League of Legends Patch 14.9: All Buffs, Nerfs, and Adjustments

Patch 14.9 is coming out soon with a ton of changes on the docket.

Riot is getting ready to deploy yet another patch for League of Legends. Patch 14.8 is the MSI Patch and Patch 14.9 will build up on that with more changes.

The full patch details are as follows as Riot has added a bunch of changes. However, the patch does mostly contain nerfs and adjustments on different fronts.

Champion Buffs

First, let’s start with the Champion Buffs and there are a few in this patch. Here they all are.

Amumu

Riot is improving Amumu’s Base AD and Armor.

  • Base Stats:
    • Attack Damage: 53 >>> 57.
    • Armor: 30 >>> 33.

Karma

Some utility changes are coming to Karma to improve her position as a support. However, there is a chance this backfires considering mid Karma was the meta for a long time this season.

  • Q – Inner Flame:
    • Slow Effect: 35% >>> 40%.
  • R + E – Defiance:
    • Area Shield: 90% of bonus shield value >>> 100% of bonus shield value.
    • Area Movement Speed: 12% >>> 15%.

Kennen

Riot is making some QoL changes with Kennen that includes a pretty interesting feature addition that will allow Kennen to flank with the Ultimate better.

  • E – Lightning Rush:
    • Now has a range indicator on hover.
  • R – Slicing Maelstrom:
    • Has a new animation.
    • Can now be cast while moving.

Malzahar

Some neat buffs are coming to Malzahar as his Q is cheaper to cast early on while his wave clear ability gets a shorter early game cooldown.

  • Q – Call of the Void:
    • Mana Cost: 80 >>> 60/65/70/75/80.
  • E – Malefic Visions:
    • Cooldown: 15/13/11/9/7 seconds >>> 11/10/9/8/7 seconds.

Sejuani

Riot is once again trying to bring Sejuani back to the forefront after she dropped out of the meta as of late.

  • Passive – Fury of the North:
    • Bonus Armor and Magic Resist: 10 (+ 50% of bonus armor or magic resist) >>> 10 (+ 75% of bonus armor or magic resist).
  • W – Winter’s Wrath:
    • Damage: 30/75/120/165/210 (+ 8% Maximum Health) >>>> 10/40/70/100/130 (+ 12% Maximum Health).

Seraphine

A small buff is coming to Seraphine to make sure she becomes stronger while not overpowering her too much.

  • Q – High Note:
    • Damage: 60/85/110/135/160 (+ 50% AP) >>> 60/85/110/135/160 (+ 60% AP).

Champion Nerfs

Unlike Champion Buffs, the nerfs list is a long one. There’s a ton of nerfs to break down as Riot is going a lot more nerf-heavy this patch.

Ahri

Riot is decreasing Ahri’s W damage while also increasing the cooldown on her R. This will make Ahri be less safe as a mid laner and get out of trouble and be as mobile as she is.

  • W – Fox-Fire:
    • Damage: 50/75/100/125/150 (+ 30% AP) >>> 45/70/95/120/145 (+ 30% AP).
  • R – Spirit Rush:
    • Cooldown: 130/105/80 seconds >>> 130/115/100 seconds.

Aurelion Sol

It seems Aurelion Sol’s E is still doing too much, so Riot is decreasing the total AP ratio for the ability.

  • E – Singularity:
    • Total Magic Damage: 50/75/100/125/150 (+ 100% AP) >>> 50/75/100/125/150 (+ 80% AP).

Blitzcrank

Blitzcrank has been popping up at higher ranks as Riot is decreasing his survivability and utility.

  • Passive – Mana Barrier:
    • Shield Duration: 10 seconds >>> 4 seconds.
  • W – Overdrive:
    • Movement Speed: 70/75/80/85/90% (decaying) >>> 60/65/70/75/80% (decaying).

Evelynn

Riot has identified that Evelynn has a little too much utility from her W and too much damage on her R.

  • W – Allure:
    • Slow Effect: 65% >>> 45%.
  • R – Last Caress:
    • Damage: 125/250/375 (+ 75% AP) >>> 125/250/375 (+ 65% AP).

Jinx

Jinx is coming back to the meta as Riot is increasing her R cooldown slightly.

