Rockstar’s Updated Mod Rules Target Story Mods, Crypto, and Paid Content

Rockstar Games has published updated guidelines explaining what mod creators can and cannot do with its games, including the Grand Theft Auto and Red Dead Redemption series.

The new policy covers story modifications, multiplayer projects, intellectual property, prohibited content, and monetization. It also makes clear that Rockstar’s officially licensed Creator Platform is the only authorized place for creators to commercially monetize mods.

Rockstar Restricts Story and Cross-Game Mods

One of the most significant parts of the updated policy concerns Rockstar’s established fictional universes. The company says modders should not expand or modify official storylines, missions, characters, plots, or other parts of a game’s established continuity.

So, this wording could affect ambitious fan projects that attempt to create unofficial sequels, additional story chapters, or alternate versions of existing Rockstar characters.

Rockstar also prohibits mods that transfer intellectual property between its games. Creators cannot combine maps, characters, locations, storylines, or other assets from one Rockstar title with another. That means projects attempting to bring Red Dead Redemption locations into GTA 5, for example, could violate the guidelines.

Mods also cannot make Rockstar games operate on consoles, hardware, or platforms where the company has not officially released them.

Multiplayer Mods Must Use Rockstar’s Creator Platform

Rockstar says multiplayer modding is limited to its officially licensed Creator Platform unless the project has received separate permission from the company.

This is particularly relevant to the communities surrounding FiveM and RedM, the multiplayer modification platforms used to operate custom GTA 5 and Red Dead Redemption 2 servers. Rockstar acquired the Cfx.re team behind those platforms in 2023 and has since expanded its official involvement in community-created experiences.

The guidelines also prohibit cheat menus and other software that interferes with Rockstar’s official multiplayer services or licensed Creator Platform.

Creators cannot use Rockstar logos or intellectual property in a way that suggests their mod or server is officially endorsed. Third-party intellectual property, including protected music, characters, advertisements, brands, photographs, and game content, is also prohibited without permission.

Rockstar specifically says modders cannot reuse or alter voice performances taken from its games. Using a real person’s voice, image, or likeness without written permission is similarly prohibited.

Rockstar Sets Strict Rules for Mod Monetization

Rockstar’s Creator Platform is now described as the exclusive licensed destination for monetizing community mods. Projects operating outside that ecosystem must remain strictly non-commercial unless Rockstar has directly authorized them.

Even within the approved platform, creators must use authorized digital storefront providers and comply with Rockstar’s licensing terms.

The company prohibits mods involving:

  • Real-money gambling
  • Paid loot boxes or gacha-style chance mechanics
  • The sale of virtual currency for real money
  • Cryptocurrency, NFTs, tokens, memecoins, or stablecoins
  • Third-party advertisements, sponsorships, or product placement
  • Monetized access to Rockstar-created missions, DLC, or in-game assets

These restrictions give Rockstar much greater control over how money moves through custom GTA and Red Dead experiences.

Harmful and Real-World Military Content Is Prohibited

The policy also introduces content and community safety requirements. Rockstar will not tolerate pornography, violent extremism, self-harm promotion, physical threats, or content that creates risks to minors.

Abuse, bullying, harassment, and threats are prohibited as well. Interestingly, the company specifically warns creators against conflict roleplay or military simulations featuring real-world armed organizations.

This could have a direct impact on certain roleplay servers built around real military forces or ongoing real-world conflicts.

Rockstar Can Remove Any Mod at Any Time

Rockstar emphasizes that these guidelines do not provide creators with a license to use its intellectual property. Modders must still follow the company’s Terms of Service and Creator Platform License Agreement.

The company also reserves the right to revise the policy or remove any mod and other user-generated content at any time for any reason. While Rockstar continues to support community creativity through its official platforms, the updated guidelines establish firm limits around unofficial stories, multiplayer services, copyrighted material, and commercial projects.
