She is the game’s first Electro healer; Kuki Shinobu will also bring many changes to Electro-based teams and other team compositions.
Building Kuki Shinobu is tricky since her skills are based on her max HP and Elemental Mastery. Normal Attack: Shinobu’s Shadowsword
Normal Attack: Performs up to 4 rapid strikes.
Charged Attack: Consumes a certain amount of Stamina to unleash 2 rapid sword strikes.
Plunging Attack: Plunges from mid-air to strike the ground below, damaging opponents along the path and dealing AoE DMG upon impact.
Elemental Skill: Sanctifying Ring
Creates a Grass Ring of Sanctification at the cost of part of her HP, dealing Electro DMG to nearby opponents.
Grass Ring of Sanctification
Follows your current active character around. Deals Electro DMG to nearby opponents every 1.5s and restores HP for the active character(s) within the ring’s AoE based on Kuki Shinobu’s Max HP.
The HP consumption from using this skill can only bring her to 20% HP.
Elemental Burst: Gyoei Narukami Kariyama Rite
Stabs an evil-excoriating blade into the ground, creating a field that cleanses the area of all that is foul, dealing continuous Electro DMG to opponents within its AoE based on Shinobu’s Max HP.
If Shinobu’s HP is less than or equal to 50% when this skill is used, the field will last longer.

2-piece set: Healing Bonus +15%
4-piece set: When the character equipping this artifact set heals a character in the party, a Sea-Dyed Foam will appear for 3 seconds, accumulating the amount of HP recovered from healing (including overflow healing). At the end of the duration, the Sea-Dyed Foam will explode, dealing DMG to nearby opponents based on 90% of the accumulated healing. (This DMG is calculated similarly to Reactions such as Electro-Charged, and Superconduct, but it is not affected by Elemental Mastery, Character Levels, or Reaction DMG Bonuses). Only one Sea-Dyed Foam can be produced every 3.5 seconds. Each Sea-Dyed Foam can accumulate up to 30,000 HP (including overflow healing). There can be no more than one Sea-Dyed Foam active at any given time. This effect can still be triggered even when the character who is using this artifact set is not on the field.

4-piece set: When an Elemental Skill hits an opponent, the ATK of all nearby party members is increased by 20% and their Shield Strength is increased by 30% for 3s. When the character wielding this weapon triggers Elemental Reactions, they gain a Sigil of Rebellion. This effect can be triggered once every 0.5s and can be triggered even if said character is not on the field.
When you possess 2 Sigils of Rebellion, all of them will be consumed and all nearby party members will obtain “Millennial Movement: Song of Resistance” for 12s.
“Millennial Movement: Song of Resistance” increases Normal, Charged, and Plunging Attack DMG by 16% and increases ATK by 20%. Once this effect is triggered, you will not gain Sigils of Rebellion for 20s.

Verdict
Kuki Shinobu has several good weapons available, including a couple of free-to-play options. Freedom-Sworn is her best weapon because it grants Shinobu a lot of Elemental Mastery, allowing her to heal more and increase damage. Aquila Favonia and Primordial Jade Cutter are the two best options for Shinobu because Aquila Favonia will increase her physical damage ability, and Primordial Jade Cutter will increase her HP and provide a relatively high CRIT rate.
Besides the 5-star weapons, Kuki Shinobu has some really good 4-star weapon options. Favonius Sword is an excellent 4-star weapon for Shinobu, which will help her to generate a lot of energy for her and the entire team. Shinobu’s best free-to-play option is Iron Sting, a craftable sword from the blacksmith.

Playstyle
Kuki Shinobu is played as a healer who grants off-field electro application in a small AoE. Her healing initially scales off HP and gains Elemental Mastery scaling after the fourth ascension. Apart from healing, Kuki Shinobu is also capable of supporting teammates through options such as 4-piece Tenacity of the Millileth.
Kuki Shinobu’s elemental skill Sanctifying Ring, Shinobu loses 30% of her HP to summon an electro ring which will heal the character and Electro damage when the ring hits an enemy. Her skill has a long uptime with a significantly short cooldown. Her skill damage scales off her attack, but this skill acts mainly as an elemental reaction-based ability.
Kuki Shinobu’s elemental burst, Gyoei Narukami Hariyama Rite, deals heavy Electro damage in a wide area for a short time. The duration of the AoE will increase if Shinobu is under 50% HP, and the damage will increase with time. Her burst damage scales off mostly her max HP.
Currently, two Kuki Shinobu builds are present in the game; HP and Elemental Mastery build. For an HP build, HP% main stat for artifacts with prioritizing Crit and Elemental Mastery sub stats as a priority which will make her an HP-based burst DPS. For an Elemental Mastery build, Elemental Mastery for main stat with prioritizing Crit and HP sub stats.
Her elemental skill can briefly apply Electro when Sanctifying Ring hits an enemy, and it can apply Electro which is great for elemental infused attacks. She is a great support unit for Taser teams; Kuki will be providing continuous Electro application and healing in this team comp. She’ll mostly be a quick swap character rather than an on-field one. Being an Electro character, she synergizes well with Cryo teams as superconduct activated, thereby increasing physical damage, which means she acts as good support for Eula teams.
