taking the hits.

  • Base Stats:
    • Attack Range: 500 >>> 425.
    • Base Attack Damage: 55 >>> 49.
    • Base Health: 550 >>> 500.
    • Base Health Regeneration: 7 >>> 5.
  • Passive – Bop ‘N’ Block:
    • Attack Range: When Bop ‘n’ Block is ready Yuumi will gain 25 bonus range for that attack only.
    • Shield Strength: 60-380 (based on level) >>> 45-300 (based on level).
  • W – You and Me!
    • Adaptive Force: 12-20 (+12-20% of bonus) >>> 12-20 (+6-10% of bonus)
  • E – Zoomies
    • Movement Speed: 20% (+2% per 100 AP) >>> 20% (Note: AP ratio was removed).

System Nerfs

No System buffs this patch, but there is a nerf on the block. Demonic Embrace is taking a hit to its effectiveness for melee champions. Thus, Demonic Embrace is getting a little change to fix that.

Demonic Embrace

  • Maximum Health Burn: 1.8% for melee champions/0.8% for ranged champions >>> 1.6% for melee champions/1.0% for ranged champions.

System Adjustments

This list is really long, as there are a ton of changes coming in this category. A lot of it has to do with item changes and reworks. Here are all of them.

ADC Class Adjustments

These changes are divided into two types. One is the champion changes which buff up certain ADCs. The other is ADC Item updates to make them better for the class of champions.

ADC Champion Changes

Ashe:

  • Mana scaling: 32 >>> 35.
  • Mana regen scaling: 0.4 >>> 0.65.

Caitlyn:

  • Mana scaling: 35 >>> 40.
  • Mana regen scaling: 0.55 >>> 0.7.

Ezreal:

  • Mana regen scaling: 0.65 >>> 1.

Jhin:

  • W – Deadly Flourish:
    • Mana cost: 50/60/70/80/90 >>> 50/55/60/65/70.
  • E – Captive Audience:
    • Mana cost: 30/35/40/45/50 >>> 30 at all ranks.

Jinx:

  • Base mana: 245 >>> 260.
  • Mana growth: 45 >>> 50.
  • W – Zap!:
    • Mana cost: 50/60/70/80/90 >>> 50/55/60/65/70.

Kai’Sa:

  • Base mana: 344.88 >>> 345.
  • Mana Growth: 38 >>> 40.
  • Mana Regeneration Growth: 0.45 >>> 0.7.

Miss Fortune:

  • Mana growth: 35 >>> 40.
  • Mana regen: 8.05 >>> 8.
  • Mana regen growth: 0.65 >>> 0.8.

Senna:

  • Mana regen growth: 0.4 >>> 0.7.

Sivir:

  • Mana scaling: 40 >>> 45.
  • W – Ricochet:
    • Mana cost: 60/65/70/75/80 >>> 60 at all ranks

Twitch:

  • Base mana: 287.2 >>> 300.
  • Mana Regeneration Growth: 0.45 >>> 0.7.

Xayah:

  • Mana Regeneration Growth: 0.75 >>> 0.8.

ADC Item Changes

These items are getting the brush-up just to get ADCs into a better state than they are.

Bloodthirster:

  • Life steal: 18% >>> 15%.
  • Total Cost: 3400 >>> 3200.
  • UniqueIchorshield:
    • Shield: 50-320 scaling from level 1 >>> 180-450 scaling from level 9.

Blade of the Ruined King:

  • Unique – Mist’s Edge:
    • Ranged on-hit damage: 8% >>> 9%.

Infinity Edge:

  • Unique – Perfection:
    • Required crit chance: 60% >>> 40%.

Navori Quickblades:

  • Unique – Transcendence:
    • Required crit chance: 60% >>> 40%.

Chemtech Dragon and Soul Changes

The Dragon is getting its changes as it was a little too weak compared to the rest.

  • Chemtech Drake Buff: 5% Tenacity and Heal/Shield power >>> 6% Tenacity and Heal/Shield power.
  • Chemtech Drake Soul: 10% damage resistance and increased damage dealt when below 50% health >>> 11% damage resistance and increased damage dealt when below 50% health.

Fighter Items Adjustments

Another class of items is being changed, as Fighters are the next one on the block. Fighters were far too strong, so the items are being addressed.

Black Cleaver:

  • Attack Damage: 45 AD >>> 50 AD.
  • Health: 350 >>> 400.

Death’s Dance:

  • Attack Damage: 55 AD >>> 65 AD.
  • Armor: 45 >>> 50.
  • Ability Haste: 15 >>> 0.
  • Unique – Defy:
    • Takedown Healing: 120% Bonus AD >>> 50% Bonus AD.
  • Item Recipe Update: Chain Vest + Caulfield’s Warhammer + Pickaxe >>> Chain Vest + Pickaxe + Pickaxe (Note: total cost unchanged).

Eclipse:

  • Omnivamp: 7% >>> 0%.
  • Ability Haste: 0 >>> 15.
  • Unique – Ever Rising Moon:
    • Shield Cooldown: 8 seconds for melee champions/16 seconds for ranged champions >>> 6 seconds for melee champions/12 seconds for ranged champions.
  • Item Recipe Update: Serrated Dirk + Long Sword + Vampiric Scepter >>> Serrated Dirk + Caulfield’s Warhammer (Note: total cost unchanged).

Goredrinker:

  • Mythic Passive: 7 Ability Haste >>> 50 HP + 3 Ability Haste.

