Verdict
Depending on your Mona build, she has a few easily available weapons, and some are a bit difficult to obtain. The Widsith is the overall best in slot weapon for Mona and every other catalyst character because of its high CRIT DMG and passive stat, which will buff ATK and Elemental Mastery. Skyward Atlas and Lost Prayer to the Sacred Winds are two really good 5-stars options for a Sub-DPS Mona build. Thrilling Tales of Dragon Slayers, despite being a 3-star weapon is considered the best catalyst in the game because the passive buffs the ATK of characters and is suitable for a support Mona build. Thrilling Tales of Dragon Slayers is easily obtainable because 3-star weapons are easy to get from any banner because of the high drop rate. Finally, Mappa Mare is a free-to-play craftable catalyst which is great for Mona for her support build.

Playstyle
Mona is a versatile character and can function in various roles, but her main playstyle revolves around debuffs, disrupting, and crowd control. Mona can be played as a Main DPS, Sub-DPS, or Hydro support, depending on how you build her.
For Hydro support build, 4-piece Noblesse Oblige or 4-piece Emblem of Severed Fate or Instructor are her best artifact sets. For her DPS build, 4-piece Emblem of Severed Fate or 2-piece Heart of Depth and Noblesse Oblige are pretty good sets for her.
Mona’s Elemental Skill, Mirror Reflection of Doom, conjures an illusory Phantom of Fate made of watersprouts. The Phantom of Fate taunts enemies, diverting their attention to the Phantom rather than Mona. It also continuously causes Hydro DMG to enemies in range, exploding once the duration is over, causing AoE Hydro DMG. Holding her Elemental Skill will teleport Mona backward while simultaneously summoning Phantom of Fate in the location the skill was activated.
Mona’s Elemental Burst, Stellaris Phantasm, summons waves of water to recreate a starry sky. This applies the Illusory Bubble status effect to enemies within a fairly large AoE. Illusory Bubble has a few effects on enemies caught up in the attack. First, it makes them Wet, smaller enemies are stunned, and an additional status effect, Omen, is applied to enemies who are attacked within the Illusory Bubble. Enemies attacked in the Bubble remove the Illusory Bubble and deal Hydro damage.
With Mona’s elemental control, she can become a solid asset to use with other heavy elemental burst users. Mona can fit into any team requiring an enabler and damage dealer, such as Diluc, Ayaka, Ganyu, and Hu Tao teams. She is excellent support for Freeze teams because of her Hydro application, and her ability to debuff enemies makes her incredible support for any team.
