League of Legends Patch 14.23 Notes: New Changes, Release Date, and More

Patch 14.23 is almost here, so let’s go over all the changes coming in the patch.

The League of Legends Season 14 is coming to a close, as are the year’s final few patches. Patch 14.23 will be the penultimate of only two patches remaining in the last two months of 2024.

Patch 14.23, like other end-of-season patches, will include a ton of new changes. Earlier in the week, Riot Phreak provided a breakdown of the changes we can expect in his most recent video detailing the upcoming patch. Recently, Riot Phroxzon provided a patch preview that contained all the changes arriving in the upcoming patch.

So, without further ado, let us go over the proposed changes.

When Does LoL Patch 14.23 Release?

League of Legends Patch 14.23 is expected to be released on Wednesday, November 20, 2024.

Patch 14.23 release time and server maintenance:

  • NA: 3:00 AM PT
  • EUW: 5:00 UK time
  • EUNE: 3:00 CET

Patch 14.23 Champion Changes

Here are all the Champion changes coming in the upcoming patch,

Buffs

Azir

W – Arise!

  • AP ratio increased to 40 / 45 / 50 / 55 / 60% AP from 35 / 40 / 45 / 50 / 55% AP.

Master Yi

R – Highlander

  • Attack speed increased to 25 / 45 / 65% from 25 / 30 / 35%.

Miss Fortune

Q – Double Up

  • Mana cost reduced to 40 at all ranks from 43 / 46 / 49 / 52 / 55.

Rammus

Q – Powerball

  • Cooldown reduced to 12 / 10.5 / 9 / 7.5 / 6 seconds from 16 / 13.5 / 11 / 8.5 / 6.

Rengar

R – Thrill of the Hunt

  • Bonus damage increased to 100% AD from 50% AD.
  • Armor reduction increased to 15 / 20 / 25 from 12 / 18 / 24.

Nerfs

Caitlyn

Passive – Headshot

  • Now Count stacks are displayed as pips under the health bar for the player. The last pip (the Headshot) is highlighted.

R – Ace in the Hole

  • The bonus AD ratio was reduced to 100% bonus AD from 150%.

Kha’Zix

Base Stats

  • Base armor was reduced to 32 from 36.

W – Evolved Spike Racks

  • Isolated slow reduced to 60% from 75%.

Kog’Maw

Q – Caustic Spittle

  • Resistances reduction changed to 16 / 20 / 24 / 28 / 32% from 23 / 25 / 27 / 29 / 31%.

W – Void Ooze

  • Base damage reduced to 70 / 110 / 150 / 190 / 230 from 75 / 120 / 165 / 210 / 255.
  • AP ratio reduced to 65% AP from 70% AP.

Shyvana

Base Stats

Magic resistance growth reduced to 1.5 from 2.05.

E – Flame Breath

  • Fireball AP ratio reduced to 70% AP from 80% AP.
  • R – Dragon’s Descent fireball AP ratio reduced to 90% AP from 100% AP.

Tahm Kench

Passive – An Acquired Taste

  • AP ratio reduced to 1.5% AP per 100 bonus health from 2% AP per 100 bonus health.

R – Devour

  • Shield AP ratio reduced to 100% AP from 150% AP.

Teemo

E – Toxic Shot

  • Damage against monsters reduced to 125% from 150%.

Zac

Q – Stretching Strikes

  • Health ratio reduced to 3% of his maximum health from 4%.

Adjustments

Quite a number of champions are getting adjustments in the patch. Ambessa, Aurora, Rell, and Smolder are some of the notable ones.

Ambessa

Passive – Drakehound’s Step

Bug Fix: Dash pathfinding no longer ignores champion-generated terrain.

Q2 – Sundering Slam

Recast time increased to 4 seconds from 3.5.

R – Public Execution

  • Bug Fix: If the cast is successful, all movement orders issued before seizing the target are now discarded upon the lockout ending (target being slammed onto the ground).

Aurora

Passive – Spirit Abjuration

  • Removed – Realm Hopper: After exorcising an enemy, for the next 4 seconds (refreshing on subsequent exorcisms) Aurora no longer gains  5% − 8.6% (based on level) (+ 3% per 100 AP) bonus movement speed, and an additional 2% (+ 1.5% per 100 AP) bonus movement speed for each active Spirit, up to 4 Spirits maximum.
  • The effect name moved to  Across the Veil &  Between Worlds.

