The League of Legends Patch 12.23b will be released soon as some final adjustments are made before the year ends.
Following the release of Patch 12.23 not long ago, Riot is making some follow-up changes in the form of Patch 12.23b. It will be the final update until 2023 and include various upgrades, including champion buffs and nerfs, champion tweaks, and system changes. However, one of the most significant updates in Patch 12.23b will be the nerfs to Hecarim.
Hecarim was pretty strong before the Preseason update, but he became a monster in the Jungle after the update. Like most meta champions this preseason, Hecarim can abuse the new item Jak’Sho, The Protean and Ravenous Hydra combo. The combo gives him a lot of resistance and healing and allows him to duel most champions, sometimes even being able to 1v5 in certain situations. Also, to sweeten the deal, Hecarim is a great user of the new Spear of Shojin item too.
Currently, Hecarim is one of the strongest jungler in the game right now, along with Rammus. Although he has a respectable 50% in Platinum+ Solo-Queue, with a solid 10% pick rate, he has an overwhelming ban rate of 42%, which is the highest ban rate of any champion in the game. So, it’s not hard to see why Riot is giving Hecarim the nerf Hammer.
The Lead Designer of the League of Legends balance team posted Patch 12.23b changes on his Twitter Page.

Patch 12.23b Hecarim Nerfs
Q – Rampage – Percent Bonus Damage per Stack 4% (+5% per 100 bonus AD) ⇒ 3% (+ 4% per 100 bonus AD)
The nerfs, at first glance, might seem pretty small but keep in mind Hecarim that his Q damage ramps up as in damage each time he hits an enemy with it, stacking up three times.
So, it is a pretty significant nerf.
Release Date
The Hecarim nerfs will hit live servers in patch 12.23b, scheduled to release on December 14th, 2022.
