Every Law in Frostpunk 2 and their effects.

In Frostpunk 2, you are the leader of the last city on a frostbound Earth. In addition to resource management and production, one of your main responsibilities is to keep order in the city.

The center of the screen holds an icon that slowly fills up with a black liquid, this indicates the Tension among your population. When the Tension reaches a boiling point, chaos will ensue and the city will fall, ending your leadership.

One of the main ways you can keep Tension in check, as well as other problems such as Disease and Crime, is through passing Laws.

You can pass Laws in Council Hall meetings, where various faction members will vote on which Laws will be passed.

Laws can affect all aspects of your city, from production efficiencies to crime rates and more. But Laws are not black and white, and most carry a negative effect along with the benefits.

For example, a Law that increases income and production efficiency by making essentials paid will also increase Tension. This will prove counterintuitive to your objective of keeping order in the city. Although sometimes Laws like this might be necessary to meet the demands of your city.