  • R – Super Mega Death Rocket:
    • Cooldown: 70/55/40 seconds >>> 85/65/45 seconds.

Kassadin

A small nerf is being given to Kassadin to decrease his damage output a little.

  • E – Force Pulse:
    • Damage: 60/90/120/150/180 (+ 80 AP) >>> 60/90/120/150/180 (+ 70 AP).

Master Yi

Riot is reducing Master Yi’s damage a little from his E.

  • E – Wuju Style:
    • Damage: 30/35/40/45/50 (+ 30% Bonus AD) >>> 20/25/30/35/40 (+ 30% Bonus AD).

Olaf

Riot is reducing the damage from Olaf’s Q while increasing Monster Damage Modifier. Also, the resistances from his R are being reduced for lesser survivability.

  • Q – Undertow:
    • Damage: 65/115/165/215/265 (+ 100% Bonus AD) >>> 60/110/160/210/260 (+ 100% Bonus AD).
    • Monster Damage Modifier: 5/15/25/35/45 >>> 10/20/30/40/50.
  • R – Ragnarok:
    • Bonus Resistances: 10/20/30 >>> 10/15/20.

Pyke

Pyke’s maneuverability has been one of his strengths as Riot has deemed it too powerful. Thus, they are levying some nerfs to his E.

  • E – Phantom Undertow:
    • Mana Cost: 50 >>> 65.
    • Cooldown: 15/14/13/12/11 seconds >>> 17/16/15/14/13 seconds.

Skarner

Since his VGU, Skarner has done a lot of work, and Riot continues to balance him from patch to patch. This time around, Riot is taking off stats from his Q and W while giving him more Mana Regeneration.

  • Base Stats:
    • Mana Regeneration Growth: 0.6 per level >>> 0.75 per level.
  • Q – Shattered Earth/Upheaval:
    • Damage: 10/25/40/55/70 (+ 60% Bonus AD)(+ 5% of Bonus Health) >>> 10/20/30/40/50 (+ 60% Bonus AD)(+ 5% of Bonus Health).
  • W – Seismic Bastion:
    • Slow Effect: 20/25/30/35/40% >>> 20%.
    • Shield Strength: 9% Maximum Health >>> 8% Maximum Health.

Taliyah

Riot is giving some nerfs to Taliyah to stop her effectiveness in the Jungle.

  • Q – Threaded Volley:
    • Mana Cost: 55/60/65/70/75 >>> 75/80/85/90/95.
    • Mana Cost for Worked Ground Unchanged.
    • Bonus Monster Damage: 25 (+ 10% AP) >>> 25 (+ 5% AP).

Twitch

Riot is making a bunch of changes to Twitch as a lot of stats are being reduced.

  • Base Stats:
    • Health: 682 >>> 630.
    • Health Growth: 100 per level >>> 104 per level.
  • W – Venom Cask:
    • Slow Effect: 30/35/40/45/50 (+ 6% per 100 AP) >>> 30/35/40/45/50 (+ 5% per 100 AP).
  • R – Spray and Pray:
    • Bonus Attack Damage: 40/55/70 >>> 30/45/60.

Urgot

A small Armor nerf is coming to Urgot.

  • Base Stats:
    • Armor Growth: 5.45 per level >>> 5 per level.

Champion Adjusments

There are some big champion adjustments coming as Riot is giving four champions a workup.

Akshan

In Akshan’s case, Riot is trading off his movement speed and wave clear for more damage on his Ultimate.

  • Q – Avengerang:
    • Bonus Movement Speed: 20/25/30/35/40% (+ 5% per 100 AP) >>> 20% (+ 5% per 100 AP).
    • Non- Champion Damage: 40/52.5/65/77.5/90% >>> 40/50/60/70/80%.
  • R – Comeuppance:
    • Minimum Damage: 20/25/30 (+ 10% total AD) (critical chance damage) >>> 25/35/45 (+ 15% total AD) (critical chance damage).
    • Maximum Damage: 80/100/120 (+ 40% total AD) (critical chance damage) >>> 75/105/135 (+ 45% total AD) (critical chance damage).

Bel’Veth

Riot is nerfing Bel’Veth’s attack speed and normal damage while improving monster damage early on in the game until a certain breakpoint.

