To unlock the Shovel recipe in Windrose, you need to progress far enough into the early tutorial to start mining and smelting Copper. The key step is getting Copper Ore, smelting it into Copper Ingots, and then taking the finished Copper Ingot from the Furnace. Once you do that, the Shovel recipe should become available at your Workbench.
This is why some players feel stuck when they find suspicious digging spots early on. The game teaches you about exploration quickly, but the Shovel only becomes craftable after you interact with Copper and start using the smelting system.
Where To Find Copper for the Shovel
Copper Ore can be found in a cave on the starter island. The cave is located near the center of the starting island, and following the tutorial quests should lead you directly to the Copper Cave if you are having trouble finding it.
Before heading out, make sure you have a Pickaxe ready. You need it to mine Copper Ore from the cave. Once you have enough ore, return to your base and use the Furnace to smelt it into Copper Ingots.
