The increased Criminal Activity locations revolve around the Dogtown area. Remember, when you get into this area, you may see a Green Tripple Skull icon on your map on the screen; the Green Skull means the boss enemy, and he is acquiring closer to you.

Kress Street Area
Visit the South-West part of Dogtown, and you will come to Kress Street. There will be Barghest Soldiers waiting for any trespasser, and they will kill them. Get past the soldier’s cameras to enter the base. Be cautious about the laser turrets hidden in that section of the ground, and use the tunnel to go further inside.
Once you are deep inside the base, you may find Ross Ulmer. He is a boss enemy. Your Technical Ability must be level 15 to fight this hostile rival in Phantom Liberty. Deal damage heavily with powerful weapons to decrease Ross’s health stats by more than 40%. And once he is dead, pick up the Cache Access Card and M2038 Tactician Shotgun.
High Wellness Spa Section-Luxor
Fast travel to the Luxor Spa in the Dogtown District, where the Boss enemy is Ayo Zarin. Once you are in front of the Spa, you may find the Voodoo Boys. They are a hostile gang; get past them like before in Kress Street and the turrets and cameras hanging here and there inside the Spa.
Once you are inside, you may see Ayo Zarin. She will lash out at you, so be prepared to defeat her with the most powerful gears and weapons. Ayo is very strong, and once her health stats are down by less than 40%, she will try to get energy from the pool. Stop the Generator to stop her from doing so, deal damage heavily to Ayo Zarin, and kill her.
Grab the Cache Access Card and get inside the locked area inside the Spa. Use the card and obtain all the loot, such as suits, Raven Microcyber MK.3 Cyberdeck, and Agaou Axe.