Q – Twofold Hex

  • Range increased to 900 units from 850.
  • Cooldown increased to 9 / 8.5 / 8 / 7.5 / 7 seconds from 8 / 7.5 / 7 / 6.5 / 6.
  • New Effect: Now automatically recasts at the end of its duration.
  • Base damage increased to 45 / 70 / 95 / 120 / 145 from 40 / 65 / 90 / 115 / 140.
  • Total base damage increased to 90 / 140 / 190 / 240 / 290 from 80 / 130 / 180 / 230 / 280.

W – Across the Veil

  • Cooldown reduced to 16 / 15 / 14 / 13 / 12 seconds from 22 / 21 / 20 / 19 / 18.
  • Removed: No longer grants  Spirit Abjuration’s Realm Hopper for 4 seconds.
  • New Effect – Realm Hopper: Now grants 20 / 25 / 30 / 35 / 40% bonus movement speed for 4 seconds.

E – The Weirding

  • Range increased to 825 units from 800.

R – Between Worlds

  • Removed: No longer grants  Spirit Abjuration’s Realm Hopper for 4 seconds, with the effectiveness increased by 100% while Aurora is inside the rift.
  • New Effect: Now grants  Across the Veil’s Realm Hopper for 4 seconds.
  • Rift duration increased to 1.75 / 2.5 / 3.25 seconds from 1.25 / 1.75 / 2.25.
  • Removed: Enemies colliding with the rift are no longer knocked back 75 units away from it.
  • Slow unchanged.

Jinx

Base Stats

  • Attack damage growth increased to 3.25 from 2.9.

W – Zap!

  • AD ratio reduced to 140% AD from 160% AD.

Rell

Base Stats

  • Base mana reduced to 320 from 350.
  • Mana growth reduced to 40 from 45.
  • Base mana regeneration increased to 7 from 6.
  • Mana regeneration growth increased to 0.7 from 0.35.
  • Base armor was reduced to 30 from 36.
  • Armor growth increased to 4.3 from 4.2.
  • Base magic resistance was reduced to 28 from 30.
  • Magic resistance growth reduced to 1.8 from 2.05.
  • Attack speed growth increased to 2% from 1.5%.
  • Attack windup reduced to 18.75% from 21%.
  • Attack windup time is no longer reduced by 0% − 7.14% (based on level).
  • Attack windup modifier increased to 1 (default) from 0.4.
  • Base movement speed was reduced to 315 from 330.

Passive – Break the Mold

  • Minimum resistance steal increased to 1 − 2 (based on level) from 0.8 − 2 (based on level).
  • New Effect: Now deals on-hit damage equal to  5% total armor and  5% total magic resistance.

Q – Shattering Strike

  • Stun duration reduced to 0.65 seconds from 0.75.

W1 – Ferromancy: Crash Down

  • Cooldown reduced to 10 seconds from 11.
  • Knockup duration reduced to 0.4 seconds from 1.
  • New Effect: Now also stuns for 0.8 seconds at the start of the displacement.
  • New Effect – Mounted Alacrity: While Rell is mounted, she passively gains 20 / 25 / 30 / 35 / 40 bonus movement speed.
  • Base shield increased to 15 / 40 / 65 / 90 / 115 from 15 / 40 / 65 / 90 / 110.

W2 – Ferromancy: Mount Up

  • Cooldown reduced to 10 seconds from 11.
  • Stun duration reduced to 0.6 seconds from 1.
  • Removed: Rell’s movement speed is no longer reduced by 10% while dismounted.
  • Bonus resistances increased to 15% from 12%.
  • Bonus attack speed reduced to 20% from 30%.

