PIDF Tower Entrance
Around the northeastern corner of the map, a Black Marketeer can be found inside the Secret Mineshaft around the PIDF Tower Entrance. However, to survive in this area, you must equip yourself with cold resistance properly.
Mount Obsidian Beach
You can also find a Black Marketeer around the beach shores around Mount Obsidian. Fast travel to the Beach of Everlasting Summer waypoint and head over to the west side until you find this Black Marketeer.