  • Passive – Death in Lavender:
    • Attack Speed: 0.28 – 1% (level 1 – 13) >>> 0.28 – 1% (level 1 – 17).
  • Q – Void Surge:
    • Damage: 10/15/20/25/30 (+ 110% total AD) >>> 10/15/20/25/30 (+ 100% total AD).
    • Monster Damage Modifier: 140% Total Damage >>> 45/55/65/75/85 flat damage.

Janna

Janna’s W damage is decreasing while her E is getting more Shield strength.

  • W – Zephyr:
    • Damage: 55/90/125/160/195 (+ 30% Bonus Movement Speed)(+ 60% AP) >>> 55/85/115/145/175 (+ 30% Bonus Movement Speed)(+ 50% AP).
  • E – Eye of the Storm:
    • Shield Strength: 80/115/150/185/220 (+ 55% AP) >>> 80/120/160/200/240 (+ 55% AP).

Nilah

Riot is nerfing damage from Nilah’s Q while increasing the Attack Speed slightly. All these changes are to her Q Active.

  • Q – Formless Blade:
    • Active Damage: 5/10/15/20/25 (+ 90/97.5/105/112.5/120% Bonus AD)( +1 + 120% Critical Chance) >>> 5/10/15/20/25 (+ 90/95/100/105/110% Bonus AD)( +1 + 100% Critical Chance).
    • Active Attack Speed: 10 – 50% (based on level) >>> 10 – 60% (based on level).

Item Buffs

So far, there is only one item we know of that will get buffs for items and that is Death’s Dance. Here are the details.

Death’s Dance

Riot is making some pretty big changes to Death’s Dance. They are changing the Build Path while AD and Healing on a kill is increasing.

  • New Build Path: Steel Sigil + Caufield Warhammer + Pickaxe + 125 Gold (Total Price Unchanged).
  • Attack Damage: 55 >>> 60.
  • Unique Passive – Defy:
    • Healing: 50% Bonus AD >>> 75% Bonus AD.

Item Nerfs

There are quite a few nerfs planned by Riot and they are as follows:

Eclipse

Riot is adjusting the damage for Melee champions while Ranked damage remains the same.

  • Unique Passive – Ever Rising Moon:
    • Melee Damage: 8% of Maximum Health >>> 6% of Maximum Health.
    • Ranged Damage Unchanged.

Sterak’s Gage

The overall price of Sterak’s Gage is increasing while the Passive cooldown is also increasing.

  • Price: 3000 Gold >>> 3200.
  • Unique Passive – Lifeline:
    • Cooldown: 60 seconds >>> 90 seconds.

Sundered Sky

Riot is putting in some changes to Sundered Sky’s passive.

  • Unique Passive – Lightshield Strike:
    • Cooldown: 6 seconds >>> 8 seconds.
    • Healing: 140% Base AD (+ 6% Missing Health) >>> 12.0% Base AD (+ 6% Missing Health)

Item Adjustments

Both Maw of Malmortius and Hexdrinker are getting pretty big changes. Here they are as follows.

Hexdrinker

Magic Resist in Hexdrinker is decreasing while the Build Path adds a Long Sword without changing the price.

  • New Build Path: Long Sword + Long Sword + Null-Magic Mantle + 150 Gold (total price unchanged).
  • Magic Resistance: 35 >>> 30.

Maw of Malmortius

A bunch of stats are changing in Maw of Malmortius. In addition to the Hexdrinker changes, there are several more coming, including a price increase.

  • Price: 2800 Gold >>> 3100 Gold.
  • Attack Damage: 65 >>> 70.
  • Magic Resistance: 50 >>> 40.
  • Ability Haste: 0 >>> 15.
  • Unique Passive – Lifeline:
    • Sustain Change: 12% Lifesteal >>> 10% Omnivamp.
    • Shield Duration: 2.5 seconds >>> 3 seconds.

Other System Changes

Riot is making a Selection and Gameplay Radius change, which will allow you to click about 30 champions more easily. This change also makes champions like Aurelion Sol, K’Sante, Naafiri, and more have a larger selection area, while champions like Yuumi will be smaller in terms of gameplay.

The exact list of champions affected has not been revealed yet, and this section will be updated when that happens.