E – Full Tilt

  • Cooldown reduced to 14 / 13 / 12 / 11 / 10 seconds from 15 at all ranks.
  • Removed – Mounted Alacrity: Rell no longer passively gains 5 − 50 (based on level) bonus movement speed, reduced by 50% while in combat.
    • Effect name moved to  Ferromancy: Crash Down.
  • Removed: Active movement speed no longer ramps up linearly from 75% of its maximum value over the first 2 seconds.
  • Base movement speed reduced to 10% from 12 / 13 / 14 / 15 / 16%.
  • Rally movement speed modifier increased to 250% of the base from 200%.
    • Rally movement speed changed to 25% from 24 / 26 / 28 / 30 / 32%.
  • Removed: No longer has a base damage of 25 / 35 / 45 / 55 / 65.
  • Removed: Damage no longer scales with 50% AP.
  • The target health ratio increased to 5 / 5.5 / 6 / 6.5 / 7% maximum health from 3% at all ranks.
  • New Effect: The target health ratio now scales with 3% per 100 AP.
  • Damage cap against monsters increased to 150 − 300 (based on level) from 150 at all levels.
  • New Effect: Damage based on the target’s health now applies against structures.
  • New Effect: Damage based on the target’s health is now capped at 150 − 300 (based on level) against structures.

Smolder

Passive – Dragon Practice

  • Super Scorcher Breath Dragon Practice stack ratio reduced to 30% − 52.5% (based on critical strike chance) from 40% − 70% (based on critical strike chance).
  • Flap, Flap, Flap Dragon Practice stack ratio reduced to 10% from 20%.

Q – Super Scorcher Breath

  • New Effect: Now refunds 15 mana if this ability kills at least one target.
  • Base damage increased to 65 / 80 / 95 / 110 / 125 from 15 / 25 / 35 / 45 / 55.
  • AD ratio changed to 130% bonus AD from 100% total AD.
  • Removed: Damage to non-champions reduced to 100% from 110%.
  • Tier 2 base missiles increased to 2 from 1.
  • Tier 2 bonus missiles per 100  Dragon Practice stacks were reduced to 0.8 from 1.5.
  • Tier 2 missile explosion damage was reduced to 50% from 75%.
  • Explosion base damage changed to 32.5 / 40 / 47.5 / 55 / 62.5 from 11.25 / 18.75 / 26.25 / 33.75 / 41.25.
  • The explosion AD ratio changed to 65% bonus AD from 75% total AD.
  • Tier 3 burn AD ratio increased to 2.5% per 100 bonus AD from 2% per 100 bonus AD.
  • Removed: Tier 3 burn no longer scales with 1% per 100 AP.
  • Tier 3 burn  Dragon Practice stack ratio reduced to 0.4% per 100  Dragon Practice stacks from 0.8% per 100  Dragon Practice stacks.

W – Achooo!

  • Mana cost changed to 50 / 55 / 60 / 65 / 70 from 60 at all ranks.
  • Glob base damage reduced to 30 / 50 / 70 / 90 / 110 from 45 / 75 / 105 / 135 / 165.
  • Glob bonus AD ratio increased to 60% bonus AD from 25%.
  • Removed: Glob damage no longer scales with 20% AP.
  • Explosion base damage increased to 30 / 50 / 70 / 90 / 110 from 25 / 40 / 55 / 70 / 85.
  • Explosion bonus AD ratio increased to 60% bonus AD from 25%.
  • Non-champion damage was reduced to 100% from 140%.

E – Flap, Flap, Flap

  • Base damage per bolt reduced to 5 / 10 / 15 / 20 / 25 from 15 / 20 / 25 / 30 / 35.
  • AD ratio per bolt increased to 25% AD from 10% AD.
  • The number of bolts per 100  Dragon Practice stacks increased to 1 from 0.75.

R – MMOOOMMMM!

  • Cooldown reduced to 120 seconds at all ranks from 140 / 130 / 120.
  • New Effect: Now deals 50% damage against non-champions.

Patch 14.23 Item Adjustments

A couple of items are getting some adjustments in the upcoming patch.

The Collector

  • Total cost increased to  3000 from  2950.
  • The Combine cost was increased to  525 from  475.

Youmuu’s Ghostblade

  • Haunt movement speed was reduced to ( 20 / 10) from 20 for all users.
  • Active duration reduced from 6s to 4s

Yun Tal Wildarrows

  • Total cost reduced to  2900 from  3000.
  • The Combine cost was reduced to  650 from  750.
  • Flurry duration increased to 6 seconds from 4.
  • Flurry cooldown reduced to 30 seconds from 40.

Patch 14.23 System Adjustments

Bounties

  • Champion Bounties grow 14% faster from Kills and Assists
  • Champion Bounty reduction due to losing increased up to 4x
  • Maximum contribution to Objective Bounties from gold leads doubled
