Mihoyo recently revealed the preinstallation start date and time for the upcoming Genshin Impact v2.3 update.
Genshin Impact v2.3 update is coming in a few days. It is supposed to go live on November 24th, 2021. The update will bring new quests, characters like Itto and Gorou, Albedo and Eula rerun, New Wolflord boss, and more. We will also get to play the 2nd part of the Albedo questline “Shadows Amidst Snowstorms”. From the trailer, we can deduce that it will be the main focus of the v2.3 update.
While players are getting ready for the upcoming update, Mihoyo recently revealed the preinstallation date and time.

Genshin Impact v2.3 Preinstallation Date and Time:
The Genshin Impact v2.3 preinstallation function will be available starting from 21st November 2021 at around 20:00(server time).
The preinstallation feature will download some of the new update resources in advance. This will significantly reduce the time it takes to finish downloading the game when the update launches. IOS and Android users will be unable to play Genshin Impact during preinstallation. But PC players can still play the game normally when the preinstallation continues.

The following guide from the official Genshin Impact blog post will help players with the preinstallation feature.
Mobile (iOS & Android):
Method 1: Travelers may begin pre-installing update resources by going to the Paimon Menu > Settings > Other > Pre-Install Resource Package.
Method 2: Travelers may also begin pre-installing update resources by tapping the “Pre-Install Resource Package” icon in the bottom-left corner of the login screen.
When the version update is released, Travelers on iOS devices must enter the App Store and tap “Update.” Android users may open the game and follow the directions on-screen (or open Google Play and tap “Update”).
Using the pre-installation function will reduce the time that the game spends updating resources on the first time you enter a new version, even if you did not fully complete pre-installation.
PC:
After the pre-installation function is available, you must first update the Genshin Impact Launcher. After updating the launcher, a “Game Pre-Installation” button will appear to the left of the “Launch” button. Click “Game Pre-Installation” to download the latest game resources.
Using the pre-installation function can speed up the update progress of the launcher during version updates.
