Riot has unveiled that Lux, Elise, Samira, Vex, and others are receiving massive buffs in Patch 13.17.

The last couple of Patches for League of Legends has been somewhat small, but that won’t be the case for Patch 13.17. In preparation for Worlds 2023, Riot is looking to make some drastic changes.

It’s no surprise that Riot drastically changes the meta before each year’s Worlds event. And with Worlds 2023 less than two months remaining, Riot has started to make such a meta-shift. In Patch 13.17, we will get some meta-defining changes. First of all, Riot is trying to make Mage Mids more viable. So champions like Twisted Fate, Lux, Orianna, and Zoe are getting some buffs and quality of life changes.

Furthermore, Bruisers like Tryndamere, Aatrox, Vi, and Hecarim, and their Items, such as Goredrinker and Stridebreaker, are getting some much-needed changes. We are also getting some changes to snowball-heavy Junglers like Kayn, Kha’Zix, and Kindred.

Apart from these changes, the Cosmic skin line is finally returning with four brand-new skins.

Patch 13.17 Buffs

Here are all the buffs coming in Patch 13.17,

Champion Buffs

Elise

Riot has always been quite cautious about buffing Elise, and for a good reason. Every time Elise gets strong, she starts dominating the meta. So, this time, Riot is giving her more of a quality of life change.

  • Passive – Spider Queen:
    • Innate – Spider Form:
      • Basic Attacks: 10/20/30/40 (+20% AP) >>> 12/22/32/42 (+20% AP).
      • Healing for Basic Attacks: 4/6/8/10 (+8 AP) >>> 6/8/10/12 (+8 AP).
  • E – Cocoon:
    • Stun Duration: 1.6/1.7/1.8/1.9/2 seconds >>> 1.6/1.8/2/2.2/2.4 seconds.

Gnar

Mini-Gnar will remain untouched, while Mega-Gnar is getting some decent buff to his Q – Boulder Toss and W – Wallop.

  • Q – Boulder Toss:
    • Damage: 25/70/115/160/205 (+140% AD) >>> 45/90/135/180/225 (+140% AD).
  • W – Wallop:
    • Damage: 25/55/85/115/145 (+100% AD) >>> 35/65/95/125/155 (+100% AD).

Lux

It appears Riot is trying to shift Lux from Support to Mid-Lane, but these changes should not affect Support Lux much. In some instances, these buffs make Support Lux even better.

  • Base Stats:
    • Mana Regeneration: 8 Mana per Seconds >>> 7 Mana per Seconds.
  • Passive – Illumination:
    • Damage: 20 – 190 (+20% AP) >>> 30 – 200 (+25% AP).

Orianna is getting a Health Growth increase, and her W – Command: Dissonance damage is being increased by flat 30. These buffs should make her laning phase a lot better now.

  • Base Stats:
    • Health Growth: 105 Health per Level >>> 110 Health per Level.
  • W – Command: Dissonance:
    • Damage: 60/105/150/195/240 (+70% AP) >>> 70/120/170/220/270 (+70% AP).

Samira

Samira is getting some compensation buffs due to the Mid-Season Shieldbow changes.

  • Base Stats:
    • Health: 600 >>> 630.

Twisted Fate

Twisted Fate’s Q – Wild Cards AP ratio is going up by 10%. Although not exactly huge buffs, it should make his late game better.

  • Q – Wild Cards:
    • Damage: 60/100/140/180/220 (+80% AP) >>> 60/100/140/180/220 (+90% AP).

Tryndamere

Tryndamere should benefit significantly from these adjustments to his Attack Range, especially when matched up against melee opponents.

  • Base Stats:
    • Attack Range: 125 >>> 175.

Vex

Like Lux, Zoe, and Orinana, Vex is also getting some buffs geared towards her laning phase.

  • Q – Mistral Bolt:

    • Cooldown: 20/18/16/14/12 seconds >>> 16/15/14/13/12 seconds.
  • R – Shadow Surge:
    • [QoL Change] Pinging R now mentions the enemies that are in range of the ability.

Zoe

Zoe is getting some much-needed quality-of-life changes. Her Health Regeneration is being increased, and E-Sleepy Trouble Bubble is getting some slight buffs.

  • Base Stats:
    • Health Regeneration: 6.5 Health per Second >>> 7.5 Health per Second.
  • E – Sleepy Trouble Bubble:
    • Sleep Duration: 2.25 seconds >>> 2.5 seconds.
    • Magic Resistance Reduction: 20/22.5/25/27.5/30% >>> 30%.

System Buffs

Goredrinker

Goredrinker’s build path is getting changed to accommodate for the Health increase.

  • New Build Path: Ironspike Whip + Phage + Kindlegem + 200 Gold.
  • Health: 300 >>> 400.

Ceaseless Hunger

Similar to Goredrinker, its Ornn upgrade, Ceaseless Hunger, will have its Health increased.

  • Health: 450 >>> 600.

Immortal Shieldbow

Immortal Shieldbow will now be better in the early game thanks to its early-game Shield increase.

  • Unique – Lifeline:
    • Shield Value: 215 – 500 (level 11 – 18) >>> 290 – 500 (level 11 – 18).