Maw of Malmortius:

  • Attack Damage: 55 AD >>> 65 AD.
  • Ability Haste: 20 >>> 0.
  • Unique – Lifeline:
    • Omnivamp: Triggering Lifeline now grants 12% Lifesteal instead of 10% Omnivamp.
  • Item Recipe Update: Hexdrinker + Caulfield’s Warhammer >>> Hexdrinker + Pickaxe + Long Sword (Note: total cost unchanged).

Ravenous Hydra:

  • Picky Eater Update: 10% Omnivamp >>> 10% Lifesteal.
  • Ability Haste: 20% >>> 25%.
  • Unique – Cleave:
    • Big Update: Cleave damage also triggers Lifesteal.

Syzygy:

  • Omnivamp: 8% >>> 0%.
  • Ability Haste: 0 >>> 20%.

Grievous Wounds Items

All the Grievous Wounds effects are being bumped up to 40%, even for components. Thus all the Grievous Wounds Items are getting the bump up.

Bramble Vest:

  • Unique – Thorns:
    • Magic Damage: 4 >>> 6.
    • Grievous Wounds Upon Hit: 25% >>> 40%.

Chempunk Chainsword:

  • Attack Damage: 20 AD >>> 15 AD.
  • Unique – Hackthorn:
    • Always Applies 40% Grievous Wounds Now, Regardless of Target HP.

Chemtech Putrifier:

  • Build Path: Oblivion Orb + Bandleglass Mirror + 550 gold (total cost 2500 gold) >>> Oblivion Orb + Forbidden Idol + 700 gold (total cost 2300 gold).
  • Ability Haste: 20 >>> 15.
  • Ability Power: 60 AP >>> 40 AP.
  • Now Grants 8% Healing and Shielding Power.
  • Unique – Puffcap Toxin:
    • Grievous Wounds Application: Application reworked, now causes 40% Grievous Wounds on any damage application. (Note: the ability to apply Grievous Wounds by buffing allies has been removed)

Lord Dominik’s Regard:

As part of the Grievous Wounds update, Lord Dominik’s is also getting a buff to keep it enticing as an option opposite to Mortal Reminder.

  • Attack Damage: 30 >>> 35.

Executioner’s Calling:

  • Attack Damage: 20 AD >>> 15 AD.
  • Unique – Rend:
    • Grievous Wounds Applied: 25% >>> 40%.

Morellonomicon:

  • Health: 300 >>> 200.
  • Magic Penetration: 0 >>> 10.
  • Unique – Affliction:
  • Now Deals 40% Grievous Wounds on Magic Damage Applied.

Mortal Reminder:

  • Build Path: Executioner’s Calling + Zeal + 750 gold(total cost 2600) >>> Executioner’s Calling + Last Whisper + Cloak of Agility + 150 gold (total cost 3000 gold).
  • Attack Speed: 20% >>> 0%.
  • Movement Speed: 7% >>> 0%.
  • Armor Penetration: 0 >>> 30%.
  • Unique – Sepsis:
    • Now Deals 40% Grievous Wounds on Physical Damage Applied.

Oblivion Orb:

  • Ability Power: 35 AP >>> 30 AP.
  • Unique – Cursed:
    • Grievous Wounds Applied: 25% >>> 40%.

Thornmail:

  • Armor Ratio: 20% >>> 25%.
  • Unique – Thorns:
    • Now Deals 40% Grievous Wounds when hit by a Champion.

Other Items

Blade of the Ruiner King and Essence Reaver are also getting some adjustments.

Blade of the Ruined King:

  • Ranged On-Hit Damage: 8% >>> 9%.
  • Unique – Siphon:
    • Bonus Magic Damage: 40-150 (levels 1-18) >>> 40-103 (levels 1-18).
    • Cooldown: 20 seconds >>> 30 seconds.

Essence Reaver:

  • Attack Damage: 45 >>> 55.
  • Total Gold Cost: 2800 >>> 2900.

ARAM Balance Changes

There are a few ARAM changes coming to Patch 13.1B. Here they are as follows.

ARAM Buffs

Only two champions are getting a buff as they have had a bit of the struggle in the last patch.

  • Aatrox:
    • Damage Received: 100% >>> 90%.
    • Tenacity: 0 >>> 20.
  • Katarina:
    • Ability Haste 0 >>> 10.

ARAM Nerfs

Four champions have been targetted as oppressive in ARAM games. Thus, they are receiving slight nerfs.

  • Fiddlesticks:
    • Damage Received: 100% >>> 105%.
  • Illaoi:
    • Damage Received: 100% >>> 105%.
  • Sion:
    • Tenacity: 0 >>> -20.
  • Swain:
    • Healing Modifier: 100% >>> 90%.

ARAM Adjustments

A bit of debate in ARAM is whether Leblanc is strong in the game mode. Her burst potential still exusts in ARAMs but she can really be locked down and obliterated. Thus, Riot has decided to adjust the champion a bit for ARAM games.

  • Leblanc:
    • Damage Dealt: 117% >>> 110%.
    • Damage Received: 83% >>> 90%.
    • Ability Haste 0 >>> 20.

URF Death Timer Adjustment

After the ARAM death timer changes, Riot is bringing in the same change to the URF mode.

  • Faster URF Respawns: Death timers have been reduced by 3 seconds at each level.

Skins

Patch 13.2 will see the release of the Lunar Gods’ skins. The Lunar skins will be Lunar Empress Ashe, Lunar Guardian Kha’Zix, Lunar Guardian Malphite, Lunar Empress Qiyana, and Lunar Emperor Thresh. Also, the Prestige Porcelain Lissandra will be released in this patch.
