Levelling Up in Lies of P works pretty much like any other soul-like game. You kill enemies to gain the currency called ergo. Then you can talk to the woman at Hotel Kyrat to level up. So, in order to level up quickly, you need a way to farm ergo. Then, use that to level up. You need to keep in mind each level-up will cost more than the previous one.
So, to farm, you can look for easy enemies. Enemies that are easy to kill but give a relatively high amount of ergo are always good for farming. Make a route that you can loop around, killing all the enemies. Then sit at the stargazer to refresh all the enemies, and repeat again. Do this to get enough ergo. Then take that back to the hotel to level up. This is the only way you can level up quickly in the game.
